Purpose of the Position:

The purpose of this position is to offer Integrated Water Resources Management (Water Supply, Soil and Water Conservation, Catchment Protection) technical support in implementation, capacity building, coordination and monitoring functions of IMARA Project within the project sites in the two counties of Marsabit and Laikipia. The project seeks to inspire a sustainable Water Supply, Soil and Water Conservation and Protection as part of the Kenya ASAL policy and Ending drought emergencies (EDE) framework aimed to support increased resilience of vulnerable communities in the ASAL counties of Kenya.

On a day to day operational level, the TS - Integrated Water Resources Management, will be part of the Program County Technical Working Team and will report to IMARA program manager and work closely with the Secretariat and Program implementing partners, WVK Technical staff in National office to deliver a sustainable and scalable Water Supply and Soil and Water Conservation measures.

Major Responsibilities:

Effective Technical Project design, Planning and Implementation , 50%

  • Conduct Water Supply, Catchment Protection, Soil and Water Conservation activities in IMARA within +-5% monthly budget utilization.

  • Undertake comprehensive water resources mapping for Laikipia and Marsabit Counties

  • Facilitate environmental and Social Impact assessment for Community water projects, Major Soil and Water Conservation structures

  • Review previous activities of rainwater harvesting approaches and structures that have been carried out in the targeted areas.

  • Working with technical officers from County Government and communities, identify and access catchment areas that have potential for rain water harvesting

  • Assess, design and Develop soil and water conservation measures for degraded lands for economic and environmental use

  • Assess and review existing and new community water projects

  • In partnership with Technical officers from the County Government, design and develop identified community water projects

  • Develop clear boundaries of the watershed of the identified areas

  • Strengthen WRUAs and WMCs for sustainable water management integrating issues on gender mainstreaming and conflict sensitivity

  • Develop actionable work plan for implementation of the Community Water Projects, Soil and Water Conservation, Capacity building of WRUAs and WMCs

  • Conduct trainings on Soil and Water Conservation, Catchment protection measures through the Pastoral Field Schools Approach.

  • Support protection and management of water catchment areas and water resources

Partnership’ Local Level Advocacy, networking, resource acquisition 25%

  • Ensures collaborative roles and partnerships with key partners in the leverage county partners including GoK line Ministries at the county and national, Community Based organization, NGO, Learning Research institutions and any relevant authorities on Water Supply, Soil and Water Conservation, catchment protection.

  • Participate in Laikipia and Marsabit WESCOORD meetings and other Water Supply initiatives

  • Nurture round table with private sector on Water Supply and Soil and Water conservation

  • Participate in Drought preparedness and response coordination meetings at Sub County and ward level

  • Conduct Quarterly Water, Soil and Conservation technical working group for IMARA Water Supply and soil and Water conservation activities

  • Develop yearly winning concepts for fund raising

  • Gender and Youth integration in program activities through the implementation strategies.

  • Develop working agreements / MOUs with partners as per need.

  • Develop and nurture for Community and CSOs led Water Supply, Soil and Water Conservation CVAs for policy and budget influence

Quality Assurance, Monitoring, Reporting & Documentation 20%

  • Participate/Support project assessments, planning, implementation, monitoring & evaluation, documentation and dissemination of promising practices

  • Track project implementation, budget utilization against Detailed Implementation Plan

  • Develop a monitoring and learning framework that ensures that the targets from leveraging sites are tracked.

  • Coordinate joint monitoring and supervision visits with key partners to track and document project progress in the targeted leverage counties.

  • Ensure the feedback from monitoring exercises feed into the working of Water Supply, Soil and Water Conservation technical working group within the project counties.

  • Support the development and submission of weekly, monthly, quarterly and annually project reports and core documents as per WVK guidelines and donor standards.

  • Develop context specific electronic and live media communications on Water Supply, Soil and Water Conservation activities.

  • Support development of technical papers and or policy briefs on Water Supply, Soil and Water Conservation measures for external engagement with decision makers

  • Develop and maintain accountability and feedback mechanism for Water Supply, catchment protection, Soil and Water Conservation initiatives

Develop and maintain Project documents Files for IMARA

Perform any other duties as may be delegated to him/her by the Program Manager or his designee.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • A degree in Agriculture engineering /Soil, Water and environmental Engineering

  • Minimum of three years’ experience in implementing sustainable Water Supply, Soil and Water Conservation projects in ASAL/degraded parts of Kenya integrating livelihoods strengthening; with demonstrable competencies in designing, planning, implementation, documenting, record-keeping and reporting;

  • The holder of this position must be a results orientated person who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands and;

  • S/he must also have ample experience in public relations and be a strong team player

  • Must have skills and ability to provide training and mentorships;

  • S/he must be a self-starter, able to work under minimum supervision and maintain good relationships.

  • Experience working with private sector, local communities, institutions, governmental and traditional authorities in ASAL regions;

  • Excellent interpersonal, communication, networking and representation skills;

  • Proven leadership qualities, problem-solving and negotiation skills, and evidence of successful team playe

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate/lead in daily devotions and weekly Chapel services.

  • Perform other duties as required.
