Child Protection Manager

Job Description

PURPOSE OF THE POSITION

Child Protection Manager supports World Vision Lao PDR’s strategic goal to bring change in the lives of children in Laos, particularly to ensure that children are protected and participate in development programs. This role has a strong focus on strengthening WVL’s evidence based Child Protection programming and ensuring that Child Protection interventions are in line with WV partnership and humanitarian industry global standards.

MAJOR RESPOSIBILITIES

  1. Child Protection (CP) Program

  • Lead, approve, coordinate and disseminate sector strategy, program logic, models and best practices.

  • Prioritize Protection and Participation related partnership initiatives and develop a contextualized material for Laos programming.

  • Map WVL child protection and participation activities/policies and approaches, and design a framework to refocus in more integrated ways. Incorporate Government approaches and policies into this thinking.

  • Develop and deliver training curriculum to Zone/Government counterpart staff to enable accountable, evidence based, quality ministry that brings sustained improvements to well-being of children.

  1. CP Standards

  • Analyze and summarize Area Development Program (ADP)/Learning through Evaluation with Accountability and Planning reports; and prepare a National Child Protection and Participation report reflecting on lessons learnt and best practice examples

  • Develop and contribute to improving child protection by influencing the Government of Lao and its related national policies.

  • Periodically review the WVL Child protection policy based on WV International CP standards and adapting it to local context.

  1. Collaboration and Coordination

  • Develop dynamic relationship with relevant Government Ministries and other relevant institutions at National level; support WVLao staff by brokering relationships at Provincial, district and village levels.

  • Liaise with key non-governmental organizations (NGOs), UN-agencies for shared learning, joint implementation and leveraging similar child protection interventions (Child Protection Working Group and Gender Network under iNGO network).

  1. Gender and Disability

  • Standardize Gender/Disability mainstreaming framework, tools, methods/training materials which align with partnership imperatives, best practice approaches, and National Office strategic priorities.

  • Conduct technical capacity building activities for ADP staff, including indoor training, on the job training, coaching and ongoing technical support to ensure that guidelines/tools on Disability/Gender mainstreaming are clearly understood, followed and best practices are replicated by ADP staff.

  1. Resource Acquisition

  • Prepare Grant/Private Non-Sponsorship (PNS) Concept Notes and Proposals

  • Provide technical support for design, implementation and evaluation of grant/ PNS projects
