Education Advisor

Job Description

OPEN TO NATIONAL AND INTERNATIONAL JOB APPLICANTS BASED IN LAO PDR

PURPOSE OF POSITION

The position of Education Advisor for Basic Education and Quality Access in Laos (BEQUAL) project is intended to position World Vision Laos (WVL) as an industry leader contributing to learning outcomes in Laos. The Advisor will spend 60% of their time providing technical support and inputs for the BEQUAL NGO Consortium (BNC) project, including participation in relevant BNC meetings, support and technical guidance for WVL planning and implementation, and inputs to BNC monitoring, evaluation and reporting activities. The Advisor will spend 40% of the time strengthening WVL’s current education investments, and pre-positioning WVL for future education programming. Other priorities include participating in and contributing to Laos’ Education Sector Working Group (ESWG), engaging in networking and collaboration activities, providing capacity building and technical support for WVL staff, and establishing World Vision as an Industry Leader among peers.

MAJOR RESPONSIBILITIES

Technical support for BEQUAL NGO Consortium (BNC) project:

  • Develop a clear and detailed understanding of BEQUAL NGO Consortium (BNC) project, including the detailed implementation plan and budget

  • Work closely with BNC Manager to provide technical input and support for planning, implementation and monitoring of BNC activities

  • Work collaboratively and actively contribute to the BNC Technical Advisory Group (TAG) and other BNC meetings and forums as required to support the successful implementation of the BNC project

  • Build and maintain key relationships with other BNC NGO partners and staff, and support positive collaboration and joint activities under the BNC project

  • Where required, work in partnership with other BNC agencies and Coffey International as part of the larger BEQUEL program.

  • Build and maintain positive relationships with key MoES departments, PESS and DESB as relevant to the BNC project

  • Support the BNC teams to conduct relevant baseline, end-line and project evaluation activities

  • Actively engage with BNC staff to strengthen assessment, design and implementation of project activities through trainings, awareness raising, communications, etc.

  • Conduct monitoring support visits to BNC districts to provide in the field technical consultation to ensure activities are implemented according to the project agreement

  • Ensure information on BNC activities requested by BNC Consortium Management Unit is provided in a timely manner and is based on the best available information at the time.

  • Support the BNC manager and staff to ensure that all reporting on BNC activities and indicators is of high quality and represents accurately achievements and challenges

  • Build and maintain key relationships with other BNC NGO partners and staff, and support positive collaboration and joint activities under the BNC project

  • Where required, work in partnership with other BNC agencies and Coffey International as part of the larger BEQUAL program.

  • Build and maintain positive relationships with key MoES departments, PESS and DESB as relevant to the BNC project

Capacity Building and Technical Support

  • Actively engage with WVL staff to strengthen assessment, design and implementation of project activities through trainings, awareness raising, communications, etc.

  • Actively contribute technical advice and suggestions for the development of grant proposals related to the education or other sectors as required

  • Conduct monitoring support visits to ADPs implementing education sector activities and provide in the field technical consultation as requested, to ensure activities implemented are implemented according to technical guidance provided

  • Coordinate, and where appropriate, facilitate training and capacity building of WVL staff

  • Provide technical input and support for WVL education team meetings and workshops with a focus on building the capacity of key education sector management positions

Networking, Coordination & Communications

  • Develop dynamic relationships with key external stakeholders and other key education sector contacts and agencies

  • Develop dynamic relationships with the MoESand other relevant institutions at national, provincial and district

  • Participate in and actively contribute to key education sector forums, in particular the Education Sector Working Group (ESWG) meetings and forums

  • Work in close partnership with WVL staff to collaborate and coordinate planning, implementation and reporting on education activities to maximise resources and impact.

  • Liaise with key non-governmental organisations (NGOs) and other development agencies for shared learning, joint implementation and leveraging similar education interventions as relevant to education sector programming

  • Liaise and build strong partnerships with Lao Civil Society Organizations working in the education sector

  • Ensure information on education sector programming requested by WVL NO is provided in a timely manner and is based on the best available information at the time.

  • Coordinate with the WVL education team to ensure that all reporting on activities and indicators is of high quality and represents accurately achievements and challenges

Strengthen Evidence Based Programs:

  • Provide technical support and guidance for WVL to plan, implement and monitor education sector activities

  • Lead and advise on the development of new and improved education models or activities as required

  • In conjunction with WVL communications staff and National Sector team, help to demonstrate to others implementation of best practices in relation to education sector

  • Provide guidance and support for WVL education sector planning activities, so that sectoral "best practices, lessons learned etc." are integrated into technically sound business plans and services are coordinated.

  • Support the implementation and continuous improvement of the monitoring and evaluation system, to assess performance against agreed program objectives and indicators and to improve quality and performance

  • Provide technical input to the development of WL strategy and program documentation related to education and other sectors as required

  • Assist in ensuring that the voices of children are heard in WVL’s education programming and that children are involved in decisions on ADP activities that affect their lives.
