PURPOSE OF THE POSITION

World Vision (WV) has recently been awarded a multi-million EUR grant from the European Union (EU) to lead a consortium of partners to implement their Accelerating Health Agriculture and Nutrition (AHAN) project under pillar three of the EU’s Partnership for Improved Nutrition in Lao People’s Democratic Republic (PDR). Commencing on the 1st of October 2017, this 48 month project has the overall objective of creating supportive conditions for enhanced household (HH) nutrition through the following specific objectives:

1) Improved access to and availability of sufficient and/or diverse foods year round; 2) Improved dietary and care practices among Women of Reproductive Age and children under 5; 3) Reduced incidence of selected Water, Sanitation and Hygiene (coordination) related diseases/illnesses linked to under nutrition; 4) Improved gender equitable relations at the HH level, particularly in decision-making and distribution of workload; and 5) Strengthened multi-sector coordination and support for nutrition. The project will be implemented across three provinces and 12 districts of Lao PDR.

The Technical Team Lead (Integrated Nutrition) will be responsible for overseeing and coordinating the technical advisors to ensure collaboration and integration across all technical inputs, quality of activities across all outcomes, resulting in an integrated and holistic approach to achieving the project goal. The technical teams is comprised of advisers in Agriculture, Health/Nutrition, Gender, Economic Development and M&E. The technical team leader is responsible for ensuring technical support is distributed evenly across all target areas.

The Technical Team Lead is also responsible for coordination of project´s integrated nutrition activities at Provincial and district level as described in the project, ensuring verifiable impact, appropriateness, efficiency, effectiveness, coverage, coherence, and sustainability. Actions include

  • Coordinate the training for GoL staff from various levels & line ministries on Nutrition-Sensitive Agriculture

  • Support selected planning, monitoring and coordination mechanisms for multi-sectoral convergence approaches addressing nutrition.

  • Support nutrition coordination between sub-national and national stakeholders and partners

MAJOR RESPONSIBILITIES

  1. Manage technical team – Oversee work plans of Technical Advisors and ensure quality of all technical aspects of program interventions related to Nutrition/Health, WASH, Gender and Economic Development. Back stop Technical Advisors when required

  2. Leadership of all coordination activities - Plan, direct and implement with operation team all aspects of project implementation related to coordination activities, including ensuring that all Partners meet their obligations under the project, and meet WV and EU compliance standards

  3. Collaboration and Coordination - Manage proactive and responsive relationship with Project Partners, Government stakeholders, and stakeholders in the field, under the Project Manager direction

  4. Monitoring, Evaluation, Reporting and Communication - Establish and maintain effective project reporting, monitoring, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor and WV requirements

  5. Financial management - Manage project budget within approved spending levels and ensure accurate and timely financial reports to WVA, who then submits to the donor

  6. Learning Evidence – Ensure quality data collection. Consistently look for more effective and efficient implementation methods and opportunities to increase impact. Facilitate learning of best practice by ensuring a continuous learning process is developed and in place with key staff and partners/sub-grantees.

KNOWLEDGE, SKILLS AND ABILITIES

  • A University degree relevant to Integrated Nutrition and 6 years’ experience in community development programs with a focus on Nutrition and Coordination

  • Experience in providing senior technical oversight to Nutrition programs and at least one other of the following technical areas – WASH, Gender, Nutrition Sensitive Agriculture or Economic Development

  • Demonstrated coordination experience with Government and development partners at Provincial and National level

Minimum education, training and experience requirements to qualify for the position:

  1. Bachelor’s degree (International Development, Public Health, Nutrition, Agriculture, Medical or WASH related). Master in Public Health or Nutrition preferable

  2. Demonstrated ability to train others, ability to provide technical guidance and support to operation staff on Nutrition and at least one other technical area (WASH, Gender, Nutrition Sensitive Agriculture or Economic Development).

  3. Technical training and demonstrate knowledge on Nutrition

  4. Knowledge of development work, including program logic, theory of change, monitoring and evaluation and community empowerment.

  5. Good understanding of coordination Lao Government policies, laws, and institutions and ability to work together with various stakeholders.

  6. Ability to identify and plan work strategically and to work to deadlines.

  7. Project management knowledge and skills with strong organizational, IT, and writing skills.

  8. Excellent oral and written communication skills in English and Lao.

  9. Ability to function efficiently and effectively with little day-to-day supervision.

  10. Willingness to travel to the districts and villages on a frequent basis
