WORK CONTEXT/BACKGROUND

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. PURPOSE OF POSITION

To provide overall leadership and management to Finance, Supply Chain, Administration, ICT, Security and Risk Management of World Vision Laos (WVL). This position is seen as a strategic partner, member of the Senior Management/Leadership Team of the NO and responsible to promote financial stewardship, accountability, and ensuring support functions have strategies, systems, skills to support the operations of the office.

MAIN RESPONSIBILITY

A. Leadership, Capacity Development and Strategic Partnering

  • Model a high standard of personal Christian leadership, ministry and integrity though lifestyle and work relationships, and provide spiritual guidance to staff on Core Values.

  • Provide strategic leadership in financial planning and budgeting for WVL National Office and Program Offices

  • Provide strategic inputs and collaborate with Resources Acquisition Department for to bring more resources to WVL ministry through Grants and Private Non-Sponsorship

  • Develop and implement financial policies, ensuring functioning effectively at all levels, and to ensure effective resource acquisition, utilization and safe guarding of assets according to World Vision approved policies and procedures.

  • Provide strong leadership to the finance and support services department ensuring competent and motivated staff in providing efficient delivery of services.

  • Ensure effective operations of WVL offices to ensure both optimal use of resources and customer care focus.

  • Actively participate in the Senior Leadership team meetings and Regional meetings.

  • Strengthen relationship with World Vision Support Offices, Regional Office, Government and community as well as other development partners though networks and collaboration.

  • Promote shared resource networks within the region, and the partnership.

  • Adhere to World Vision key policy documents – mission, core values, and covenant of partnership.

B. Stewardship

Ensure adequate cost efficiency and effectiveness measures are in place and are being followed through:

  • Providing cost analysis, promoting benchmarks and making recommendations for determining effective resource utilization at all levels.

  • Contributing to the development of appropriate policies and procedures for procurement of goods and services.

C. Financial Planning and Budgeting

  • In collaboration with other Directors, advise the Country Program Director on strategic resource acquisition and allocation in line with Regional Working Group recommendations approved by the Regional Leader.

  • Coordinate the planning and budgeting process and provide technical support, to ensure global and regional guidelines are met.

  • Review alignment of budgets with Support Offices commitment in Partnership Budget and Actual Systems (PBAS)

  • Control of NO budget, cash flow and project funding, by providing timely and relevant information to budget managers, in collaboration with the Country Program Director.

  • Contribute to the development of WVL Strategic direction and priorities.

D. Fiscal accounting, compliance, monitoring and reporting

  • Design and manage systems, policies and procedures that provide appropriate levels of security and control of World Vision assets, resources and operations.

  • Coordinate the submission of timely, accurate and complete relevant reporting to the Partnership and to internal users.

  • Define and implement efficient and effective internal control systems.

  • Adhere to partnership policies, procedures and guidelines as stipulated in the WVI Financial Manual and other documents, including – but not limited to: grant compliance, planning & budgeting, year-end closing, carry forward, accounting and reporting.

  • Coordinate the timely and accurate submission of financial reports in Notes FFR (Field Financial Reporting) database.

  • Review the reconciliation of PBAS to Financial Report monthly with action plan for addressing outstanding items.

  • Provide regular analysis of projects financial reports and timely feedback to project managers for decision making

  • Ensure National Office Finance staff visit Programs/Projects to monitor accountability issues, follow up on implementation of audit findings and provide support as needed.

E. Risk Management, Security and Controls

  • Coordinate to review and update WVL Risk Register, risk mitigation plan, and office security measurement

  • Manage appropriate financial systems and controls and ensure they are in place to avoid significant finance audit risk ratings, both at the National Office and project levels.

  • Coordinate management responses to finance audits performed to the National Office and projects; ensure they are sent on time to the Audit Department; and that finance related audit recommendations are implemented timely at all levels.

  • Coordinate adequate preparation for Global audit and external audits.

  • Implement anti-corruption and fraud strategies.

F. Administration

  • Ensure WVL staff and assets are secured, safe well maintained, oversee logistics coordination

  • Ensure that WVL provides quality hospitality services to staff and visitors

  • Transportation/Logistics. Responsible for vehicle procurement, management and maintenance.

G. Procurement

  • Provide leadership on strategic sourcing of ministry goods and services

  • Ensure Value For Money (VFM) in the procurement of Goods and Services

  • Maintain good relationship with suppliers and promote zero tolerance of fraud or corruption

  • Ensure annual Procurement Plan are in place and updated timely

  • Coordinate and ensure an optimal interface between the procurement and other departments for efficient customer service delivery

J. Improve IT infrastructure and provide quality service

  • Ensure improved connectivity of all WVL offices

  • Provide effective and efficient services thorough timely handling of helpdesk tickets

  • Facilitate and ensure preparation of and adherence to computer usage policies

  • Ensure office disaster preparedness and policies updated to include new technologies, trends and threats.

JOB REQUIREMENT

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

Minimum Education, Training and Experience Requirements to Qualify for the Position:

  • Master Degree in any of the following field: Accounting, Finance and related field

  • Preferred: professional qualifications such as ACCA or CPA

  • At least 6 year experience in Finance and business support roles in the humanitarian industry, a minimum of 3 of which must be in leadership role

  • Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls

  • Knowledge of and experience with government grant regulations and financial reporting requirements

  • Must have good working knowledge of computerized accounting systems, preferably Sun Systems & Vision. Must be computer literate in using Microsoft Office programs.

Preferred Skills, Knowledge and Experience:

  • Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.

  • Ability to solve complex problems and to exercise independent judgment.

  • Must be able to lead and manage a team.

  • Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs.

  • Knowledge of government grant regulations and financial reporting requirements preferred.

  • Knowledge of local accounting system preferred.

  • Proficiency in written and spoken English

  • Good oral/written and interpersonal skills.

  • Able to work on a cross-cultural environment with a multi-national staff.

  • Ability to travel within country, regional and internationally
