POSITION CONTEXT/ BACKGROUND:

Evidence Management & SO liaison Coordinator will work within the Strategy and Evidence unit to support WV Lao PDR’s strategic goal to bring change in the lives of children in Laos, particularly to increase the number of children and mothers that are healthy and well nourished. This role will ensure programme quality, consistency and relevance through Evidence Management at NO level and robust SO liaison on the programme implementation and requirements.

This role has a strong focus on strengthening WVL’s quality of programming and ensuring that all interventions are in line with WV partnership and humanitarian industry global standards. Specific responsibilities include the following:

MAJOR RESPONSIBILITIES:

  1. Strengthen Evidence Based Programs:

  1. Ensure that Horizon is functioning well and timely update required data and information into the Horizon.

  2. Ensure that TPCs, TPMs and grant project staffs understand and be able to fulfill the horizon.

  3. To coordinate the development of community development program (community pledge), providing guidelines and orientation to all APs as needed.

  4. Lead in coordination of Annual Business Plan semi-annual review and reporting.

  5. Together with the National Strategy and Evidence unit, contribute to development of an agreed LEAP business process, and follow this business processes within agreed timelines for all LEAP documents. This is particularly related to monitoring, evaluation and reporting.

  6. Support SEM to establish knowledge management system and ensure that the system is regularly updated and utilize in WVI-L’ teams.

  7. Timely communicate and response to SOs queries and requirements by closely consulted with Association Director.

  8. Ensure that all projects’ reports and community pledge products are reviewed and submitted to SOs on time.

  9. Support in Data Management System development and roll out and ensure monitoring systems are fully functioning well in all APs and projects. Development of digital data collection tools and monitoring.

  10. Communicate and share data and information with PQD Director and PE Director/communications team so that data can be used to show best practice to others.

  11. Ensure National program information requested by WVL NO is provided in a timely manner

  1. Provision of Technical Support to the Zones and Government Counterparts:

  1. Working as a member of the National DME team, assist the AP and TP staffs to prepare and complete all LEAP documents as per agreed business process.

  2. Review and technically approve LEAP documents (e.g. baselines, evaluations) as per the agreed business process.

  3. Assist donor visits and participate in donor visits when necessary.

  4. In times of emergency, provide technical support to disaster responses as directed by line management.

  5. Contribute to advocacy campaigns as directed by line management

  1. Collaboration and Coordination

  1. Develop partnerships with National statistics department and other relevant National government departments.

  2. Liaise with National government departments to ensure understanding of WVL’s M&E tools and evidenced based programming.

  3. Together with the National Strategy and Evidence Manager to, engage actively with external partners working in the M&E sector. This includes INGOs, NPOs, UN and other profit/public organisations. With supervision, seek opportunities for collaboration on best practice programming models.

  1. Program Monitoring:

  1. Take the lead nationally to provide consultation for development of monitoring systems and evaluations. Be a key technical resource for TP and AP staff.

  2. In collaboration with the National Strategy and Evidence Manager, develop simple and practical monitoring system and tools that can be used by all APs to track the progress of project implementation, and to capture learning.

  3. Support the Zone/ADPs on how to develop ADP M&E plans (and ITTs) as part of programme/project design. Make sure that baseline and target values for the indicators are set, appropriate monitoring methodology is developed and followed by the programme/ project team with DME support.

  4. Ensure that the technical sector specialists are involved in the design of monitoring tools/systems and evaluations.

  1. Program Evaluation

  1. Facilitate and provide technical support to Zone DME for the process of programme/ project evaluations. This includes coordination, planning and resourcing program evaluations.

  2. Identify and adapt suitable resources for participatory programme evaluation.

  3. In collaboration with SEM Manager, provide training in participatory programme evaluation to field staffs and government counterpart.

  1. Program Reporting (Child Well Being Outcome Reporting):

  1. Be the lead DME Coordinator to assist the National Strategy and Evidence Manager to prepare WV Lao ADPs for Child Well being Indicator Target Reporting.

  2. Prepare a system to matrix indicator data so that it can be compiled throughout the year as CWBO targets are reported upon.

  3. Work with the PQD Director to develop a strategy on how AP plans can commence alignment to the CWBO targets and corresponding indicators.

  4. Work collaboratively with TP, AP and operation teams to commence planning for reporting against the CWBO targets to compile, analyse, consolidate, and synthesize data, (both quantitative and qualitative) for CWBO reporting.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor or master degree in integrated development management from a recognized university or an institute.

  • Minimum 3 years experience in community development, particularly in participatory project management.

  • Minimum of three years in demonstrated competency in providing management level support

  • Knowledge of development work, including program logic, theory of change, and community empowerment

  • Strong understanding of evidence based programming and a commitment to excellence

  • Ability to train others, ability to provide technical guidance and support to others, including zone, ADP staff. Good presentation skills. Strong team work and support

  • Ability to identify and plan work strategically and to work to deadlines.

  • Willingness to continually improve and upgrade technical and computer knowledge.

  • Excellent oral and written communication skills in English and Lao

  • Willingness to travel to the provinces and districts on a frequent basis.

  • Good analytical skills

  • Good understanding of Lao Government policy, laws and institutions and the ability to work together with the various stakeholders.
