Design, Monitoring & Evaluation Coordinator
PURPOSE OF POSITION:

The Zonal DME Coordinator (Monitoring, Evaluation and Reporting) will work to support WV Lao PDR’s strategic goal to bring change in the lives of children in Laos. This role will ensure programme quality, consistency and relevance through the provision of technical support to ADPs regarding Monitoring, Evaluations and Child Well-being Indicator Reporting.
This role has a strong focus on strengthening WVL’s quality of programming and ensuring that all interventions are in line with WV partnership and humanitarian industry global standards.

Strengthen Evidence Based Programs:
Assist the DME Team to strengthen evidence based programming by supporting ADPs through establishment and use evidence-based DME tools.
Lead the process of review and understand all ADP log frame and design documents to ensure that there is program logic in the designs.
Ensure that ADPs are able to integrate strategic partnership priorities related to M&E and Reporting into Assessment, Design, Baseline, Evaluation processes by developing system, methodology and plan to introduce the initiatives in the programme, as appropriate to the stage of the programme cycle.
Assist the National DME Manager by providing data on the program level outcomes and outputs.
Together with the National DME team, contribute to development of an agreed LEAP business process, and lead this business processes in the Zonal level within agreed timelines for all LEAP documents related. This is particularly related to monitoring, evaluation and reporting.
Increase the capacity of Zone staff and Government Counterparts to enable them to deliver accountable, evidence based, quality ministry that brings sustained improvements to well-being of children.
Provide leadership to the DME Officer in assisting the ADP team to identify and adapt suitable resources for participatory programme planning and provide training based on the needs
Provide leadership to the DME Officer in how to ensure the WVL project planning process is compliant with LEAP standards and assist programme staff in producing project design document that are LEAP compliant.
Program Monitoring and Reporting
Roll out the monitoring system and ensure that all ADP staff understands how to use the Standard Indicator monitoring forms to collect data each time they are going to the field.
Take the lead in the Zone to provide consultation for development of monitoring systems and evaluations and be a key DME resource for zone staff.
Working as a technical member of the DME team, lead the zone staff to prepare and complete all LEAP documents as per agreed business process.
Review and technically approve LEAP documents (e.g. baselines, evaluations) as per the agreed business process in the Zone.
Conduct monitoring support visits to ADPs implementing projects and provide in the field consultation as requested.
Provide leadership to ensure that the developed monitoring tool/system is used to ensure accountability and achievement of expected result and learning.
Analyze the data collected by ADP team and provide quarterly DME report to the respective ADP and Zone Manager
Child Well Being Outcome Reporting.
Assist the National DME Manager to prepare WV Lao ADPs for Child Well being Indicator Target Reporting. This includes:
Work with DME officer to develop a list of how many ADPs are in the (re)design evaluation and baseline stage for FY 16 – FY20.
In collaboration with the DME Manager and team, undertake a process of mapping standard indicator and output related indicators across all ADPs.
Prepare a system to matrix indicator data so that it can be compiled throughout the year as CWBO targets are reported upon.
Work collaboratively with the National/Zone DME and Program Officers to commence planning for reporting against the CWBO targets. Once plan developed, prepare DME officer to compile, analyse, consolidate, and synthesize data, (both quantitative and qualitative) for CWBO reporting.
Identify and adapt suitable resources for participatory programme evaluation
Provide training in participatory programme evaluation to the programme team
Coordinate with programme staff in producing project evaluation documents that are LEAP compliant.
Present the evaluation report at the Government meeting
Leadership and capacity building
Keep up to date with DME practices through reading, networking and attending training workshops.
Provide leadership and coach DME officer for learning and growth.
Conduct performance appraisal and provide support where there is a need.
KNOWLEDGE, SKILLS AND ABILITIES:
Bachelor degree in a sector relevant to WV programming.
Postgraduate diploma in development
At least five years in community development projects and specifically in DME sector.
Good written communication skills in English and Lao
Ability to use computer programs, especially MS Office package and be able to teach and train others
