Education Technical Officer

Job Description

PURPOSE OF POSITION

To ensure the quality of the implementation of the Early Childhood Education projects in putting together technical support that is aligned with the Early Childhood Education and Child Protection Technical Programme standards.

MAJOR RESPONSIBILITIES:

ROLE DIMENSION / DESCRIPTION

End Results Expected

Ensure the quality of the implementation of the ECE activities

Projects activities are implemented as per the developed action plan

  • Ensure that minimum standards of the Early Childhood Education are considered;

  • Train and coach the staff on the ECE tools, curricula and approaches;

  • Conduct observations in classrooms and provide recommendations to the center supervisors and caregivers;

  • Assist project staff in understanding and adapting ECE project models to local contexts;

  • Assist Early Childhood Caregivers in conducting structured ECE curriculum and activities in coordination with the Education specialist.

  • Develop lessons plan distribution and follow up on the implementation;

  • Support the Early Childhood Caregivers in the implementation of the daily or weekly activities and conduct various field visits to the different areas of operations to monitor and supervise the progress of the work periodically.

  • Develop plans with the Education specialist for building the capacity of the projects staff;

  • Prepare ToR for capacity building or other related activities including meeting with consultants and following up on the implementation plan and deliverables in coordination with the Education and CP specialists;

  • Set meetings with the ECE caregivers and center supervisors to follow up on the implementation and to address the challenges they are facing.

  • Plan with the Early Childhood Caregivers monthly meetings for parents.

II- Ensure children’s safety and protection

Children attending the activities are protected and safe

  • Work in compliance with and respect of the principles of Child Protection and confidentiality, working with refugee and host communities with sensitivity

  • Identify key protection threats affecting the children and raise them to the center supervisor.

  • Identify safety issues and follow-up with the center supervisor on the safety and security of the chosen locations

  • Ensure the ECE Caregivers are raising any health issues to the center supervisors.

III- Handle tracking, reporting on activities and filing

Progress reports are done and submitted as per the required deadline

  • Follow up with ECE caregivers on the delivery of progress report of children and the documented competencies gained and skills needed to access formal education.

  • Ensure that a monthly programmatic/technical progress report is submitted;

  • Ensure the implementation Ages and Stages (ASQ) and support the Education specialist in the development of analysis;

4- Perform other duties as required

  • Safety and Security responsibilities

  • Responsible of own security and actively contribute to a positive security culture

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

  • HEA responsibilities:

  • Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented after coordination with Project manager

  • Other duties:

  • Attend and participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality and referrals, and reporting requirements are followed

  • Attend and participate in local and international training and capacity building events as needed

  • Attend and participate in spiritual nurture events and other organizational events.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor degree in Education related field, (kindergarten studies, psychology, social work, specialized education (Orto-pedagogue, psychometrician, speech therapist… ) or social animation);

  • At least 2 years relevant experience.

  • Knowledge and experience working with children, in a KG setting

  • Knowledge of safety issues concerning infants and children.

  • Knowledge of child protection and Psycho-Social support programming

  • Ability to train and coach staff, on ECE, Facilitation skills, parent's empowerment.

  • Good command of English/French, both written and oral.

  • Good interpersonal skills and cross-cultural sensitivity.

  • Creative and able to come up, embrace and coordinate innovative thinking, and problem solving skills.

  • Positive attitude with a willingness to learn.

  • Ability to cope and work under pressure.

  • Computer literate mainly in Microsoft Office package.

  • Willing to travel within Lebanon with a valid driver’s license

  • Well-organized, self-motivated and ability to work in a team.

  • Ability to work in difficult and high risk situations

  • 75% field work (centre/informal tented settlements) and 25% Office work.

  • Position requires availability and willingness to work outside regular office hours occasionally.

  • Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
