Technical Coordinator - Education

Job Description

PURPOSE OF POSITION

The position holder ensures development and implementation of the WV Lebanon National Education Program strategy and Technical Programme in collaboration with relevant stakeholders. The Technical Education Coordinator is responsible of: (1) following-up with all area offices and Project managers to ensure alignment of projects and activities with the technical program and evidenced models, (2) empowering and building capacities of the field staff and (3) representing WVL in all National working groups and with relevant Ministries.

Strategy & Program Development

  1. Meet donors to preposition for new program ideas and models based on evidence.

  2. Develop the technical/sectoral components of new proposals, in consultation with RAM, MEAL and Operations teams.

  3. Provide input into budget of technical components within new proposals.

  4. Lead in Design with RAM team and Operations for potential new proposals in Education based on emerging new educational needs.

  5. Participate in revision of WV Lebanon strategy and priorities based on emerging needs and donor interests.

  6. Lead development of Technical Approaches and Technical Programs in alignment with strategy.

  1. WV Lebanon current and prospective donors are aware of WV priorities, approaches and the evidence behind them.

  2. New proposals submitted in alignment with sector standards and evidenced approaches.

  3. Proposal budgets account for needed technical costs.

  4. All new grants developed in alignment with ECCD and/or revised Education TP.

  5. WV Lebanon strategy informed by up to date and recent sector needs and priorities

  6. Technical Approaches and Programs are in place and updated as per strategy revision terms.

Support Implementation, monitoring and reporting

  1. Provide technical supervision to technical field education officers including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.

  2. Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams.

  3. Co-lead with MEAL team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.

  4. Develop sector measurement tools in collaboration with MEAL team. Specifically, set sectoral/technical tool questions based on accredited global tools.

  5. Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation.

  6. Review AP annual reports, grant progress reports and M&E reports specifically program findings and recommendations.

  7. Develop annual TP reports that document progress against objectives of the TP and hence strategic objective.

  3. EBP’s are in place for each TP and project

  4. Sectoral/technical tools are in place and used across aligned projects

Staff Management & Capacity Building

  1. Revise ECCD and other possible Education related JDs when needed and participate in the recruitment of relevant project and technical staff.

  2. Perform team management tasks for direct report including performance management (agreement, reviews, extensions, PAFs, etc.), staff budgeting, task analysis, etc.

  3. Develop and revise Education / ECCD capacity building plans and share with P&C.

  4. Orient and train WV Lebanon relevant staff (including direct reports) on Education Technical Programs, standards, tools, models, etc.

Networking & External Engagement

  1. Engage in networking and coordination with external Education Stakeholders and partners (Education Partners working group, MEHE, ECE National Committee, INGOs, National NGOs, etc.).

  2. Participate in National workshops, training and internal WVL meetings, workshops, etc.

  3. Coordinate with Education Learning Hub (or any other Regional body such as the No-Lost Generation Regional Coordinator) on a regular basis as well as with other relevant internal stakeholders at WV, whether at the Regional or Global level.

  1. Established relationships and well maintained with all key Education stakeholders.

  2. WVL is always up to date on sector developments in the country; relevant MoUs signed with specific Ministries if needed for facilitation of work and TP implementation.

  3. WVL education programs remain aligned to global models and trends

Learning and Research

  1. Participate in all education projects’ lessons learned events.

  2. Participate in design and roll out of new research proposals and initiatives of WVL.

  3. Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor’s degree in Education related area or Social Sciences and any relevant area.

  • Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills;

  • Experience and willingness to take initiatives in all potential Education areas: early childhood education, care and development, basic literacy and numeracy, Remedial Education, Work with youth, etc.

  • Good analytical and writing skills;

  • Good interpersonal skills, influencing skills and cross-cultural sensitivity;

  • Effective in written and oral communication in English;

  • Able to work on multifunctional tasks in the pressure of time and organizational changes;

  • Strong computer skills including Word, Excel, PowerPoint

  • Three to five years of technical expertise in the areas of Education

  • Experience in capacity building processes, tools and methodologies

  • Two years or more NGO experience in the humanitarian and development fields respectively

  • Experience in needs assessment and project design

  • Valid driving license (in Lebanon) for more than 2 years is required.

  • Excellent written English, with fluency in speaking Arabic and English

  • Master’s Degree in the above mentioned areas.

  • Experience participating in program implementation, monitoring and evaluation processes.

  • Experience with faith, community based and child focused empowerment programs

  • The position requires 75% of the time to be office based.

  • The position requires 25% of travel within the country.

  • The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
