Area Manager - Akkar



The purpose of the position is to provide overall leadership to the North Lebanon and Akkar Field Office, by overseeing the Area Development Program (ADP) Teams as well as all Grants project teams. To facilitate the transformational development process, by applying an integrated approach to community development, emphasizing the process of community participation, ownership, and sustainability.

To lead the expansion of the Area in close coordination with the Field Operations Director, Programme Development & Quality Unit and other National Office functions as relevant.

To provide leadership and oversight to project design and to develop short and long-term plans to ensure that all initiatives are implemented in line with WVL’s National strategy and standards of community ownership and sustainability.

To significantly engage in local networking and partnering to facilitate and promote WV’s presence, visibility and acceptance in the area.

Ensure program development, design, planning, and management

High quality of programs and projects are being implemented and are guided by sound developmental and HEA principles

  1. Provide overall leadership to the implementation of the World Vision’s (WV) programs across all funding streams and in response to local communities’ needs as well as the relief programming for the Syrian Refugee Crises.

  2. Ensure optimal operational and financial performance of on-going projects through a combination of support, monitoring, and technical assistance to address implementation challenges.

  3. Contribute in the overall programs planning process with direct field staff and NO functions to ensure alignment with context, humanitarian needs and strategy as well as operational feasibility and technical quality.

  4. Set annual budget plan with regular monitoring on budgeted and actual expenditures.

  5. Assure strict budget management and adherence to agreed activity timeliness and outputs to ensure proper accountability to donors and effective project implementation.

  6. Support Field Operations Management Team in ensuring high standards of quality programming in alignment with WVL’s strategy, World Vision’s and donors’ guidelines and standards.

    1. Participate with the area team to explore & identify grant opportunities.

    2. Ensure sufficient and proper community participation in the work of the project, including the presence of effective local development committees with the support of the projects managers/coordinators

    3. Review and approve periodic reports and ensure their timely submission to the Technical Team and the donors.

    4. Work closely with the Ops team and Core Team on ensuring a proper phasing out and handing over the project to the local communities

  1. A multi-year design /re-design in place guiding the development of the Area’s annual plan in regards to sponsorship program and grants programming.

  2. Proper implementation of the grants according with the guidelines set.

  3. Quality projects that are addressing the needs of the community and are owned by the community.

  4. Area short and long-term objectives are in compliance with WVL national strategy.

  5. Expenditures are done within the established budget. All variances are well justified.

  6. Financial reports are reviewed, cash projections and explanations on deviations submitted to NO on time. Annual budget variance is less than 10%.


Plan for the growth of the Area

Growth Plan developed and followed for North Lebanon and Akkar, in line with WVL’s National Strategy

  1. Contribute in the development of a growth plan for North Lebanon that includes community intervention plan, potential areas for growth and donors/potential partners mapping.

  2. Lead the implementation of WVL Growth plan for North Lebanon in close coordination with the Field Operations Director and other relevant NO functions.

  3. Evaluate current operational capacity and systems in North Lebanon and Akkar including programs/projects and human resources.

  4. Ensure that the current sponsorship model for North Lebanon and Akkar is efficient and effective while taking into consideration geographical focus, vulnerability and SOs preference.

  1. Growth Plan developed with the Field Operations Director and shared with the different departments from the National Office.

  2. Quality and timely implementation of the Growth Plan.


Coordinate and build relationships

WVL expands its relationship with the different community stakeholders on an area level and on the national level

  1. Actively pursue and develop internal and external networks consistent with the vision, mission, core values, and overall organizational objectives.

  2. Build and maintain relationships with local authorities, community representatives, NGOs & INGOs, and other stakeholders to ensure strong and effective working relationship, program’s sustainability.

  3. Identify potential donors and maintain a good relationship to maximize the financial and technical resources.

  4. Facilitate project visits by donors and other visitors

  5. Participate actively in the Operation meetings sharing lessons learned and best practices and assist in identifying new project ideas and funding opportunities whenever possible

b. Diversified funding is available and new projects are implemented in the communities.

Handle Team Management & Development

Perform other duties as required

  • Attend and participate in capacity building trainings locally and internationally.

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

  • Perform other duties as assigned by the Line Manager



  • University degree in a field related to community development or social work (in the field of sociology, social work, public health, agriculture/rural development, economics, etc.).

  • Good written and oral English and Arabic communications skills.

  • Excellent interpersonal skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.

  • Good understanding of the community Development concept and practices.

  • Relative knowledge in Grant acquisition and management.

  • Have leadership abilities, especially as a facilitator of community development and human development processes.

  • In-depth knowledge of project design, project management, and project implementation.

  • Ability to establish and maintain strong relationships with major NGOs and INGO’s, donors, and government agencies.

  • Strong cross-cultural sensitivity.

  • Strong experience in managing and supervising staff.

  • Minimum 3 years of experience in a development or relief field, preferably within INGO.

  • Experience in Project Cycle Management and report writing.

  • Demonstrated experience in at least two areas of the Progamme/Project cycle management (project design, implementation and monitoring, or evaluation), is highly required.

  • Excellent proven track record of donor relations with multiple donors.

  • Strong planning and organizational skills and ability to prioritize.

  • Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet. Excellent analytical skills.

  • Excellent organizational and time-management skills.

  • Master’s Degree is a plus.

  • Experience with international development and relief fields in a similar management role.

  • Experience in supporting Area Development Programme and grant-funded projects’ Management.

  • Clear understanding of the workings of major donor perspectives, requirements and standards

  • This role involves facilitation and coordination of a team with different projects and approaches.

  • Position requires to represent WV in the governorates of North Lebanon and Akkar.

  • 50% of the time in the field and 50% in the office.
