Area Manager - Beirut



Provide overall leadership to the Area Program Team and facilitate the transformational development process, by applying an integrated approach to community & donor’s development, emphasizing the process of community and donors’ participation, ownership, and sustainability.

The Area manager, by working with the community and the team, provide leadership and oversight to design and develop short and long-term plans, implement projects’ activities, and to transfer the ownership of the development of the ADP to the community members.

  1. Program development, design, planning, and management

  1. Set a sustainable child-centered and holistic multi-year design for the Area program following a participatory approach in alignment with the strategy set and with the assistance of the technical team (DME, RAM….)

  2. Work with the Operations team at the National Office and the ADP team in assessing, designing and planning projects with the involvement of the addressed community and according to identified needs and major donor requirements.

  3. Provide strategic direction in setting short and longer-term objectives and annual operating plans to be able to achieve the operational strategy, with the support of the project managers/coordinators in the field.

  4. Set annual budget plan with regular monitoring on budgeted and actual expenditures.

  5. Assure strict budget management and adherence to agreed activity timeliness and outputs to ensure proper accountability to donors and effective project implementation.

  6. Participate with the area team to explore & identify grant opportunities.

  1. A multi-year design /re-design in place guiding the development of the Area’s annual plan in regards to sponsorship program.

  2. Proper implementation of the grant according with the guidelines set.

  3. Quality projects that are addressing the needs of the community and are owned by the community

  4. Area short and long-term objectives are in compliance with the country strategy

  5. Expenditures are done within the established budget. All variances are well justified

  6. Financial reports are reviewed, cash projections and explanations on deviations submitted to NO on time. Annual budget variance is less than 10%


  1. Project and Program Implementations

  1. Lead the Area team in implementing project activities in order to achieve the desired impact on the community.

  2. Ensure sufficient and proper community participation in the work of the project, including the presence of effective local development committees with the support of the projects managers/coordinators

  3. Review and approve periodic reports and ensure their timely submission to the Technical Team and the donors.

  4. Monitor and evaluate the impact of program interventions on the targeted population.

  5. Ensure WV core values and principles are supported at the project site by all staff.

  6. Implement audit recommendations, ensuring compliance with World Vision standards and donors compliances.

  7. Control and supervise the implementation of World Vision Lebanon policies and procedures and consult with P&C manager in case of violation.

  8. Work closely with the Ops team and Core Team on ensuring a proper phasing out and handing over the project to the local communities

a. Project activities are being implemented as per the established plan and in a timely manner

b. High community ownership and involvement in WVL projects

c. Quality operational and financial reports are submitted on time

d. Ongoing monitoring & Quarterly review to ensure projects effectiveness and quality.

  1. Coordinating and building relationships

  1. Actively pursue and develop internal and external networks consistent with the vision, mission, core values, and overall organizational objectives.

  2. Build and maintain relationships with local authorities, community representatives, NGOs & INGOs, and other stakeholders to ensure strong and effective working relationship, program’s sustainability.

  3. Identify potential donors and maintain a good relationship to maximize the financial and technical resources.

  4. Facilitate project visits by donors and other visitors

  5. Participate actively in the Operation meetings sharing lessons learned and best practices and assist in identifying new project ideas and funding opportunities whenever possible

a. Strong relationship with stakeholders is built; partnering opportunities and sharing of resources are increased.

b. Diversified funding is available and new projects are implemented in the communities.

c. Awareness about World Vision’s Work is increased

  1. Sponsorship

  1. Ensure full compliance with World Vision Sponsorship standards by overseeing the quality of Sponsorship management.

  1. ADP Staff management and Development

  1. Recruit Area staff in co-operation with the Technical and P&C team.

  2. Supervise Area staff and assist them in understanding their role and in identifying appropriate solutions to problems, concerns, and issues that are faced.

  3. Coordinate with P&C manager to ensure staff development through training as appropriate.

  4. Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

  5. Ensure that staff understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area.

  2. Capacity Building needs are discussed during the performance management process and shared with P&C department

  3. The Performance management system is being effectively implemented.

  4. Area staff adhere to child protection principles.

Child protection incidents are reported through the established procedures.


VII. Security Management responsibilities

  1. Responsible of the day-to-day security management.

  2. Abide by the security procedures and policies and report any breaches

Participate in personal safety training as required


VIII. HEA responsibilities

  1. Be aware of the Humanitarian and Emergency affairs (HEA) standards and operational imperatives to ensure that necessary preparedness measures have been implemented.

  2. During times of disasters, provide leadership for all aspects of disaster response as needed and manage necessary transition in program / project activities.

a. A comprehensive preparedness plan is developed and implemented


XI. Other duties

  1. Perform other relevant tasks assigned by the operation manager.

  2. Attend and participate in spiritual nurture events and other organizational events

a. Assigned tasks are performed on expected level within assigned timeframe.

b. Devotional and staff meetings are regularly organized at the Area level. Area staff participation in the annual retreat and other activities is ensured



  • University degree in a field related to community development or social work (preferably in the field of sociology, social work, public health, agriculture/rural development, economics, etc.).

  • Good written and oral English and Arabic communications skills.

  • Good understanding of the community Development concept and practices

  • Relative knowledge in Grant acquisition and management

  • Have leadership abilities, especially as a facilitator of community development and human development processes.

  • In-depth knowledge of project design, project management, and project implementation

  • Ability to establish and maintain strong relationships with major NGOs and INGO’s, donors, and government agencies

  • Strong interpersonal skills and cross-cultural sensitivity

  • Good understanding of WV and sphere relief standards

  • Ability to interpret and present information with influence and impact

  • Strong experience in managing and supervising staff

  • Master’s degree is a plus

  • Minimum of 5 years’ experience in community development work

  • Experience with international NGOs or other similar organizations

  • A full commitment to World Vision’s core values and mission statement.

  • Full adherence to World Vision Lebanon Child Protection, Code of Conduct and Conflict of Interest policies.

  • Full Adherence to security protocols

  • Good understanding of the work of major donors (UNICEF, EU, UNHCR, etc.)

  • Proven good knowledge of the Convention on Child Rights.

  • This role involves facilitation and coordination of a large team and different projects.

  • Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.

  • 60% of the time in the field and 40% in the office.
