PURPOSE OF POSITION

The purpose of the position is to ensure successful grants and partnership management and compliance through the establishment and use of best practice GAM systems, encompassing provision of expert advice on donor requirements and regulations, staff capacity building and leading reporting on grants performance.

Provide leadership and support to improve the compliance of grants held by World Vision Lebanon.

  • Lead and support with the development, implementation, and maintenance of Standard Operating Procedures (SoPs) and guidelines related to WV Lebanon operations to ensure quality, consistency, and compliance in grants management.

  • Maintain a broad and deep understanding of relevant donor policies, regulations and procedures as well as an updated tracker of donor requirements.

  • Lead management, coordination and analysis generation of the Grants Health Tracker (GHT) to monitor programmatic, financial and compliance data with relevant departments. This includes generating financial, programmatic and processes analysis to track trends and address underperformance/compliance

  • Support program staff in grant revisions, cost extensions, no-cost extensions, budget realignments, and other as required.

  • Proactively identify compliance risks throughout the portfolios and advise field operations, programs, support teams and senior management on necessary actions.

  • Increase the organization’s preparedness for audits as well as donor spot-check visits.

  • Provide capacity building and support by sharing best practices to ensure efficient grants management and compliance with donor and WV requirements.

  • Support Programme Officers in leading start-up and close-out workshops to ensure project staff understand contractual obligations and donor/WV compliance requirements.

  • Ensure that World Vision Grants are compliant with donor as well as World Vision regulations

Provide leadership and support to improve WVL’s partnering with international and local organizations

  • Work with the Technical Team to assess and review the current partnership portfolio

  • Maintain a partnering tracking system for the consolidation of partnering efforts.

  • Provide guidance and support in the delivery of capacity building for WVL team members on partner compliance

  • Conduct the initial partnership assessment of potential partners alongside relevant colleagues from other departments, and validate findings with respective team members

  • Work with the Operations team to ensure that the sub-grant agreements, terms of references, terms of partnerships, as well as other relevant contractual documents are in place for existing and new partnerships

  • In consultation with the Technical Team and the ELA Team, develops relevant tools including reporting templates, trackers, quality benchmarks, end of partnership evaluation, etc.

  • Ensure all partnering mechanisms and agreements are compliant with WVL’s partnering guidelines

Provide expert advice on contractual aspects of grants from acquisition through to management

  • Review funding opportunities and provide input on contractual requirements to inform decision making by senior leadership on the pursuit of grants opportunities.

  • Develop and maintain a checklist for call for proposals revision in order to ensure eligibility and compliance.

  • Standardize Agreement and MoU templates

  • Provide support in the review of donor/SO agreements and sub-award agreements to ensure that WV Lebanon is in conformance with the rules and regulations and are achievable.

  • Support GAM procurement processes and ensure donor requirements are met and also reflected in sub-contracts and sub-grants

  • Support due diligence process (as required)

  • Lead capacity building activities to improve contract management including development of contract templates and training, where required

  • Ensure donor requirements are met and support excellence in grants management

Perform other duties as required

  • Responsible of own security and actively contribute to a positive security culture

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager

  • Attend and participate in local and international capacity building events as needed

  • Attend and participate in spiritual nurture events and other organizational events

Perform other related tasks as required by the line manager

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor degree relevant to the field of international relations, political science, disaster management, international development humanitarian law, data management/information systems, international/political studies, sociology, population studies and other related fields).

  • 3 years working experience in relevant field (report writing, academic research, international non-governmental organizations work, law, risk and data analysis, grant quality and compliance).

  • Experience in partnership-based programming

  • Experience in report writing, data analysis, financial reporting and public policy or humanitarian law

  • Experience in working for non-for-profit organizations and the public sector (or relevant job in the private sector such as risk analyst, compliance officer)

  • Knowledge of program management cycle, donor regulations and compliance

  • Excellent organizational, analytical, and time management skills

  • Excellent oral and written communication skills in English

  • Excellent and proven interpersonal and communication skills.

  • Demonstrated leadership skills in working collaboratively with other partners, donors, stakeholders, host country institutions and international organizations in support of a grant acquisition and/or grant management of a project.

  • Proven ability to analyze financial data to inform programmatic management decisions as per organization’s strategy

  • Ability to work effectively under pressure and handle multiple tasks

  • Ability to work effectively with teams and communities

  • Knowledge of and familiarity of the Syrian Crisis and its impact on Lebanon

  • Ability to analyze and integrate feedback from diverse teams and reach common ground

  • Required willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster

  • Computer literate with a high degree of proficiency and productivity – specifically excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB software.

  • High sense of responsibility and attention to detail as this position manages financial data.

  • Master’s Degree in the field of international relations, political science, disaster management, international development humanitarian law, data management/information systems, international/political studies, sociology, population studies and other related fields) is preferred

  • Strong training and facilitation skills are preferred

  • The position requires ability and willingness to travel domestically (to diverse field locations) and internationally (as need arises) 20% of the time.

  • Be prepared to travel to field implementation sites.

  • This position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
