PURPOSE OF POSITION

To provide grant management expertise, coordination and support in the acquisition and management of resources for the World Vision Lebanon office, key areas of activity include:

  • Leading the acquisition of grants from public and private donors, particularly with research, programme design, donor/stakeholder engagement and partnership establishment.

  • Leading grant management and compliance processes and support to ensure consistent quality and compliance amongst existing public and private grants and quality reporting.

  • Supporting engagement of donors, stakeholders and partners, national stakeholders and World Vision Lebanon Support Offices in order to position World Vision Lebanon and support grants acquisition and management.

Providing programmatic advice and information at portfolio levels to support organizational strategic decision-making and direction.

Support the grants acquisition work of World Vision Lebanon towards achieving the annual income target of the office

Ensure regular update of donor mapping, donor engagement, and other tools to support resource acquisition at World Vision Lebanon.

Useful and up to date tools are available to support World Vision Lebanon’s resource acquisition activities in order to establish relations between WV and new donors and stakeholders. Inputs are provided on time with a consistent and high quality

Create, identify and analyze/respond to opportunities to acquire public and private grant funding for World Vision Lebanon providing succinct guidance on eligibility, requirements, timelines and competitiveness. This includes clear GNG recommendations.

Support timely and accurate reporting on pipeline opportunities to support the PDQ Compliance Coordinator in national, regional and global reporting and income forecasts.

World Vision Lebanon maintains an adequate pipeline of opportunities to each yearly income targets. Timely, accurate and comprehensive recommendations are provided to GNG decisions on funding opportunities for World Vision Lebanon

Co-lead engagement with an allocation of donors and stakeholders (locally & internationally) and SOs to support the acquisition of grants, including acquisition of match funding.

Donor relationships are maintained and productive and existing opportunities are identified. WVL is well-positioned to submit grant opportunities.

Work closely with External Engagement, Evidence, Learning and Accountability (ELA) and technical unit to develop evidence building plans to support external engagement, positioning and resource acquisition. This includes identifying information gaps and data that are needed, supporting in data-gathering, and agreeing on best develop specific communication material for each project/sector; with a specific focus on communicating evidence/project impact.

WVL is able to highlight its programming needs, impact and evidence to donors and stakeholders, which will better preposition the organisation.

Lead the full proposal design and development in coordination with internal departments and external stakeholders (donors, sector leads, partners) - following best practice and World Vision processes and in coordination with Support Offices when needed.

Proposal design and development is conducted through a timely and high quality manner, following World Vision best practices. Information and data are accurately channeled through efficient and effective mechanisms and coordination with diverse internal and external stakeholders is well-managed.

With the support of the Technical Specialists, co-lead the development and regular update of sectoral and regional capacity statements, project profiles and other programme material that support promotion of World Vision Lebanon’s work. This includes coordination with ELA, EE and field units.

Programme materials exist and are regularly used for internal and external engagement (donors, stakeholders, regional meetings, etc..).

Provide input to programme/area plans on programmatic and operational gaps in alignment with context updates and donor strategies – in coordination with the technical, EE and field units,

Provide programmatic advice and information at portfolio levels to support organizational strategic decision-making and direction.

Acquisition is strengthened by having a donor and inter-agency intelligence which in turn enhances programming information management and project design.

Ensured alignment and integration of technical approaches with operational needs contributing to enhance quality design and strategic direction for the organization.

Support the management of individual grants within the World Vision Lebanon grants portfolio including private and public funding sources

Ensure the timely and high quality development of key project documents (such as contracts and MoUs, Detailed Implementation Plans (DIP), cash flow budgets and other tools such as process maps/flows) by field units in order to support the management of World Vision Lebanon grants.

Ensure all grant related information is on Horizon and is kept up to date

Key tools and documents are consistently developed by field unit to support the management of new and existing grants. Any support needed is provided to empower them to provide quality leadership in alignment with donor expectations.

Ensure high quality, timely and relevant reports and other requested material are submitted to donors and Support Offices, as per contractual obligation.

Donor reports are, timely, accurate, complete and compliant.

Ensure field team and support functions have the knowledge needed in order to be fully compliant with donor requirements as per contractual aspects of the grant through proper close-out/start-up of projects.

Expert advice on contractual aspects of grants management to ensure donor requirements are met and support excellence in grants management.

Providing support and ad-hoc advice to the technical unit and the field operations unit to resolve issues related to the implementation and management of grants, including on aspects related to: 1/ donors’ guidelines and requirements; 2/ timely and efficient implementation of activities to reach set objectives and targets; 3/ effective coordination with stakeholders (including implementing partners and other stakeholders) 4/ providing input to GHT and ensuring action plans and recommendations are followed by the project field team.

Solutions to operational issues are identified and addressed within minimal grant management and organizational reputational risk. Donors are provided with formal and informal updates on project progress and remain engaged and support of World Vision’s work.

Leading the development of grants amendments requests, in consultation with donors and/or Support Offices and in coordination with the field operations unit.

Timely and relevant projects’ amendment requests are submitted, in line with donors’ requirements and with the needs identified with the field operations unit. With low risk reduction.

Lead donor and SO engagement relating to grants management.

Donor and SO’s knowledge on grant management and field operations in Lebanon is enhanced, contributing to maintaining productive donor/SO relationships.

Build the capacity of field staff to improve their acquisition and the management practices in order to contribute towards positive grant funded project outcomes.

KNOWLEDGE, SKILLS AND ABILITIES

  • University (Bachelor essential, master’s preferred) relevant to the field of international relations, political science, disaster management, international development humanitarian law, international/political studies, sociology, public health, population studies and others.

  • Two years working experience in relevant field (report writing, academic research, international non-governmental organisations work)

  • Excellent organizational, analytical and oral and written communication skills in English

  • Excellent and proven interpersonal and communication skills, particularly with donors and stakeholders

  • Demonstrated leadership skills in working collaboratively with other partners, donors, stakeholders, host country institutions and international organisations in support of a grant acquisition and/or grant management of a project.

  • Proven ability to develop and communicate a common vision among diverse partners.

  • Ability to lead a grant acquisition with diverse stakeholders (internal departments, external stakeholders such as partners, donors, government bodies).

  • Ability to work effectively under pressure and handle multiple tasks

  • Strong training and facilitation skills

  • Strong organisation and time management skills

  • Ability to work effectively with teams and communities

  • Knowledge of and familiarity of the Syrian Crisis and its impact on Lebanon

  • Ability to analyse and integrate feedback from diverse teams and reach common ground.

  • Required willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster

  • Fluency in English.

  • Computer literate with a high degree of proficiency and productivity

  • Experience in report writing, academic research, public policy or humanitarian law

  • Experience in working for non-for-profit organisations and the public sector (or relevant job in the private sector such as risk analyst, compliance officer)
