Resource Acquisition and Management Officer
PURPOSE OF POSITION
To provide technical expertise, coordination and support in the acquisition and management of resources for the World Vision Lebanon office, key areas of activity include:
Leading the acquisition of grants from public and private donors, particularly with research
Providing technical advice and support to ensure consistent quality and compliance amongst existing public and private grants and quality reporting
Supporting engagement of donors and partners, in Lebanon and through World Vision Support offices, to position World Vision Lebanon and support grants acquisition and management
End Results Expected
Support the grants acquisition work of World Vision Lebanon towards achieving the annual income target of the office (55%-60%)
Ensure regular update of donor mapping, donor engagement, and other tools to support resource acquisition at World Vision Lebanon.
Useful and up to date tools are available to support World Vision Lebanon’s resource acquisition activities in order to establish relations between WV and new donors and stakeholders. Inputs are provided on time with a consistent and high quality
Create, identify and analyze/respond to opportunities to acquire public and private grant funding for World Vision Lebanon providing succinct guidance on eligibility, requirements, timelines and competitiveness.
Support timely and accurate reporting on pipeline opportunities to support Grants Compliance Officer in National, Regional and Global reporting and income forecasts.
World Vision Lebanon maintains an adequate pipeline of opportunities to each yearly income targets. Timely, accurate and comprehensive recommendations are provided to go/no go decisions on funding opportunities for World Vision Lebanon
Lead engagement with an allocation of donors and stakeholders (locally & internationally) and SOs to support the acquisition of grants, including acquisition of match funding
Donor relationships are maintained and productive
Carry out data gathering for high quality grants proposal, utilizing participatory processes and build acquisition capacity across World Vision Lebanon.
Timely and accurate data and research is provided to support high quality funding proposals
Lead the development of grants following best practice and World Vision processes including clear Go/No Go recommendations, regional decision-making (RAGA) and bid timelines, in coordination with Support Offices when needed.
Best practice is followed at World Vision Lebanon and no audit findings are raised.
Support the development and regular update of sectoral and regional capacity statements, project profiles and other RAM Material that support promotion of World Vision Lebanon’s work.
RAM materials exist and are regularly used for internal and external engagement (donors, stakeholders, regional meetings, etc..).
Provide support to operations (area managers, portfolio managers) with technical advice on nationwide programming updates and donor funding schemes.
Acquisition is strengthened by having a donor and inter-agency intelligence which in turn enhances programming information management and project design.
Ensure the integration of technical programs with field operational needs during the acquisition process.
Ensured alignment and integration of technical approaches with operational needs contributing to enhance quality design.
Support the management of individual grants within the World Vision Lebanon grants portfolio – including private and public funding sources
Support the development of Detailed Implementation Plans (DIP), Indicator Tracking Tables (ITTs), Cash Flow Budgets and other tools such as process maps/flows to support the management of World Vision Lebanon grants.
Key tools are consistently developed delivered to support Project Managers in the management of new and existing grants and empowering them to provide quality leadership in alignment with donor expectations.
Ensure high quality, timely and relevant reports are submitted to donors, as per contractual obligation.
Donor reports are, timely, accurate, complete and compliant.
Continue providing ad-hoc advice to resolve issues relating to the implementation and management of grants.
Donors are provided with formal and informal updates on project progress and remain engaged and support of World Vision’s work.
Lead donor and SO engagement relating to grants management.
SO’s knowledge on grant management and field operations in Lebanon is enhanced, contributing to maintaining productive SO relationships.
Build the capacity of field staff (project coordinators/managers and area managers) to improve the acquisition and the management of a grant, capacity and resource management to improve grant funded project outcomes.
Identify capacity gaps in the field and provide support to address them.
Increased capacity across World Vision Lebanon to support quality outcomes for grant-funded projects.
Conduct regular on the job support through meetings, follow ups and coaching.
Provide the necessary capacity building in order to develop field staff capacity for external donor, SO and NGO engagement.
KNOWLEDGE, SKILLS AND ABILITIES
University (Bachelor essential, master’s preferred) relevant to the field of international relations, political science, disaster management, international development humanitarian law, international/political studies, sociology, public health, population studies and others.
Two years working experience in relevant field (report writing, academic research, international non-governmental organizations work)
Excellent organizational, analytical and oral and written communication skills in English
Excellent and proven interpersonal and communication skills, particularly with donors and stakeholders
Demonstrated leadership skills in working collaboratively with other partners, donors, stakeholders, host country institutions and international organizations in support of a grant acquisition and/or grant management of a project.
Proven ability to develop and communicate a common vision among diverse partners.
Ability to lead a grant acquisition with diverse stakeholders (internal departments, external stakeholders such as partners, donors, government bodies).
Ability to work effectively under pressure and handle multiple tasks
Strong training and facilitation skills
Ability to work effectively with teams and communities
Knowledge of and familiarity of the Syrian Crisis and its impact on Lebanon
Ability to analyse and integrate feedback from diverse teams and reach common ground.
Required willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster
Fluency in English.
Computer literate with a high degree of proficiency and productivity
Experience in report writing, academic research, public policy or humanitarian law
Experience in working for non-for-profit organisations and the public sector (or relevant job in the private sector such as risk analyst, compliance officer)
