WASH Engineering Unit Manager

Job Description

PURPOSE OF POSITION

The purpose of this position is to manage, coach and direct the engineering components under the WASH portfolio and the daily work of the engineering unit activities. The incumbent will be accountable for quality of construction projects and the engineering unit deliverables. He / She will oversee all engineering activities related to proposals, construction works and monitoring stages of projects within available capabilities and resources.

Manage Engineering activities

  • Finalize construction plans including, DIP, procurement plan, visibility plan and communication plan

  • Manage projects construction’s related activities and ensure its delivery within time and budget

  • Liaise with other INGOs/Civil, water establishment, local authorities and Donors to ensure coordination, consultation and works approval at field level.

  • Represent World Vision at interagency coordination and donor meetings on WASH

Plans are in place and updated regularly to ensure projects’ construction activities are completed on time and within budget.

Participate at the coordination meeting on monthly basis

Oversee and Manage engineering unit

  • Provide overall management and supervision of the engineering unit.

  • Provide technical expertise on the project’s operations related mainly to engineering activities.

  • Coordinate, manage resources and implement Construction activities WASH activities, (Follow up on Assessing, Designs, construction, and rehabilitation and evaluation of the infrastructure work).

  • Follow up on future investments and opportunities related to wash sector in close coordination with the portfolio manager

  • Lead engineering unit design efforts in identifying new potential projects and support in proposal preparation as well as designs for implementation for WASH related works

  • Lead engineering condition assessments and evaluations including identifying problems and proposing alternatives

  • Check engineering specifications, data management spreadsheets and databases, maps, drawings.

  • Validate term of reference, technical drawings, Bill of Quantities (BOQ) specifications for infrastructure projects.

  • Meet regularly with managers and other to understand their projects’ requirements and engineering unit deliverables.

  • Conduct inspection visits to the field to assess the work quality.

  • Standardize the WASH systems used and publish technical reports to describe them

  • Standardize forms to be used for site inspection, design and meetings

  • Update periodically the organization chart and work flow charts to adapt to management directives

  • Check and validate individuals reports and outputs especially to external stakeholders

  • Allocate tasks to engineers and monitor their performance

  • Follow up on engineers’ daily activities and direct their efforts as needed

  • Coach, support and motivate the team ensuring quality performance of their tasks.

  • Conduct performance agreements, regular performance reviews, and annual appraisals

  • Ensure optimization of subordinates’ potentials

  • Track team efficiency and log the time needed on each project.

  • Attend and participate in capacity building trainings locally and internationally.

  • Attend and participate in WVL’s spiritual nurture and other organizational events.

  • Responsible of own security and actively contribute to a positive security culture.

  • Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

  • Perform other duties as assigned by the Line Manager.

Ensure personal safety and the safety of the field WASH team.

Be an active member of World Vision staff.

KNOWLEDGE, SKILLS AND ABILITIES

  • Bachelor Degree or Post-graduate Diploma in the following: Civil, Mechanical, preferable specialized in water, sanitation and environment.

  • 4 to 6 years of experience in an infrastructure project (design, planning, implementation, budgeting, reporting, and evaluation and monitoring)

  • 2 years’ experience in NGOs in the work of implementing or managing programs in any field related to water, sanitation, health, waste management or shelter: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoring.

  • A high level of diplomacy and networking skills is required.

  • Strong capacity building and facilitation skills

  • Ability to work in and contribute to team building environment

  • Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources

  • Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)

  • Understanding of internet and email

  • Experience in managing staff, partners and facilitating capacity building

  • Strong English and Arabic communication skills (oral and written)

  • Member of the Order of Engineers and Architects

  • Knowledge of water and waste water networks modelling software (like WaterCAD, SewerCAD)

  • Working Knowledge of wastewater treatment and water treatment simulation / modeling software

  • Working knowledge in AutoCAD

  • Knowledge in waste separation and treatment solutions

  • Familiarity with QA/QC procedures

  • Experience in design and implementation of water and waste water treatment plants

  • Experience in reviewing and preparing O&M manuals and other project documents

  • Complete Travel and/or Work Environment statements if applicable.

  • 50% field work, 50% office based
