Grants Compliance Officer

International Role - No - Only National applicants will be considered.

Reporting to the Senior Grants Accountant, the Grants Compliance Officer will monitor the compliance of

grant recipient departments to ensure general and specific requirements of the grant are adhere to and prevent over-expenditure of funds, prevent disallowable cost and ensure awards are fully liquidated. The Officer will interpret regulations and policies for departments and projects team and support in grants budgeting to ensure realistic budgets and compliance to donor requirements. Successfully support closure of grants and maintain key grants documents at national office level.

Major responsibilities

  • To monitor the compliance of grant and PNS projects and ensure general and specific requirements of the grant are adhered to

  • Monitor funded projects to prevent over-expenditure, avoid disallowable cost and ensure awards are fully expended

  • To support successful closure of grants projects and ensure retention of key grants documents and vouchers

  • Facilitate external and internal audit by providing required documents.

  • To follow up and ensure audit recommendations are implemented

  • Facilitate preparation of pre-award surveys for partners before sub –granting

  • Facilitate the development of risk matrix for each grants/PNS project.

  • Facilitate the completion of risk assessment forms

  • To prepare the schedule of financial reporting timelines for all grants and monitor timely submissions of report

  • To assists in the reconciliation of all grant financial reports to the general ledger

  • To provide information to accounting staff to ensure proper coding of grants expenditure.

  • Conducting periodical projects visits to enhance financial compliance

  • Attach reports on FFR database by due dates on monthly basis

  • To ensure the approved budget are converted in to LEAP as per the DIP and coded according to the chart of account

  • Monthly reconciliation of the balance sheet items

  • To ensure monthly bank reconciliation are done

  • Review financial reports received from the project accountant

  • Review proposals from partners and provide feedback in collaboration with GAM

  • Facilitate quarterly and monthly meetings with partners to share projects updates and reports

  • Provide response to partners on issues concerning project management timely and speed implementation of projects

  • Effectively build relationships with customers and co-workers

  • Where Sub-grantees are involved, make quarterly review visit

  • Build capacity of finance and programme staff in grants management

  • Capacity assessment of partners and stakeholders to ensure successful management of projects

  • Train Sub-grantees on gaps identified during capacity assessment

  • Support in grants budgeting to ensure realistic budgets and compliance to donor requirements

  • Budget negotiations with donors and partners to ensure realistic budgeting and reasonable terms are agreed upon

  • Submit funding request to the donor and send statement of advice for the received funds

  • Collaborate with SOs on PBAS commitments for reimbursable and advance funded projects

  • Follow up of invoices from donors and facilitate booking in the system

  • Monthly analysis of PBAS to ensure it is up to date

Minimum Qualifications, experience and Competencies

  • Bachelors’ Degree in Accounting

  • Minimum 3 years’ experience in grants management preferable in grant compliance preferably with a non-profit

  • Strong ability to pay attention to details

  • A member of ICAM, ACCA or any other accountants body

  • Knowledge of governmental laws and regulations related to grants programs and financial reporting for grants

  • Knowledge of internal control procedures

  • Knowledge of reconciling financial data

  • Knowledge of internal control procedures and practices

  • Ability to coordinate external audits of grants

  • Ability to work independently

  • Experience in the application of grants rules, regulations, policies and procedures

  • Minimum three years of experience

  • Highly proficient in Microsoft Excel

  • Strong verbal and written communication skills
