Quality Assurance Technical Director

Job Description

PURPOSE OF POSITION

This Purpose of Position will be used in the WVI or local Careers site, and if applicable, advertisements. Please describe the role in 2-3 concise sentences. To provide technical leadership in the development of quality programmes and projects. This position will ensure that World Vision learning is translated into stronger and more impactful programmes. The position will further lead quality assurance in programs through management of an effective team to contribute to innovation, technical excellence, application of learning and DME results, influence of the ministry of WVM towards achievement of the strategy objectives and child well-being outcomes. This position will provide leadership and technical oversight in the measurement of programs and strategy; will ensure that Monitoring and Evaluation (M&E) systems are developed and utilized and the WV Development Programming Approach is strengthened and implemented across WVM programming.

Leadership

  • Lead in the development, ongoing refinement, monitoring, tracking and reporting of WVM’s strategy.

  • Motivate staff to work as teams and focus on strategic priorities in delivering results on child well-being outcomes and maintain high level of productivity and standard of professionalism.

  • Facilitate and support effective matrix relationship/cross functional teams to assure mutual accountability for program performance and effectiveness between implementation and quality assurance teams.

  • Lead the development and implementation of a comprehensive overall monitoring and evaluation systems/framework, including performance indicators and benchmarks in the WVM NO to ensure transparency and accountability in compliance with overall strategic direction.

  • Support management and accountability through providing routine, accurate collection and reporting of information that confirms status of program activities based on logframes and M&E frameworks.

  • Develop the quality control systems and mechanisms needed to guarantee proper management of information and data.

  • Coach the DME, technical and sponsorship staff in design and implementation of M&E frameworks, reporting, data and knowledge management.

  • Lead the implementation of program Quality Standards in the WVM NO.

Capacity Building and Program Quality

  • Support the training and capacity development of WVM Quality Assurance team and partners in DME and LEAP including areas of program assessment, design, and monitoring & evaluation methodologies and on the use of Monitoring and Evaluation tools.

  • Collaborate with the regional Program effectiveness specialist and Quality Assurance Coordinators in the planning of workshops and development of training materials to address the needs to improve performance in areas identified in the DME Capacity Assessment and monitoring and evaluation reports.

  • Support the Quality Assurance Specialist, Sponsorship /Operations managers, P&C director and technical specialists in developing and implementing effectiveness plans for integrated capacity building.

  • Support the Organizational Capacity Plan (OCP) implementation, monitoring, evaluation, and update/review on an annual basis.

  • Lead the knowledge management and utilization efforts of the WVM NO.

  • Support the training and capacity development of Technical Program Managers in DME and LEAP

Technical

  • Lead the process of improving the technical depth and technical quality of WVM programs in priority sectors

  • Develop and ensure effectiveness of DME systems and project performance frameworks (in collaboration with IPD) in measuring and tracking technical quality in program implementation and results.

  • Build and contribute towards the development and application of evidence-based technical approaches and program models aligned to WVM strategy.

  • Develop and document key innovations to effectively manage the programmatic knowledge-base of WVM

  • Assure support for program quality throughout the life cycle of ADP programming and align team capacity development responsive to relevant needs

  • Monitor program performance (grants, ADPs, PNSF) in terms of achievement of targeted results and contribution to child well-being.

  • Ensure program implementation staff are aware of and comply with all donor/WV technical programmatic standards and requirements through developing and maintaining appropriate monitoring and support systems

  • Ensure all technical and programmatic reports are submitted on time, meet quality expectations, and are appropriately documented

  • Support the Quality Assurance Specialist, Sponsorship Manager, AP managers and technical specialists in preparing plans for adoption of DPA, strengthening of DME including indicators for child well-being in order to operationalize their national program strategies.

  • Guide WVM NO on the utilization of evidence based programming models and their contextual adaptation.

  • Monitors the quality of Technical Program (TP) and Community Engagement and Sponsorship Plan (CESP) design across WVM NO to raise quality.

  • Assures adequate technical support on DME, Program logic and integration between Technical Programs

  • Provides technical endorsement of the DME in the Technical Programs and Sponsorship and Community Engagement Plan design for the WVM ND to approve.

  • Support the monitoring of the quality of CESP development across NO, ensuring integration of sponsorship, and community engagement in alignment with DPA principles.

  1. Monitoring and Evaluation System Manual for Technical Programs developed.

  2. Impact of World Vision Malawi programming is demonstrated through tangible evidence.

  3. DME related risks are identified and monitored.

Innovation and Learning

  • Support WVM in innovative operations research and programming interventions.

  • Assist in the identification of cutting-edge, research-based program assessment, design, monitoring & evaluation methodologies and models.

  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.

  • Keep abreast of DME best practices through ongoing research.

  • Promote the replication of documented best practices among the Program offices

  • Disseminate and promote the utilisation of key research and case studies

  1. Leanings and innovations are clearly documented.

Knowledge Management - Documentation and Sharing of Best Practices

  • Lead the roll out and implementation of Horizon 3.0.

  • Contribute to the design and review of project management information systems.

  • Support the documentation of lessons learnt and good practices and share them with the broader organisation.

  • Provide coaching for WVM DME staff on facilitation of learning and reflection on M&E products and presenting recommendations for leadership and staff action.

  1. World Vision best practices are documented and shared.

  2. TPs and APs structured data is uploaded and live on Horizon 3.0

External Representation

  • Develop / build linkages with other (external) organizations and Support Offices that contribute towards the effective delivery of effective ministry in alignment with programming effectiveness policy.

  • Provide annual Business Plan and monthly reports to the regional leadership.

  • Lead the Program Support Team meetings and follow up the implementation of the PST action plan.

  • Build the recognition and reputation of World Vision Malawi as a partner of choice among stakeholders including government, peer organizations, and donors and develop the capacity to effectively communicate of World Vision Malawi’s value proposition as a partner

  • Support effective program implementation through ongoing donor engagement on programmatic performance and revisions in a timely manner

  1. Networks (within World Vision) and alliances with external partners (research institutions, Universities, other NGOs, etc) are established.

People Management, Mentorship, and Development:

  1. Manage Quality Assurance and strategy team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly

  2. Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff

  3. Incorporate staff and career development strategies and Performance Management Systems into team building process.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  1. Master’s degree in International Development, Business Administration, Strategic Management, Public Health, Economics, Rural Development or its equivalent.

  2. Minimum of 7 years managerial experience in Portfolio and Program Management with a thorough understanding of all areas of project management cycles.

  3. Ability to engage at a strategic level with senior government, UN and INGO officials.

  4. Computer literate in Microsoft Office and statistical packages
