PROGRAM SUPPORT AND STRATEGY IMPLEMENTATION MANAGER (1 POSITIO
PURPOSE OF POSITION:
To provide strategic and programme management technical support including capacity building to WV Malawi operations team. The role is responsible for overall coordination of all units under operations in order to improve program and project execution for sustained well-being of children especially the most vulnerable within families and communities.
Programme/Project Management Support:
Provide technical support to program and project managers and coordinators to ensure that programs and projects are being implemented within scope, schedules and budget.
Trouble shoot for challenges and bottlenecks affecting smooth implementation and identify prompt course of action or alternatives for progress.
Follow up on the implementation of program/project Audit recommendations, advise projects with audit issues and update the leadership on progress of implementation.
Perform follow-up and tracking of key assignments/action arising from FFRs, Operations review meetings, and partner engagement meetings.
Compile integrated operations monthly, quarterly and Semi (annual) reports and establish effective platform for dissemination to both internal and external stakeholders. e.g. Support Offices and government officials.
Strategy Development, Implementation and Monitoring:
Provide leadership in the review of the National Office (NO) strategy and alignment to the partnership strategy.
Lead in the development of the partnership strategy alignment plan
Lead in cascading process of the NO and partnership strategy to different business units/ functions.
Facilitate staff and partners awareness/ understanding of World Vision Malawi (WVM) NO strategy, by designing and disseminating clear messages and materials in collaboration with communications team.
Lead in the development and consolidation of annual business plans for different units and departments in line with the NO and partnership strategy.
Keep an updated strategy Balance Score Card to track achievements against the strategy Key performance Indicators.
Conduct continuous environmental scanning to identify trends and opportunities , and prepare regular updates for SLT and other staff to guide in strategic planning.
Capacity Building of Frontline Staff:
Lead in the National office Programme Capability and Performance Review (PCPR) processes, and the development of the Organizational Capacity Plan (OCP).
Lead in capacity development of frontline staff such as district managers, coordinators and development facilitators in WV strategic initiative such as ICD, PMD pro, DPA, Annual business planning, community engagement etc.
Monitor and evaluate the impact of capacity development initiatives and make recommendations to SLT for improvement
Coordination, Networking and Operations Support:
Lead in planning and development of the agendas and/or contents of stakeholder conferences and forums at the national level initiated from the DOP’s office.
Keep a database of all TWG at National level, timeline for meetings and ensure meetings are attended to and reports generated on time.
Lead in the development and tracking implemntation of consolidated annual business integrated operations plan.
Consolidate and coordinate all operations procurement plans, staff recruitment plans, performance targets, staff leave/vacation plans.
Lead in the facilitation of PST meetings and effective follow up of PST action plans.
Coordinate and keep track of all support office visitors/donors and provide monthly updates to the DOP.
KNOWLEDGE, SKILLS & ABILITIES:
Master’s degree in International Development, Business Administration, Strategic Management Public Health, Economics, Rural Development or a related field.
Ability to engage with frontline staff, SLT and partners.
Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
Strong budgetary and financial management skills.
Proficiency in written and spoken English.
Good interpersonal, organizational and time management skills.
Able to work on a cross-cultural environment with a multi-national staff.
Ability to solve complex problems and to exercise independent judgment.
Computer literate in Microsoft Office, Lotus Notes or similar database, email and internet programs.
Ability to travel within country, regional and internationally.
Minimum of 7 years managerial experience in Portfolio and Program Management with a thorough understanding of all areas of project management cycles in a complex, international development organization.
Preferred Skills, Knowledge and Experience:
PhD Master’s degree in Development, Social Sciences, Management or other field applicable to developing country context.
The position requires ability and willingness to travel domestically and internationally up to 50% of the time.
