Purpose of the position:

To build skills in design, monitoring & evaluation coordination (DME) at Cluster Program level and to develop and effectively ensure effective design, monitoring & evaluation coordination for learning, quality assurance and evidence building

Ensure that all design monitoring and evaluation processes required as part of cluster program management are effectively conducted in alignment with required DME standards

Support LQAS Data Analysis , facilitation of Validation and Report writing

Provide technical support in Area Programme Plan and budget development and review in alignment with Technical Projects

Assist cluster programs/projects management teams to develop and maintain effective monitoring and accountability systems. Ensure that there is effective data management and overall monitoring as part of learning, quality assurance and evidence building. Contribute to assessments, baselines, monitoring and evaluations

Facilitate routine implementation monitoring in collaboration with Cluster Program Manager and technical support from DME Manager

Ensure that learning, innovation and knowledge management integration is effective in programmes management (design, monitoring and evaluation)

Field visit  to make sure that reflective learning on essential collected data is effective with local partners

Support the implementation of community review

Create and update documents repository ensure effective access to programmes documents (Budgets, Logframes, Reports, etc.)

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: Degree in International Development, Development Studies development planning/research, Social Science related, Project/Program Management or equivalent graduate.

  • Experience: minimum of 2 years relevant working experience in developmentfield, preferably design, monitoring and evaluation..

  • Software Knowledge: SPSS, Epi Info, Access.

  • Technical Skills & Abilities:

  • Computer skills,

  • Working knowledge of programs/projects cycle management,

  • Build relationship with partners and ADP staff,

  • Ability in leadership, management and team building,

  • Working knowledge of proposal writing, writing ADP Design Document, assessment, evaluation and transition plan report, and negotiation skills,

  • Good planning and organizational skills,

  • Experience in Design Monitoring and Evaluation, Project Management Techniques

Working Environment / Conditions:

  • Work environment: Cluster with travel to the field

  • Travel: 10 % international travel is required.

  • Travel: 60% in assisting staff on the field is required including other Field Service Centers

  • On call: 5%
