Grant Finance Manager - Mali/Mauritania

Job Description

PURPOSE OF POSITION:

Provide Leadership, Technical coaching and mentoring to the Grant Finance Team and support the Grant acquisition in the proposals development. This role is expected to ensure Grants finance staff capacity strengthening, raise timely the flag for any potential risk and the development and implementation of good internal controls, risk management, and utilization and safe guarding of assets according to WV approved policies and procedures, set high quality performance targets, ensure adherence to technical standards, best practices and compliance with donors’ requirements and guidelines and coordinate the Grants planning and budgeting processes, providing real time accurate financial data, analysis and advices.

The Grants Finance manager will require the coordination of multiple partnerships with short timelines for delivery of high impact results. He would need to build strong partnerships and work in close cooperation with World Vision Mali-Mauritania Operation Team.

KEY RESPONSIBILITIES:

Leadership, Technical Coaching and Mentoring:

  • Provide leadership and technical coaching, mentoring to the Grants finance team and ensure competent and motivated staff are hired and or retained, providing efficient delivery of services.

  • Coordinate professional and personal development of Grant finance staff through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities (e.g. in accounting, SunSystems, grant management, risk management, leadership, etc.); and succession planning.

  • Facilitate Grants Project managers and other non-finance staff in understanding use of Grants Financial reports.

  • Ensure Donors requirements, partnership finance policies and procedures are understood by Grant Project Managers Technical staff, as appropriate.

  • Develop strong networks internally (other National Offices (NOs), Support Offices (SOs) and partnership entities) through effective communication, relationships and twin citizenship.

  • Adhere to WVI key policy documents – mission, core values, and covenant of partnership.

Stewardship:

Ensure adequate cost efficiency and effectiveness measures are in place and are being followed through:

  • Providing cost analysis, promoting benchmarks and making recommendations for determining effective resource utilization at all levels.

  • Contributing to the development of appropriate policies and procedures for procurement of goods and services, in collaboration with the Supply Chain team.

Financial Planning and Budgeting:

  • Coordinate the planning and budgeting process and provide technical support, to ensure global and regional guidelines are met for Grants.

  • Ensure adequate Control of Grants budget, cash flow and funding, by providing timely and relevant information to budget managers, in collaboration with the Finance Coordinators/senior Accountants.

Fiscal Accounting, Compliance, Monitoring and Reporting:

  • Design and manage systems, policies and procedures that provide appropriate levels of security and control of Grants assets, resources and operations.

  • Coordinate the submission of timely, accurate and complete relevant reporting to the Partnership/Donors and to internal users.

  • Define with the support of the Finance and Support Services Director and implement efficient and effective internal control systems.

  • Adhere to partnership policies, procedures, guidelines and ensure compliance with Donors requirements stipulated in the WVI Financial Manual and other documents, including – but not limited to: grant compliance, planning & budgeting,

  • year-end closing, carry forward, accounting and reporting.

  • Coordinate the timely and accurate submission of Grants financial reports in Ensure alignment of MyPBAS (WV internal budgeting system) and FFR for Grants.

  • Facilitate weekly closing and submit weekly FFR to projects managers for timely decision making.

  • Provide regular analysis of Grant financial reports and timely feedback to managers for decision making and support grant implementation and achievement of outcomes.

  • Ensure Grants Finance staff visit Grants Projects to monitor accountability issues, follow up on implementation of audit findings and provide support as needed.

Financial Risk Management and Controls:

  • Manage, in collaboration with the Finance Director (FD) assistant, appropriate financial systems and controls and ensure they are in place to avoid significant finance audit risk ratings, both at the NO and project levels.

  • Coordinate management responses to finance audits performed to the Grants; ensure they are sent on time to the Audit Department; and that finance related audit recommendations are implemented timely at all levels.

  • Coordinate adequate preparation for Global Centre (GC) and external audits.

  • Manage Financial Risk.

  • Implement anti-corruption and fraud strategies.

Perform other duties as required.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor's degree in Finance, or a related field, with a preference for post-graduate qualifications.

  • G2G Certified.

  • Minimum of 5 years Grants management experience applied to institutional donor funded projects.

  • Experience with Results Based Management or similar results based management tools.

  • Demonstrated experience managing remote teams in insecure contexts to implement development projects.

  • Demonstrated experience in coordinating complex partner relationships to implement humanitarian and development projects.

  • Demonstrated experience working in complex humanitarian contexts, preferably in Western Africa.

  • Excellent analytic, organizational and computer skills; MS Office, Word, Excel, Outlook, Powerpoint.

  • Ability to travel internationally 2-3 times per year to unstable and remote locations in Mali and Mauritania.

  • Excellent written and spoken English and French skills required.

  • 2 years of experience in development program.

Preferred:

  • Degree in Social Sciences or Project Management.

  • Perform other duties as required.

Working Environment/Travel:

  • Work Environment: Fields-Based position with frequent travels.

  • Travel: 10 % Domestic/international travel is required.

  • On call: 10%
