Purpose of the position:

The primary purpose of this position is to coordinate and support the development and design of emergency nutritional programs, provides technical expertise and support for their implementation, and lead continued monitoring of the nutritional situation and World Vision emergency nutritional programs. The Mali Emergency Nutrition Specialist will work in collaboration with WV Mali Emergency Response Team in Central Mali.

The function would include needs assessments, training and scaling up the implementation of emergency nutrition programs including CMAM in order to address acute malnutrition in Central Mali. He/she needs to be engaged in health and nutrition emergency response, capacity building, strategy development, and networking with stakeholders engaging in health and Nutrition.

Major Responsibilities:

  1. Support the Central Mali Response Team in ensuring the quality implementation of emergency nutrition interventions, in particular CMAM, PD/Hearth and IYCF, and provide oversight and on-going technical support to field staff.

  2. Support field assessment/design missions, program reviews/evaluations, lessons learned exercises, etc.

  3. Work with DME colleagues to ensure that appropriate monitoring and evaluation indicators, tools, and processes cover nutrition programming and results.

  4. Facilitate the documentation and dissemination of nutrition best practices, lessons learned, innovations and evidence based methodologies directed towards multiple stakeholders, internal and external, to influence policy formation.

  5. Liaise with WV Mali entities working in the emergency sector (e.g. HEA, Food Programming Management Group (FPMG) for learning and information sharing.

  6. To monitor and supervise the work of field nutrition staff

  7. Provide timed and targeted training to front-line staff and community partners according to nationally approved/accepted health and nutrition protocols.

  8. To provide support in preparation of implementation and monitoring plans of the nutrition projects to ensure that project activities are executed according to plan or amended/revised as appropriate.

  9. Ensure timely preparation and submission of nutrition project reports in accordance with donor and WV Mali standards.

  10. Work actively with the Human Resources department for the recruitment of staff and development of capacity building plan for relevant staff.

  11. Lead the technical development of high quality project designs and effective planning of nutrition programming, ensuring that standards are compatible with Ministry of Health strategies and industry best practices.

  12. Participate actively in the preparation of all emergency nutrition focused funding proposals, including government, bilateral and multilateral Grants, PNS projects and corporate donors in alignment with required donor standards

  13. Working with the WV Mali Finance team to ensure that proposal budgets are prepared in the correct format including all necessary costs.

  14. Support and coordinate field assessments to collect data for inclusion in proposals.

  15. To represent WV Mali in regional-level technical nutrition related coordination meetings with the MoH, OCHA, Clusters and others as requested.

  16. Coordinate WVs participation in a peer network of NGOs implementing Emergency Nutrition including participation in joint assessments

  17. To participate in Central Mali Response Team as well as other sector management meetings to ensure appropriate integration and information sharing

  18. Participate in meetings with strategic emergency donors (OFDA, GAC-IHA, etc)

  19. Other duties as designated by the Response Manager or his/her delegate

Qualifications: Education/Knowledge/Technical Skills and Experience

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, selfeducation, prior experience or on-the-job training.

This position requires a person with strong technical skills in the area of Nutrition design, planning and programming with extensive field experience in CMAM program management.

The following specific knowledge, skills and abilities are required:

  • Master’s degree in nutrition or related health discipline and three to five years of Nutrition experience in a developing country environment; or, Bachelor’s degree in nutrition and five to seven years of experience.

  • Excellent French written and oral communication skills (English is an asset)

  • Strong organizational skills and an ability to work effectively with diverse teams across considerable distance

  • Skills required in nutrition surveys, situational assessment, program design, reporting and documentation, and monitoring and evaluation, and in managing by results.

  • Data base management and/or familiarity with statistical software is an asset

  • Must be able to negotiate ideas with donor communities.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to program countries

  • Travel: 20% Domestic/ international travel is required.
