TITLE: Peace Building and Protection Technical Program Manager

Location: Koro and BSC

Contract type: Local

Reports to: Central Mali Response Director & Operation Director Mali and Mauritania

PURPOSE OF POSITION:

Provide leadership and technical support to staff and partners to ensure the achievement of child Protection and Peacebuilding objectives of emergency and other clusters Programs (ADPs) projects implemented by WV Mali in central and Southern Mali. This will require working with all stakeholders (communities, government, donors and other organizations; and Peacebuilding specialists at Cluster Programs levels) in a continuous and effective planning, capacity building, coordination, timely implementation and reporting on Peacebuilding and child Protection, of related projects. He/she will have special responsibility in supporting day-to-day capacity-building of the response; and the other Clusters Programs Peacebuilding and Child Protection Specialists) staff in these technical sectors.

Major Responsibilities:

  • 1. Peace Building and Child Protection:

Defend and promote organizational practical values, such as child protection, reporting on child abuse, by WV staff, or other persons, etc. in conformity with reference documents of WV Mali.

  • 2. Strategy Development:

  • Assure Leadership in the development, coordination, implementation, reporting and the review of the strategy of peace building and child protection sector.

  • Ensure that the technical approach of peace building and child protection of WV Mali is known by the leadership of the NO and all other staff and partners.

  • Ensure that the technical approach and projects models of peace building and child protection are in alignment of the objectives of WV Ministry

  • 3. Leadership and Management

  • Participate in the development of WV Mali Emergency Response, NO and Clusters programs strategies and approaches to Child Protection and Peacebuilding.

  • Lead, manage and supervise all emergency, NO and Clusters programs Child Protection and Peace Building staff to meet projects and NO Strategy objectives.

  • Oversee periodic technical reviews and manage changes in response and NO direction and focus.

  • Ensure integration of protection and peace building interventions with other WV Mali response program activities.

  • Ensure compliance by project, NO and Clusters Programs staff to WVI administrative and operational procedures and policies, as well as applicable donor regulations

  • Ensure accurate and timely reporting of project, NO, and Clusters Programs progress status.

4. Technical and Program Quality

  • Ensure the strategic objectives and results of the Central Mali Response, the NO, and the Clusters Programs concerning child protection and peace building, meet expected technical quality standards.

  • Ensure the delivery of quality training and technical assistance to response, NO, and Cluster Programs staff, implementing partners and communities.

  • Coordinate the development, dissemination and promotion of Child Protection and Peace Building strategies, adoption/adaptation of relevant standards and tools

  • Liaise with relevant regional and GC technical staff to ensure appropriate and timely technical assistance is provided to achieve response, NO Strategy and Cluster Programs goals.

  • Adapt and promote DO NO HARM, and Child Protection in Emergencies techniques to local context and train all stakeholders.

  • Provide technical support to improve the abilities of the Inter-religious platform to address Child Protection and Peacebuilding issues through continuous consultation, training materials, and information sharing in all WV Mali Programs.

  • Ensure that Child Protection incidents in the Central Mali Response, NO and Clusters Programs are handled within established WVI timelines and procedures.

  • Provide advice to senior management on emerging issues regarding Child Protection and Peace Building based programming in Central Mali, NO and Cluster Programs.

5. Resources Acquisition

  • Contribute to the increase of WV Mali response and Clusters Programs funding portfolio by actively seeking and acquiring new funding; Clusters Programing for Child Protection and Peace Building.

  • Support and coordinate field assessments to collect data for inclusion in proposals; and Clusters programing.

  • Ensure proposals and Clusters programing are prepared to a high quality and in alignment with required donor and SO formats and standards

  • Working with the WV Mali Finance team, ensure that proposals and Clusters programing budgets are prepared in the correct format including all necessary costs.

6. Human Resource Management

Ensure that all response, NO and Clusters Programs staff are trained in Child Protection reporting and prevention

7. Monitoring, Evaluation, Research and Learning

  • Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance.

  • Ensure continual primary and secondary data collection on the child protection situation in Central Mali, NO and in the Clusters Programs.

Make continuous analysis of rapidly changing external context, ensuring that lessons of sound practices are well documented and disseminated.

  1. Networking, Representation and Coordination

  • Ensure strong linkages between National level and local initiatives to improve Child Protection and promote Peace Building in Mali

  • Represent WV Mali in National and Regional-level technical forums and coordination meetings with the Child Protection cluster, OCHA, religious leaders and others as required.

  • Ensure strong linkages are built between World Vision, partners and relevant Government authorities at the National, Regional and Local levels

Participate in all internal meetings to ensure appropriate integration and information sharing between response, NO and Clusters Programs team members.

  1. Cross-cutting

    Be involved in mainstreaming peace-building and child protection as a cross-cutting theme across all emergency response, NO, and Clusters programs;

  2. Others

  • Other duties as designated by the Response Manager or his/her delegate; the Operation Director or his/her delegate.

Other Competencies/Attributes:

  • Good understanding of conflict analysis tools and knowledge of protection and child protection standards

  • Good coordination and leadership skills.

Qualifications: Education/Knowledge/Technical Skills and Experience

Required

  • A University degree in related field or equivalent experience in peacebuilding, protection and child protection projects

  • 5+ years of extensive international development experience in the child protection or humanitarian protection sector and in the Peacebuilding and conflict prevention sector

  • Proven experience in models and methods of training, facilitation, capacity building and mediation.

  • Experience working in insecure or conflict-affected regions

Preferred

  • A Master’s Degree in sociology, development studies, public policy, conflict resolution, or similar fields. Excellent understanding of the dynamics of conflict resolution in the context of war, working with children in emergencies, understanding of humanitarian cluster and knowledge of Mali preferred

  • Knowledge of both English and French

Technical Skills & Abilities:

  • Thorough knowledge of project management cycle and grant proposal writing

  • Excellent experience in accessing programming resources, especially from donor governments

  • Excellent communications skills both verbal and written.

  • Proven ability in relating with national staff and governmental authorities.

  • Able to work in a harsh and demanding environment and adaptable to rapidly changing contexts.

  • Able to learn new languages readily.

  • Able to travel to security-risk areas, as often as 30% of the time.

  • Computer aptitude desirable (MSWORD, EXCEL, Lotus Notes).

  • Ability to lead, plan, and organize.

Working Environment / Conditions:

  • This position requires frequent travel to the field and international travels (40%)
