POSITION : FINANCE MANAGER

GRADE: 16

LOCALISATION: Nouakchott

But du Poste : Under the supervision of the Finance & Support Services Director based in Mali and the Country Program Manager based in Mauritania, contribute to the wellbeing of children by providing management oversight over the Finance and ICT department’s activities for effective safeguarding of resources and efficient support to World Vision’s operations in Mauritania.

Major Responsibilities:

Ensure standard financial systems are established and maintained in order to provide appropriate levels of security and control over the organization’s resources and operations and ensure compliance with WVI’s internal policies and donor regulations

Coordinate the budgeting process for WV MRT as per budget guidelines ensuring alignment of partnership budgets between the National Office and Support Offices and monitor budget execution to avoid overspending

Prepare monthly FFR in compliance with WVI’s financial reporting standards and deadlines and provide management with monthly analyses of the financial situation of the office

Responsible for prudent cash-flow management through adequate monthly cash requests to Global Treasury that meet the office’s cash needs while ensuring that partnership standard cash reserve is complied with

Perform reconciliations of Balance Sheet items that require cleaning in order to have reliable balances that represent a true and fair reflection of the financial position of the office

Coordinate with internal audit staff to facilitate all financial audits and assist the national office, base offices and projects in preparing and submitting adequate and timely audit responses

Take appropriate actions to implement finance related audit recommendations timely in order to reduce audit risks exposure for WV MRT

Report and/or brief WV MRT management on any unusual financial trends or significant financial controls issues for timely decision making

Conduct or facilitate training in areas like WVI’s key financial policies, SunSystems, risk management, fraud and corruption awareness, GEMS, Provision, etc. for finance and non-finance staff

Supervise finance coordinators and ICT coordinator at the NO and Base level to ensure that the department’s objectives are achieved and that staff annual development plans are developed and implemented leading to improved performance

Monitor staff advances and loans as well as advances to suppliers/service providers through GEMS and Provision to ensure timely settlement in accordance with WVI’s financial policies

Other Competencies/Attributes:

  • Attend any other building capacity forum

  • Must be a committed, able to stand above ethnics diversities.

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: Bachelor degree in Accounting or Finance related fields.

  • Experience: At least five years related experience, preferably within World Vision.

  • Preferred: Master in Finance with Certified Public Accountant (CPA) or Chartered Accountant is preferable.

  • Technical Skills & Abilities:

  • Knowledge of Generally Accepted Accounting Principles and practical knowledge of financial systems and internal financial controls and procedures.

  • ICT skill is required, Sun systems, Vision and Microsoft office program knowledge is preferred.

  • Accounting and budget preparation experience is preferred.

  • Must have proven experience in treasury activities and management.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 50% Domestic travel is required.
