GRADE: 14

LOCALISATION: Bureau National /Nouakchott

Purpose of the position:

To support WV Mauritania and contribute to Strategic Objective 4: Improve the level of household resilience in 16 administrative departments (Moughhataa)

To coordinate and project emergency response in Mauritania WV, to ensure the effectiveness of the implementation of the relief project, To ensure each base has a well-developed emergency plan and strategy.To coordinate the development of the strategy of transition from relief to development in liaison with the Ministry of the Quality team and operations teamTo provide Design, Monitoring, and Evaluation (DME) leadership to assessment, design, and reporting teams during emergencies according to LEAP, World Visions common DME framework.

Major Responsibilities:

  1. Initiate creative and sustainable fundraising strategies to support Emergency Response and Disaster Mitigation programs in WVM through establishing a network of donors (including embassies, donor agencies, UN agencies, and others).

  2. Provide capacity building on emergency preparedness and response for WVL staff and their partners at the national and field levels.

  3. Introduce emergency response and disaster mitigation plans in annual/strategic planning documents of ongoing WVM programs and projects (including, but not limited to ADPs).

  4. Work on HEA strategy for WVM, based on NO baseline results and based on the results of CoVaCa (Community Capacity and Vulnerability Assessment).

  5. Oversee the implementation of preparedness projects in WVM area of intervention through setting up appropriate monitoring systems.

  6. Seek diversified donor funding for WVM ongoing preparedness projects through establishing a network of donors.

  7. Participe to design initiatives for preparedness/disaster mitigation projects in coordination with the Program Quality and Resources unit.

  8. Network with INGOs, UN agencies, the Higher Relief Council on preparedness initiatives to bridge gaps and strengthen coordination.

  9. Ensure WVM preparedness and disaster mitigation projects/programs are highlighted in the media in coordination with the communications and advocacy department.

  10. To apply Relief Standards and Accountability Principles in HEA programs by ensuring alignment with LEAP, SPHERE, the Good Enough Guide, HAP-I, and World Vision Relief Standards.

  11. Support field level staff with practical tools to ensure effective community consultation, information provision and opportunities for participation.

  12. Participe to the development of strategic alliances and relationships with other NGOs, bilateral and multilateral agencies that encourage the exchange of best practices and other learnings.

  13. Conduct periodic visits to program and project sites to ensure that programs are implemented according to design.

  14. Ensure that all programs comply with the WVM strategic plan that current best practices in humanitarian approaches are utilized.

  15. To provide Design, Monitoring, and Evaluation (DME) leadership to assessment, design, and reporting teams during emergencies according to LEAP, World Visions common DME framework.

  16. To ensure the alignment of HEA with World Visions Ministries of Transformational Development and Advocacy.

KNOWLEDGE, SKILLS AND ABILITIES:

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • A full commitment to World Visions core values and humanitarian mandate.

  • Full adherence to World Vision Mauritanian Child Protection, Code of Conduct and Conflict of Interest policies.

  • Degree in a social science field. A Masters degree in a relevant field would be highly regarded.

  • Minimum of 3 years of experience in relief and development work, out of which at least two years in grassroots relief and development work.

  • Strong experience in project design and proposal writing and in assessment and data collection methodologies.

  • Clear understanding of the workings of major donors.

  • Excellent analytical/ problem solving skill and detail orientation.

  • Experience in working with National Government bodies and liaison with various other stakeholders including other INGOs and UN-agencies.

  • Experience in the development and implementation of training programs and capacity building initiatives.

  • Familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice.

  • Strong communication skills both oral and written.

  • Excellent knowledge of English and French. Any other language would be an added value.

  • Excellent networker.

  • Ability to work in, and contribute to, a collaborative team-building environment.

  • Willingness and ability to travel to ADP/project areas frequently.

  • Commitment to life-long learning.

Working Environment / Conditions:

  • Work environment: Office-based

  • Travel: 5% Domestic and International travel is required.

  • On call: 5%
