POSITION : SUPPORT SERVICES MANAGER

GRADE: 16

LOCALISATION: Nouakchott

But du Poste : To ensure that the National Office Administrative and Supply Chain Management services contribute to the wellbeing of children by providing effective & efficient support to all programs/projects within WV Mauritania. And ensure that WV establish good public relationship with Government bodies, UN agencies, INGOs and Local NGO and other partners to promote WV brain and image within the country

Major Responsibilities:

Provide good leadership to the NO Administrative and Supply Chain Management functions and provide direct technical supervision to the Support Services coordinators at the base level ,Supply Chain specialist and Administration Assistants

Ensure that adequate policies and procedures are maintained over administrative and procurement processes and implemented at the NO & base offices in compliance with WV’s Finance Manual and donor requirements

Ensure that all contracts relating to procurement of goods & services including construction works, rental, repairs & maintenance, communications, etc. are developed in compliance with WV’s approved policies and procedures

Ensure all contracts and purchase requests are done through Provision. Promote transparency and limit risks

Conduct regular market surveys at the NO and base offices to ensure that procurement activities are done based on informed data and that quality goods & services are procured at competitive prices and make savings at least 5%

Receive, consolidate and analyze purchase requisitions from various programs and departments and ensure that bulk purchases are done at least twice a year preferably in the 1st and 3rd quarter of the fiscal year

Coordinate supplier pre-qualification processes and maintain a regularly updated Supplier Database at the NO

Coordinate purchases of goods from the Global Supply Chain Management unit and facilitate clearance of goods received through shipment or freight including GIKs

Provide technical support to ADPs/projects during annual budgets preparation and ensure that costs budgeted for are within reasonable limits

Ensure that WVM’s fixed assets are maintained and safeguarded against losses through regular monitoring & inventory takings, and adequate insurance coverage including WVI’s Annual Insurance Surveys

Network with the WARO Supply Chain Management unit to ensure that the Strategic Sourcing initiative is implemented for WVM

Coordinate the preparation and submission of procurement progress and fleet status reports to all stakeholders

Coordinate and facilitate public relation with Government agencies, UN agencies, NGOs and any other potential partners and establish good relationship with them

Other Competencies/Attributes:

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: Bachelor degree in Administration, Management, Supply Chain Management or related field.

  • Expérience: 5 years

  • Preferred: 3 year experience in Administration and/or Supply Chain Management

  • Technical Skills & Abilities:

  • Computer skills

  • Experience in People management

  • Knowledge of estate management and guest relations

  • Good planning and organizational skills

  • Ability to maintain effective working relationships with all levels of staff

  • Intermediary level in English and fluent in French

Working Environment / Conditions:

  • Work environment: Office-based with minimum travel to the field

  • Travel: 20% Domestic travel is required.
