Monitoring & Evaluation Specialist - WV Mexico

Job Description


World Vision is recruiting for the position of M&E Specialist for an US Department of Labor (USDOL) funded project in Mexico. The project will deliver awareness campaigns to children and youth ages 5-17, engaged in or at risk of engaging in child labor, and their families to increase education about the dangers of and alternatives to child labor. The project will promote existing educational opportunities and provide supplemental educational programming to allow these children and youth to receive direct formal and alternative education services. For vulnerable migrant households, the project will create more sustainable livelihoods by improving access to and availability of government programs.


M&E Specialist will lead overall CdE M&E activities including the coordination of external impact evaluation, delivering a project Comprehensive Monitoring and Evaluation Plan (CMEP).

Essential Responsibilities:

  • M&E specialist will oversee the design and implementation of project’s M&E systems, activities and data reporting requirements. S/he will also serve as the liaison and point of contact with US Department of Labor and any external evaluators throughout the life of the project.

Specific responsibilities include but are not limited to:

  • Manage a rigorous approach to monitoring and evaluation, including mobile and web-based technologies in systems for monitoring performance toward specific goals and objectives.

  • Design and implement a CMEP in coordination with USDOL, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators.

  • Oversee implementation of a baseline study on the indicators of the activity, including review of tools and survey methodology; training of enumerators and review of data quality and analysis.

  • Collaborate and liaise with the external evaluation contractor to design and carry out mid-term and end-term evaluations.

  • Develop criteria for beneficiary selection and tracking.

  • Handle the day-to-day tracking, and reporting of activities under the award.

  • Design data collection instruments, schedules, analysis methods, and applied technologies.

  • Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences.

  • Contribute to research design and methodology for project-related research (separate from baseline survey).

  • Contribute extensively to program reporting to DOL specifications.

  • Other duties as assigned.


  • Minimum of three years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects.

  • Bachelors or Master’s degree in statistics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred.

  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.

  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/ performance monitoring plans.

  • Experience developing and refining data collection tools.

  • Experience and ability in managing and providing oversight of complex baseline and follow-up project surveys, including writing terms of reference, reviewing and commenting on sampling and technical survey design documents, developing questionnaires, reviewing training manuals and survey field protocols, overseeing training and management of enumerators, providing oversight to survey field work, and providing oversight on data quality checks and preparation of data sets.

  • Experience with monitoring and evaluation issues and approaches related to migrant populations.

  • Ability to facilitate and serve as project liaison for externally-managed evaluations.

  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint).

  • Familiarity with database and statistical applications such as SPSS, SAS or STATA.

  • Fluency in English and Spanish.
