WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice through sustainable development, emergency response and advocacy.
World Vision Mongolia was established in 1995. It focuses on 4 areas such as Child and Family Well-being, Economic resilience, Environment and Health. WVM implements various kinds of projects for health, education, Child Sponsorship program, Child Protection & advocacy, environment, transformational development, emergency humanitarian relief and improves household income. WVM has 33 ADPs implemented in 16 out of 21 provinces throughout the country sponsoring 86,780 children.
The position holder reports directly to the Special Project and Operations Manager of Operations Department with technical input from the Child Protection & Participation. The position can be based in any of the urban ADP where the project is implemented.
PURPOSE OF POSITION:
The Child Rights-based Child Friendly local Governance Project Officer (CFLG – PO) will fully responsible for project management and implementation in 6 selected ADPs: Khailaast, Bayankhongor1, Zuunkharaa, Bayankhoshuu, Bor-Undur 1 and Dari-ekh where the project will be implemented. Working through and in collaboration with ADPs, local governments and other actors on child protection and participation, the CFLG – PO goal is to establish mechanisms for the improvement of child rights recognition by boys and girls and enhance their participation in local governance for the establishment of child friendly communities.

Sets and defines periodical or annual performance accountability and deliverables in the management of the project Efficient management and implementation of Child Right Based Child Friendly Local Governance project annual plan of action according to the approved design and budget. Work in coordination with ADP officers to implement project activities as planned
Coach project point persons in the ADPs achieve their deliverables and commitments based on approved plans and standards. Coordinate effective cooperation between government stakeholders, non-government organizations, other actors and CP partners at the community and national level to meet project goals

Coordinate project planning, implementation and reflection learning in collaboration with communities, team members and stakeholders. Outsource and coordinate technical resource persons when needed. Provide and disseminate required resource and information materials relevant to meet project objectives Ensure ADP active participation, motivate and mobilize project point persons to implement local activities

Prepare accurate, relevant, timely and adequate project monitoring and accomplishment reports for management, partners and donor information and use. Validate field information to ensure that project activities are effective and contribute to the attainment of the objectives of the program.

Identify and develop training needs of staff and communities to achieve target goals. Facilitate access of staff and community to quality training resources and opportunities. These may include identifying development needs, developing or conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring.

Ensure that project design, implementation, monitoring and evaluation of outcomes are in alignment with WV development approaches, standards, policies and procedures including DME and CIM/LEAP standards.

Coordinate project implementation to ensure coherence in program quality practices within the area. Establish relationship and act as a strategic link and focal point connecting WV ADP office, target groups, project community, government and other actors for mutual support.
Network with government and Non-government organizations, Churches and other local organization for technical resources and synergy in the program implementation for possible funding and in-kind support Represent WVM in local external meetings and functions in the area when necessary. Advocate for policy change to relevant government bodies depending on issues raised by children and youth in discussions
