PURPOSE OF POSITION
The purpose of the position is to provide strategic leadership and ensures major initiatives in ministry and technical areas to help World Vision International Mongolia achieve a quality of programming, evidence of impact, and policy influence/ advocacy objectives in alignment with the strategic priorities. Major initiatives include but are not limited to providing leadership to technical areas such as child protection and livelihood/ resilience while working to improve alignment between WV’s funding model and programming models and managing technical programs. The position ensures a professional technically competent team delivers services for our field work, ensuring client satisfaction by providing timely, quality and accountable technical services. Moreover, the position ensures that our team reflects World Visions biases, ethos and distinctive (Christ centered, child focused and community empowering) in all their technical work. The position will work to empower other departments to act in a seamless and mutually accountable manner to make progress on the shared objectives of growing WVs impact, income and influence.
Strategy, Planning, and alignment
Provide leadership in the development of strategy and key technical sector priorities for World Vision International Mongolia, including input into the national annual business plan, and development of annual implementation plans for the Integrated Programs team.
Support the World Vision International Mongolia Strategy team to ensure National and regional situation analysis data is available and updated on a regular basis.
Ensure alignment of World Vision International Mongolia with World Vision International and East Asia strategic goals and priorities. This may include filtering and managing the introduction of new partnership initiatives/tools to the Mongolian context, using a disciplined
Evidence based programs
Manage and ensure that all World Vision International Mongolia program interventions have a strong evidence base and that all activities are in line with World Vision partnership and humanitarian industry global standards (e.g. LEAP, Technical Programs, Core Project Models, ITAW campaign etc.).
Ensuring client satisfaction by providing timely, quality and accountable technical services to programs, projects and grants.
Continue to advocate for World Vision International Program Quality and Effectiveness standards both internally and externally, and ensure that WVI standards are met.
Ensure that frontline staff have sufficient support and a sound understanding of the program logic related to WVIM strategic objectives of Resilience & Livelihoods, and Child Protection.
Maintain a good understanding of poverty and development in Mongolia; strengthen the technical team to seek emerging successes, learning of best practices and building relationships to reinforce World Vision’s vision, mission, and core values.
Assure proper integration and team synergy between Integrated Programs teams, sector specialists/advisors, provincial team leaders, and Operations staff.
Communicate and share data and information with the Grant and Resource acquisition team, so that data can be used to show best practice to others. Contribute to advocacy campaigns and other public engagement activities.
Advocacy, external engagement and networking
Maintain strategic and effective partnership with key ministries, UN agencies, multi-lateral and bilateral donor agencies and INGOs for improving the well-being of children especially the most vulnerable
Lead advocacy strategy and campaign that aims to positive changes in the law, policy, and structure and resource allocation
Build a relationship with churches and Civil society organizations at the strategic level to be more platform organization and to achieve advocacy messaging and objectives
Facilitate Strategic Support Team and Support Offices discussions in terms of technical information and funding negotiations
Support Grant and National Resource Development teams to build relationships with technical working groups to ensure better alignment with donor priorities and funding opportunities.
Participate in relevant regional and international networks, working groups, workshops, and meetings. Contribute to those forums with WVIM experiences, perspectives, learnings, and best practices.

Lead Faith & Development function and integrate the Faith & Development approach in Technical Programs interventions and approaches
Maintain strategic partnership with churches and Christian network for the Child Wellbeing and child protection
Demonstrate understanding of and commitment to World Vision’s Vision, Mission and Core Values in the approach to work and relationships
Build a trusted relationship with Senior Leadership Team and provide support spiritual and leadership ways

KNOWLEDGE, SKILLS, AND ABILITIES
Minimum education, training, and experience requirements to qualify for the position
A Bachelor degree in development studies, organizational development or related field
At least 5 years of experience in a managerial level position at the field or national levels
Experience with Non-Profit organization in areas of transformational development, emergency response, program management, and technical areas of child well-being.

Preferred Skills, Knowledge, and Experience
Master’s degree in International development studies or related field
Good understanding of child focused development and community development
Understanding of donors and funding opportunities for the country for the program design and implementation
Experience in Cross cultural experience
The position requires the ability and willingness to travel domestically and internationally up to 25 % of the time.
