PURPOSE OF THE POSITION:

Lead the MicroFinance Institution (MFI), building the organization that positively impacts the lives of many families and children through the delivery of appropriate financial services and education.

Create a self-sustaining business with strong foundations (people, process, systems) that is capable of growing while managing risks. Delivering on profitability targets and core KPIs to drive business sustainability.

Manage an effective and efficient operation, delivering to challenging financial and social performance targets Work closely with WV to develop integrated livelihoods programmes, and thereby obtain funding from the partnership and donors to grow the operations.

Develop clear go-to-market strategies to grow the client footprint and social impact of the MFI in the country.

Champion a strong culture of performance and productivity – to improve our ability to reach and impact more people in Mongolia, disburse more loans to those in need, and doing this amidst a competitive environment, with a close watch over all leading indicators to ensure long term performance of our MFI business.

Implement strategies to increase digital services in the country to better serve our clients and improve our operational efficiencies.

Manage the P&L of the MFI to enable sustained performance and deliver profitability, so that we can impact even more people in the country.

Work very closely with World Vision National Director and team to become the legacy of World Vision and its area projects.

KEY RESPONSIBILITIES:

To ensure that the vision, and mission, purpose, goals, objectives, outputs and policies set by the Board and approved by VisionFund International (VFI) are fully implemented, complied with and met:

  • Delivery on child impact targets.

  • Develops, monitors and implements short and long term business plan.

  • Reports to the board using standard reporting templates on a regular basis.

  • Develops and delivers on key performance indicators for the MFI.

  • Develops and implements strategic plan.

  • Ensures the culture of the whole organization reflects its mission and vision.

Achievement of annual targets and strategic goals:

  • Leads the institution in developing and then achieving the targets as defined and agreed in the business plans, as well as in accomplishing VF MFI’s strategic goals.

  • Innovate on new products & implement digital strategies to reach more clients, improve client engagement and improve operational efficiencies.

  • Create a stronger performance culture across the organization at all levels and across all funcitons. Driving frontline sales productivity.

Fund Sourcing:

  • Negotiates effectively with creditors, grant bodies and other financial institutions.

  • Ensures compliance with conditions and reporting requirements.

  • Comply with local regulator guidelines on reporting and funding.

Financial Management:

  • Ensures that annual financial projections, reports and budget are prepared for the board on time.

  • Recommends yearly budget for Board approval and prudently manages VF MFI’s resources within those budget guidelines.

  • Ensures that effective and efficient financial management system is installed and maintained.

  • MFI is profitable (110% Operational Sustainability Score) or on track to be.

Risk Management:

  • Ensures that all loans are prudently disbursed.

  • Ensures savings products are effectively priced and delivered (subject to MFI).

  • Ensures that effective internal control and risk management system is established and maintained.

  • Ensures effective liquidity management.

  • Ensure effective banking and financial systems are in place and are regularly updated.

Effective integration with WV and any other Partnerships (both local and international) and effective promotion of the organization’s relations:

  • Ensures at national office and branch level integration strategies are fully understood, communicated and practiced.

  • Actively promote joint livelihoods projects with World Vision.

  • Ensures that both VFI and VF MFI and its mission, programs, products and services are consistently presented in strong, positive image.

  • Develops networks and strategic alliances to positively influence the economic policies.

  • Develop collaborative opportunities with 3rd Parties (including WV) to increase our social impact, lower our client acquisition cost and increase our client engagement effectiveness.

  • Creating a systematic transition and graduation program of WVMN clients to VFMN, that is continually generating an ongoing flow of clients into VFMN.

Institutional strengthening and capacity building:

  • Provide effective leadership to the VF Mongolia Management Team.

  • Ensures timely recruitment of competent senior and middle management.

  • Ensures effective staff development, succession planning and performance management systems are in place at all levels.

Policy formulation and compliance to local regulations and VFI policies:

  • Formulates and implements guidelines, procedures, internal regulations that are consistent with the policies set forth by the Board of Directors, VFI and the industry regulators.

  • Ensures that the institution complies with the requirements of the Central Bank, other regulators and all VFI policies.

  • Prepares the MFI for new regulations and anticipates market-place changes in social, economic, political, structural and regulatory environment.

Appointing Authority & Governance:

  • Approves and confirms staff appointment, promotion, termination and transfer.

  • Involves VFI and/or the Board as appropriate in senior level decisions.

  • Continually establish external network and pipeline of potential board members, together with Board and VFI.

  • Maintain at all times the highest level of integrity, governance and ethics to protect the reputation and operations of the MFI.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Must understand the role of micro-finance in development and change in communities and the lives of families and children.

  • Must have a clear understanding of micro finance or banking operations, including credit processes, delinquency management, collections, etc.

  • Knows how to apply technology to improve operational effectiveness.

  • Very good knowledge and comfort dealing with financial information.

  • Strong strategic skills and abilities to project into future on marketplace opportunities.

  • Meet local regulatory requirements.

  • Must have at least ten years’ working experience in senior/executive management in a combination of the following: micro-enterprise lending organization, banking institution, a progressive corporate environment, international business, or management consulting organization.

  • Must be a committed Christian, able to stand above denominational diversities.

  • Has a strong focus on delivering on the Lord’s will and kingdom work.

  • Attend and lead daily devotions.

  • A competent leader with empathy, love, kindness and strong mentoring culture.

Work Environment/Travel:

  • Office environment: i.e typical office based and frequent travel to fields (50% travelling within the country and 50% head-office based).

  • Travel: 90% Domestic 10% international travel is desired.

  • On call: Yes in the after normal working hours, as needed.

  • Work Authorisation – Must get a Work Permit if not a local staff from within the Country and obtain local Regulator’s approval as CEO. Must also obtain VFI approval as Board Member of MFI.
