Chief of Party, Mozambique SCIP

Job Description

*Position is contigent upon donor approval.

PURPOSE OF POSITION:

The SCIP Chief of Party (CoP) will have overall responsibility for the leadership and management of all grant activities and staff for a USAID funded HIV retention grant that World Vision Mozambique is implementing in 12 districts in Zambezia province. The CoP will coordinate the implementation of all aspects of the project to ensure high quality implementaton and timely reporting to the donor. S/he will bear ultimate responsibility for ensuring that WV and sub-grantees meet USAID, PEPFAR and program requirements. S/he will provide managerial and technical support throughout the implementation of the project, including management of sub-partners. The CoP will be responsible for the

development and submission of financial and programmatic reports to the donor, in collaboration with other key project staff. The CoP will have principal responsibility for representation for the project to the donor and local Government entities. The CoP will have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in Zambezia province.

KEY RESPONSIBILITIES:

Leadership and Management:

  • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.

  • Provide leadership and coordination to 3 CSO partners.

  • Ensure project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor regulations to ensure low risk audits.

  • Manage project budget within approved spending levels and ensure accurate and timely financial reports to USAID and WVUS.

  • Facilitate a working environment of mutual trust, respect, and care among all staff. Encourage effective teamwork, with staff members supporting each other.

  • Conduct monthly staff meetings to ensure issues are raised and addressed and to encourage reflection on project progress and learning for improvement.

  • Lead annual planning to ensure that plans are made to meet the targets set out in the project design.

Implementation and Monitoring:

Oversee the implementation of planned activities to ensure targets are achieved:

  • Ensure that project activities are carried out in a timely manner per USAID approved work plan, and that the project achieves results in line with its annual approved work plan, and that the project achieves results in line with its annual PEPFAR targets in each program area.

  • Ensure each staff has a clear weekly work-plan and that necessary resources are available for them to implement their responsibilities.

  • Conduct monitoring visits to project activities to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed.

  • Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed.

  • Take corrective action when staff are failing to achieve targets.

Reporting:

  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional reports that meet donor requirements.

  • Prepare and submit all project reports as requested.

  • Ensure that there is a good flow of information between the District Teams and the Provincial SCIP LeadershipTeam, such that issues are identified and reported on before they become difficult to manage.

  • Monitor local context and report on how changes in context may affect programme activities. This includes changes in the security environment.

Internal and External Relations:

  • Represent SCIP internally to other WV departments and externally to local government and USAID to ensure positive relationships are built:

  • Closely collaborate and network with Ministry of Health, and other stakeholders, in order to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields.

  • Co-ordinate with clinical partners and other organizations in the area to ensure complementarity of approaches.

  • Host visits from host government, World Vision US and USAID as required.

General:

  • Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.

  • Attend and lead weekly devotions.

KNOWLEDGE, SKILLS & ABILITIES:

  • Advanced degree in public health, social sciences, or related health field is required.

  • At least 10 years of experience with health and HIV programmes in a developing country, preferably in Africa.

  • At least 5 years of experience managing large project requirements. Experience in managing local CBO subgrant partners is preferred.

  • Experience in managing or working on PEPFAR funded projects is strongly preferred.

  • Written and oral fluency in English and Portuguese is a requirement. Fluency in Spanish is a strong advantage.

  • Proactive approach, good organisation and time management skills, and ability to prioritise and manage workload.

  • Strong budgeting and financial management skills.

  • Leadership and teamwork capabilities that includes coaching and motivating staff to high level of performance, & engaging in effective cross cultural & cross functional working to achieve shared goals in the absence of direct line management authority.

  • Experienced networker with strong negotiation skills and an ability to maintain a good up to date knowledge of the grant opportunities and trends in WV Mozambique´s priority sectors.

  • Working knowledge of the WVI Partnership is an advantage, along with the ability to interface sensitively with people from various departments in both field and support offices.

Work Environment/Travel:

  • Position is based in Quelimane, the capital of Zambezia province, with frequent travel to Maputo and to the project districts.
