Nepal Earthquake Response Manager

The Response Operations Manager has primary responsibility for managing and implementing World Vision’s earthquake response. S/he should develop and maintain an efficient, cohesive team for effective management and implementation of Rehabilitation and closure of the response in the earthquake districts. This role will ensure timely, efficient, appropriate and effective response to meet humanitarian needs.

It requires both strong change management experience and performance management of large teams.


Develop and monitor implementation of strategy to meet humanitarian needs:

  • Lead response strategy development and implementation under the National Office (NO) strategy and with the National Director (ND), and other senior stakeholders.

  • Ensure context analysis informs strategy development and is aligned with anticipated capacity.

  • Monitor appropriateness of strategy and implementation of strategy and transition plans.

  • Plan and implement the ongoing program transition to the NO.

Plan and implement to achieve strategic goal and objectives:

  • Provide oversight to funding allocation (i.e. PNS, grants, etc) with the ND to ensure alignment with strategy and humanitarian needs and ensure that funding levels are adequate to undertake agreed plans.

  • Ensure programme development meets NO and international standards.

  • Ensure advocacy Staff are empowered to integrate advocacy aligned with strategy and organisational priorities.

  • With the ND facilitate the signing of Memorandum of Understanding (MOU) and contracts, with donors, Support Offices (SO) and other relevant stakeholders.

  • Ensure that accessible beneficiary feedback mechanisms are established and functioning.

  • Ensure community accountability methods and Gender Equality and Social Inclusion (GESI) are prioritized across the entire response program.

  • Monitor and identify risks to programme quality and coordinate resources to address them alongside the Senior Management Team (SMT), Response Working Group (WG) and ND.

  • Ensure that all programmes are implemented, monitored and evaluated according to set plans and agreements with donors, SOs and other stakeholders are adhered to.

  • Ensure Response WG meetings address quality risks & relevant monitoring data & community feedback.

Ensure operational implementation is effective, efficient, timely and appropriate:

  • Ensure planning is informed by technical standards and operational viability.

  • Facilitate planning and implementation between sectors to meet overall program goals.

  • Ensure collaborative planning and implementation with external stakeholders such as UN Agencies, other NGOs and Government ministries where possible through coordination mechanisms.

  • Ensure response results are monitored for achievement and operational improvement including expenditures, activity and outcome monitoring.

  • Ensure context monitoring and adaptability of the program to changes in context.

  • Identify, report and refer operational blockages caused by external actors to Public Engagement to be addressed through external advocacy.

Ensure Response is resourced to meet response needs:

  • Ensure the response has the needed capacity to implement its aims through workforce planning, performance management, capacity building and close liaison with the SMT, ND and Human Resources (P&C).

  • Ensure that funding is managed and accounted for in compliance with donors and Support Offices agreements and WV standards.

  • Ensure that programme and projects audits are planned and conducted as per World Vision (WV) audit regulations and donor government requirements.

  • Support the implementation of security protocols in response districts and support inter-agency coordination and information sharing.

  • Facilitate planning and implementation, close coordination and clear deliverables from Finance, Supply Chain Management (SCM), P&C, Admin, Government Relations, Communications for effective operations.

  • Address delays in Support Services to National Director for rapid resolution and support.

Establish and maintain effective working relationships with humanitarian actors, government representatives and World Vision stakeholders:

  • Identify and highlight areas of risk, challenge and conflict to the ND, Response WG, and region as appropriate.

  • Create and maintain collaborative relations and where appropriate partnerships with government, other

  • NGOs response teams, UN agencies, civil society, bi-lateral missions and donors agreed with the ND and Ops Manager.

  • Participate in consortium meetings and Response related national coordination meetings and ensure WV is represented at relevant technical and coordination mechanisms in- country.


  • Review and submit partnership programme reports.

  • Prepare and submit monthly management reports.

  • Ensure internal response coordination & information sharing mechanisms are functioning between the Response team, SMT and NO support teams.



  • Master’s Degree in Humanitarian Studies or relevant field required.

  • 5+ years of leadership experience managing a multi-cultural team in the Humanitarian and/or Development field.

  • Experience working in emergency response and/or international development.

  • Extensive experience working in cross-cultural and fluid environments managing people and projects.

  • Experience liasoning with governmental institutions and multi-lateral agencies.

  • Effective written and verbal communication in English, for internal and external audiences.

  • Experience managing the close-out and workforce transition of a large-scale humanitarian responses.


  • 4-5 years of growing management experience in the INGO sector.

  • Experience in program management and implementation of multi sectoral emergency response projects.

  • Ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.
