Monitoring, Evaluation and Learning (MEL) Manager

Job Description

This position is applicable for WVI Nepal applicants only.

PURPOSE OF POSITION:

Under the guidance and supervision of MEALS Director, M&E Manager has overall responsibility for coordination of all assessment, monitoring and evaluation work with the WVIN program. The M&E Manager ensures sound M&E system, that has synchronicity with the WVI Global M&E systems and strategic metrics, as well as those required by program donors so that the indictors and evaluation principles are incorporated into all project M&E plans. The project is designed to ensure that all WVIN projects achieve definite objectives through monitoring progress at regular intervals. The position ensures that there is a reliable, up-to-date database of information of all program work and is responsible for the timely and accurate evidences that are helpful to make necessary program adjustments for maximum impact on target groups and serves the donor requirement. This position is required to provide technical guidance Field MEAL team.

KEY RESPONSIBILITIES:

  • Manage or lead evaluations, baselines and assessment and carry out necessary technical review to finalize.

  • Ensure quality of work for all grants/PNS and sponsorship funded projects against the benchmark.

  • Prepare M&E plans and ensure timely accomplishment of assessment, monitoring, evaluation, baseline/ surveys.

  • Provide oversight to Field MEAL staff ensure they are provided necessary support on monitoring, accountability, evaluations and information management (esp. Horizon) function

  • Build capacity of WVIN Field Team on monitoring & evaluation

  • Build capacity of NO M&E team and NGOs for monitoring

  • Work with Programs to strengthen appropriate methods/ tools for quality and outcome monitoring systems for TPs

  • Work with information management unit for necessary database management system to ensure timely analysis of the data for project and donor reporting purpose

  • Provide necessary information to Strategy Management, Communication CWB Report, Government relation unit to help them timely reporting

  • Comply government reporting requirement

Be proactively engaged with stakeholders incl RO and GC to get the technical support to make sure use of global technical tools

KNOWLEDGE, SKILLS, ABILITIES:

  • Bachelor’s degree (Master’s degree preferred) in Development Studies, Economics, Public Health, Agriculture or in the fields suitable for development with 3-5 years proven record of designing surveys, leading surveys and analysis (esp. indicators in education, health, anthropometric, economic)

  • Knowledge of humanitarian industry

  • Leadership esp on people management, coordination, planning, facilitation skills, designing, leading the surveys and analysis

  • Sampling techniques, descriptive and inferential statistical methods

  • Cross-functional management experience in an I/NGO, UN/ bilateral organizational environment

  • Knowledge of SPSS or STATA

  • Advanced Excel and quantitative skills

  • Demonstrate collaboration & team building skills

  • Effective relationship management skills; ability to influence without having authority

  • Excellent oral and written English or Nepali communication skills

  • Understand WV’s Vision, Mission, Core Values and Strategic Mandates

WORK ENVIRONMENT:

Travel up to 20-25% per month
