Project MEAL Coordinator

The proposed 3 years’ project is designed to address problems and needs identified through consultations with communities, partner and government organizations in Achham and Kailali districts; comprehensive design workshop, technical recommendations from government agencies working on Disaster Risk Management (DRM) and lessons learned from past and present projects in Nepal. Project need assessment reflects communities in Karnali, Mohana and Kandra river basins in Achham and Kailali districts are unable to adapt to and recover from reoccurring hazards, shocks and stresses such as floods, landslides and climatic variations. Recognizing that every year, communities lose life and livelihoods pushing them to vicious cycle of poverty, this project overall aims at contributing to enhance resilience of vulnerable population of these rivers basin. Despite the legal and policy instruments at the national level, local communities and governments have inadequate capacity to translate and operationalize them in order to reduce the exposure to hazards and overall risk. A clear gap is seen on application of DRM policies and strategies to prevent new disaster risk, reduce existing disaster risk and manage unavoidable risk. Therefore, this project’s goal is to addresses these problems by enhancing DRM capacity of the target communities and local governments. Learning from the past, the project takes a two pronged approach to achieve the project goal. first enabling communities to cope with future shocks and stresses by increasing knowledge, skills, and climate resilient practices, improving financial capacity to cope with shocks, and disaster resilient community infrastructures and second improving disaster management systems and capacities of local governments by helping them to increase their understanding on localizing and implementing DRM policies including for making risk reduction a priority in local development. With a clear monitoring and evaluation framework, project anticipates ownership to scale up and for sustainability of the work by local government and communities.

World Vision seeks a MEAL Coordinator (Disaster Risk Management- DRM) Specialist for the proposed Ministry of Foreign Affairs (MoFA)- Japan funded multi-year (Community Based Disaster Risk Reduction Project, Nepal) implemented in Kailali and Achham districts of Nepal.

The project aims to contribute to enhance resilience of vulnerable population of Karnali, Mohana and Kandra rivers basin. The MEAL Coordinator is responsible to ensure MEAL requirement as per Project MEAL plan, in consultation with NO MEAL team and collaboration with CBDRR Project team. Moreover, this position provides MEAL guidance to implementing NGO especially Project Coordinator and Monitoring & Documentation Officer. On top of managing baselines, evaluations, conducting outcome monitoring, facilitating learning events (incl. annual review and reflection) and managing information systems, the MEAL Coordinator will ensure that the government (SWC) requirements are met in line with the project agreement, which include: providing information to CPAC and DPAC, six monthly report to SWC.



  • Develop monitoring tools (for outputs and outcomes), measure and report. The outputs have to be compiled each six months and outcomes on annual basis. The monitoring tools shall be quantitative and qualitative (FGDs, MSCs)


  • Manage baselines, mid-term review and final evaluation, seeking guidance from NO MEAL and collaborating with Project team and PNGO.

  • Manage SWC mid-term and final evaluation. Provide necessary information for the evaluation.

  • Facilitate joint monitoring.


  • Ensure information provision

  • Ensure feedback collection and tracking of the response and share the analytics on monthly basis to project team.

  • Ensure high level of accountability by PNGO


  • Facilitate evidence based six- monthly learning events.

  • Capture the best practices for replication and failure stories not to repeat the same mistakes.

  • Assist Project team to monitor the risks, make adjustments to mitigate risk or leverage any opportunity, and assist to maintain the Project risk register.


  • Assist NO MEAL and Field Operations in collecting, validating, analyzing the information (activity tracking, output tracking, outcome monitoring, beneficiary tracking) consistently and accurately.

  • Guide PNGO Monitoring and Documentation Officer in monitoring and documentation.

  • Draft reports to DPAC, CPAC, SWC as per the requirement.

  • Support Project Manager to produce high quality progress report.

  • Manage all project related documents

  • Collect secondary data as required


  • Minimum Bachelor’s degree in Development Studies, Social Sciences, Environment Science, Civil Engineering or related field.

  • Minimum 2 Years’ experience in leading a project MEAL system.

  • Demonstrated experience to conduct survey, develop tools to conduct FGDs, collect stories, analyse secondary data

  • Ability to facilitate workshops/ events/ meetings

  • Ability to transfer the learning

  • Perform large data analysis at least with Excel sheet

  • Computer skills (MS Teams, Sharedrives, MS window,

  • Data analysis with use of SPSS

  • Mobile Applications for data collection

  • Information/ knowledge management


Travel to field 35-50% of the time
