PURPOSE OF POSITION

The proposed 3 years’ project is designed to address problems and needs identified through consultations with communities, partner and government organizations in Achham and Kailali districts; comprehensive design workshop, technical recommendations from government agencies working on Disaster Risk Management (DRM) and lessons learned from past and present projects in Nepal. Project need assessment reflects communities in Karnali, Mohana and Kandra river basins in Achham and Kailali districts are unable to adapt to and recover from reoccurring hazards, shocks and stresses such as floods, landslides and climatic variations. Recognizing that every year, communities lose life and livelihoods pushing them to vicious cycle of poverty, this project overall aims at contributing to enhance resilience of vulnerable population of these rivers basin. Despite the legal and policy instruments at the national level, local communities and governments have inadequate capacity to translate and operationalize them in order to reduce the exposure to hazards and overall risk. A clear gap is seen on application of DRM policies and strategies to prevent new disaster risk, reduce existing disaster risk and manage unavoidable risk. Therefore, this project’s goal is to addresses these problems by enhancing DRM capacity of the target communities and local governments. Learning from the past, the project takes a two pronged approach to achieve the project goal. first enabling communities to cope with future shocks and stresses by increasing knowledge, skills, and climate resilient practices, improving financial capacity to cope with shocks, and disaster resilient community infrastructures and second improving disaster management systems and capacities of local governments by helping them to increase their understanding on localizing and implementing DRM policies including for making risk reduction a priority in local development. With a clear monitoring and evaluation framework, project anticipates ownership to scale up and for sustainability of the work by local government and communities.

World Vision seeks a Project Technical (Disaster Risk Management- DRM) Specialist for the proposed Ministry of Foreign Affairs (MoFA)- Japan funded multi-year (Community Based Disaster Risk Reduction Project, Nepa) implemented in Kailali and Achham districts of Nepal .

The Project Technical Specialist (PTS) will be responsible provide technical leadership across all project’s Disaster Risk Reduction programming, and to lead the implementation of DRR activities, and ensure the project’s annual KPIs and targets related to DRR are achieved. The objective of the DRR project is to facilitate development and effective preparation as well as implementation of local disaster management act, policies, strategies, SoP for LEOC and promote community based disaster management activities aiming to increase the resilience of children, communities, as well as local government officials to be better prepared for and able to respond to natural hazards.

The PTS should have extensive experience in designing and implementing DRR activities as they are practiced in the context of disaster risk management programs. This position is overall lead the project management, technical input, field implementation, coordination with Non-government organizations & government stakeholders, signing MoU with local government, budget management, preparation and review of DRR technical documents (Disaster Preparedness and Response Plan- DPRP, Local Disaster Climate Resilience Plan- LDCRP, Disaster Management- DM Act- 2017, , DM Policy- 2018, National Strategy for Disaster Risk Management, standard Operating Procedure (SoP) for Local Emergency Operation Centre etc.

The Project Technical Specialist position will also manage relationships with external DRR partners/networks and works in close coordination with the government and stakeholders and field offices. S/he will also provide technical guidance, reporting and supervision of sub-grantees and/or sub-contractors on DRR related issues.

KEY RESPONSIBILITIES

  • Provide project management and implementation oversight for the CBDRM project and all the project activities cross-cutting across other sector projects under implementation;

  • Coordinate with Project Manager, field office(FO) team of WVIN, PNGOs to ensure project activities implemented by 100% according to plan;

  • Work with national office, field team to ensure the Project budgeting, details implementation plan, and operational strategy are in place, up to date and effective and approved in line with project strategy and are clearly communicated to NO, FO and partners;

  • Ensure quality project planning and set up a monthly progress tracker of the project for both activities and budget management.

  • Field teams are clarified on nature of this project, reporting process, quality and timeline;

  • Ensure implementing NGO partner is equipped with technical as well as other essential resources to deliver the project objectives;

  • Cooperate and provide assistance to the consultants hired under the project;

  • Timely in-field monitoring and supervision of activities are taken place;

  • Ensure and monitor the allocation of resources in the most efficient and cost effective way while aiming for the highest quality of implementation;

  • Monitor on monthly basis actual expenditures and compare them with the implementation model, budget requirements, review the budget if needed with the Finance team and other stakeholders who are implementing the project;

  • During activity implementation, conduct periodic quality monitoring visits to project sights to assess whether activities are being done to the required standards. For example, if a series of trainings is being conducted, attend a random sample of these to assess the quality of delivery;

  • Develop and maintain the tracking tools to measure and monitor progress of all protection related activities;

  • Develop and implement field capacity building plan to ensure field staff and PNGOs are equipped to implement DRR project activities and achieve the targets. Measure, track and report on field level technical competencies/capacity;

  • Train, mentor, coach and provide regular on-going advice to field staff to build capacity to implement quality DRR programming and successfully reach the most marginalized groups through EFSP programming;

  • Take lead and guide PNGOs for formation of LDMCs (Local Disaster Management Committees) and TFs (Task Forces) at each target ward and Palika and Community Disaster management Committees (CDMCs) at community level.

  • As a technical lead strengthen the capacity of LDMCs, CDMCs, TFs, organize workshop at ward level to sensitize about the importance of LDMC and its functions,

  • Lead for the preparation and writing of DRR Policies, acts, and DRR Strategic Action Plan,

  • As a technical specialist lead the preparation , writing of Disaster Preparedness and Response Plan (DPRP), Local Disaster Climate Resilience Plan (LDCRP), Emergency Fund Mobilization Guideline, Standard Operating Procedure of Local Emergency Operation Center (LEOC), Building code guideline, ToR of LDMCs and Taskforces, etc.

  • Conduct simulation and drill on specific hazard at ward and municipality level and develop a manual for simulation and drill on specific hazards.

  • Establish strong relationship with representatives of Taikapur municipality, District Administration Office and District Disaster Coordination Committee of Kailali and Achham.

  • Coordination with DHM (Department of Hydrology and Meteorology), field offices for strengthening Community Based Flood Early Warning System (CBFEWS) in the project locations.

  • Conduct Participatory Disaster Risk Assessment (PDRA) for preparation of Community Disaster Risk Management Plan (CDRMP) and installation of hazard/social map in the community

  • Sign MoU with respective local government before implementation of the project activities.

  • Provide in field support for formation and revitalization of farmers groups including their capacity building on disaster resilient practices.

  • Work with DRR/HEA team of WVIN-NO for effective implementation of project activities.

  • Take lead on identifying land at local level for construction of multipurpose community safe shelter including signing MoU from the beginning until the construction is completed.

  • Provide in field support for mainstreaming DRM into local government development plan following 7 steps planning process of government of Nepal.

  • Develop a TOR defining for consultant hiring as per the project requirement.

  • Provide support to the field manager and the partner PNGO for the preposition on organizational capacity building on disaster management.

  • Facilitate for building capacity of Project Team at the district level, implementing partners and targeted beneficiaries;

  • Work with Partner staff to ensure the development and regular use of all technical tools necessary for the successful implementation of the DRR project– including implementation guideline, quality benchmark, training materials, training curriculum, information materials, BCC materials and other resources;

  • Develop and deliver training and capacity building for field staff to ensure adequate competencies at field/partner level to deliver all necessary components of the education projects to ensure project targets achieved;

  • Sharing of lessons learnt and best practices from major activities implemented;

  • Communicate with Field staff and PNGOs to ensure they understand project compliance requirements and audit results, and that all staffs understand the project compliance system and follow it accordingly.

  • Develop strategic relationship and partnership with key stakeholders especially with government ;

  • Represent the project in selected provincial, district and local level meetings and workshops;

  • Interact, build and nurture effective working relationships with relevant GO/NGOs, Agencies, and Civil Society Organizations in order to foster, strong networking, coordination, collaboration and partnership at national level for DRR;

  • Serve as a resource person for disseminating knowledge and skills to GO/NGO and other institutions;

  • Establish adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders;

  • Design and implement advocacy actions plan to influence local government and stakeholders;

  • Educate on the project specific advocacy issues and plans to partnering I/NGOs and other relevant stakeholders;

  • Quality monthly, quarterly, annual and other progress and financial reports are produced and submitted and documented in time aligning with project design and donor requirement;

  • Develop progress reports as and when required;

  • Maintain database management in Horizon for Projects as per requirement;

  • Qualitative reporting and implementations models ensured;

  • Collect evidences of good practices from district in regular basis and share with project team.

  • Performance review completed and development goals achieved;

  • Anything else requested by the Line Manager and DRR/HEA unit at NO for contributing to organizational targets.

  • Staff management of the project (WVIN)

  • All the requirements of the project and donor are submitted to line manager in timely manner

  • Manage donor and government visits in the project locations.

EDUCATION AND EXPERIENCE REQUIRED

  • A master’s degree in Disaster Risk Management; or a degree in relevant field with substantial experience in DRR programming with a minimum of five years of professional experience in implementing CBDRR projects in the context of different geographical locations.

  • Demonstrated expertise and experience in developing and operationalizing of disaster management related act, policies, strategies, guidelines etc.

  • Demonstrated expertise and experience in developing and operationalizing of LDCRP, DPRP, SoP for LEOC, DM Fund Mobilization Guideline, CBDRMP etc.

  • Familiarity with development theory, community based disaster management, DRM frameworks; Vulnerability and Capacity Assessment (VCA), Participatory Disaster Risk Assessment (PDRA), COVACA etc.

  • Strong conceptual knowledge about ToCs, logic model, resilience indicators, DRM plans, data quality assurance, data utilization, and gender integration into M&E

  • Demonstrated experience of working with all three tiers of government of Nepal, especially with provincial and local government including signing MoU with concerned government.

  • Strong interpersonal skills and ability to work cross-culturally with diverse teams.

  • Ability to work with host-country professionals, ministries and with donor colleagues in country.

  • Sound knowledge for preparation of advocacy tool for mainstreaming DRR into development plan.

  • Strong verbal communication skills, strong presentation and report writing skills.

  • Sound Knowledge of social security schemes

  • Knowledge of climate resilient agriculture practices

  • Knowledge of disaster resilient community infrastructures

  • High level of practical knowledge on local disaster risk management planning process including development of all the legal documents related to DRM, Early Warning System, climate resilient livelihood, disaster resilient infrastructure.

  • Practical knowledge in Community Based Disaster Risk Management projects

  • Good knowledge of development work and nexus approach of disaster with livelihood in fragile context.

  • Good media relations and advocacy skills especially with government stakeholders.

  • Strong interpersonal, networking, coordination and organizational skills

  • Excellent oral and written communications skills in English and Nepali

  • Good presentation and communication skills

  • Experience in the preparation of DRM materials and tools

  • Strong experience and recognized expertise in models and methods of training, facilitation and capacity building, and organizational development for staff and communities

  • Understanding and experience in working with children and communities in Nepal

  • Multiple partner NGO management experience and knowledge

  • Strong government stakeholder coordination and familiar with Government of Nepal DRM related matters.

  • Experience in using digital tools that are used for disaster management.

WORK ENVIRONMENT

Mandatory travels to implementation sites of both project districts. (50%)
