Faith & Development Project Manager (West Bank)

The purpose of this position is to provide leadership and operational management to a privately-funded grant from World Vision United States (WVUS) focused on strengthening faith communities’ ability to provide an enabling, caring, and protected environment for Palestinian girls and boys, especially the most vulnerable children. The role of the Faith & Development (F&D) Project Manager is to:

  1. Manage the project in collaboration with World Vision Jerusalem – West Bank – Gaza (JWG) staff and WVUS to ensure high quality results and on time spending in accordance with the project’s agreement.

  2. Strengthen partnership with local Christian and Muslim faith-based organizations and communities towards mobilizing faith actors in initiatives that address violence against children, strengthen the family, and strengthen safeguarding of children in private, faith-based schools.

The main focus of the project is the implementation of the Celebrating Families (CF) project model as the umbrella of this project. The goal of Celebrating Families is to support families to create a safe and nurturing environment for children’s spiritual nurture and development. The project model is designed to develop the skills of parents/ caregivers to create safe and loving environment for children’s holistic development

The project manager will be responsible to drive the establishment of partnerships with Muslim faith-based organizations and entities, including finalizing the contextualization of World Vision’s Celebrating Families project model for Muslim contexts with the goal of increasing Muslim faith actors’ contribution to reducing child abuse and violence against children and women.

The project manager will also supervise the F&D officer responsible for working with Christian entities to increase their contribution toward reducing violence against children through the implementation of CF model, mobilization of the Church to participate in the It Takes a World to End Violence in and around Schools advocacy campaign, and to help Christian schools implement effective safeguarding policies.

Project Management

Lead the process of implementing the WV Faith & Development PNS across three zonal offices, which includes:

  1. Leading the process of contextualizing Celebrating Families project model for Muslim families, and piloting and scaling up implementation across zonal offices in partnership with Muslim community partners and entities.

  2. Supervising the implementation of the Celebrating Families with Christian families.

  3. Performing critical project management responsibilities.

Quality implementation of the WVUS Faith and Development project ensured in accordance with the project’s detailed implementation plan (DIP), agreement, and implementing documents.

  • CF contextualized with the Muslim partners and other relevant stakeholders.

  • Full development assured of all materials and diagrams in Arabic with appropriate language and illustrations.

  • In collaboration with National Office technical staff, contextualized project model aligned to WV standards and project model criteria is ensured.

  • Process led and coordinated for identifying priority Muslim communities to pilot the project in different zonal offices before scale up.

  • Knowledge management and lessons learned captured during the contextualization process and shared within the organization.

  • Adequate supervision and support provided to the F&D officer responsible for implementing the Celebrating Families with Christian Communities and Safeguarding initiatives in Christian schools, including ensuring accountability for achieving the project target under that component.

  • Project documents, such as the log frame, DIP and budget are up to date and centrally filed on Box, in coordination with grants function and supervisor.

  • Timely and quality implementation of the project activities ensured according to the plan/s.

  • Zonal Staff are supported in the implementation of the Celebrating Families project model.

  • Capacity of staff developed in zonal office to develop partnering skills.

  • Staff supported in zonal offices to build their understanding of good Faith & Development practices including organizing or facilitating trainings and other capacity building events where appropriate.

  • Procurement, delivery, and implementation of project activities conducted or supervised for on time achievement in coordination with supply chain and finance.

  • All contracts and MoUs with key partners developed and in place.

  • Cash flow targets met and timeline of activity tracking table achieved with appropriate corrective actions taken as necessary in coordination with supervisor.

  • Monitoring and evaluation of the project achieved in coordination with the Evidence, Learning & Accountability team.

  • Programmatic reports written, internally review, and submitted on time to WVUS.

  • Information provided on time to Finance to enable on time financial reports.

  • Risks successfully managed.


Relationship Building and External Engagement

  • Engage and build positive relations with major Faith denominations in Palestine, FBOs, other NGOs, supporters, donors and partners at community level.

  • Effective partnerships developed with faith entities across the West Bank especially in cooperation with External Engagement & Governance manager toward mobilizing them for the It Takes a World Campaign to end violence against children.

  • Relationships deepened with relevant faith leaders in target communities and in alignment with the relevant national faith relations partnership cultivated by the national office.

  • Dialogue ensured with local faith leaders, community members, traditional leaders, local authorities, services providers and other stakeholders around child protection issues and services that impact on the well-being of vulnerable children

  • Follow-up ensured with local-level church partners to engender their active involvement in ITAW activities and to help them identify ways they can cascade out Celebrating Families to other church members without additional financial support from WV

Knowledge, Skills, Abilities:

  • Degree in Development Studies, Social Sciences, Religious studies, or related field

  • Minimum 3 years’ related experience in a NGOs or Faith based organizations

  • Past project management experience

  • Project management abilities, including ability coordinate trainings, monitor activities and budgets, and coordinate evaluations.

  • Ability to write quality reports

  • Proficiency in MS Office

  • Excellent writing skills in English and Arabic

  • Good experience in Project Cycle Management including, the development of project’s logical frame work and its components.

  • Excellent people and communication skills and ability to share skills, information and knowledge with others

  • Ability to conduct assessments and surveys, and to write reports

  • Committed to achieve quality results and service

  • Valid driving license

Work Environment

  • Willingness to be flexible with hours and able to travel up to 40% across the West Bank

  • Position is based in any of WV JWG West Bank offices (Ramallah, Bethlehem, Nablus or Jenin)
