Regional Humanitarian & Emergency Affairs Director
PURPOSE OF POSITION:
Provide strategic, innovative and operational leadership for the implementation of World Vision’s disaster management and emergency response in LACR to contribute to the Global, Regional and National office strategies. The Regional HEA Director will ensure quality of WV emergency response engagement including appropriate structures, standards, staffing and resources available and policies for emergency preparedness, response, mitigation and transition management are in place and correspond to the standards set by the region and the WV partnership.
In addition, the Regional HEA Director provides strategic leadership around humanitarian operations including: assessment, adoption and implementation of WV engagement with a range of contemporary humanitarian principles or issues such as IHL, conventions, codes of conduct, vulnerable populations, situational and humanitarian analysis, and conflict and to build relationships internally and externally to increase and promote integrated disaster management and resource development, and be an authoritative voice for policy change and learning.
Position World Visions as a competent, innovative and effective humanitarian agency by ensuring that the LACRO Region responds professionally to all Categories of emergencies, under takes effective disaster management.
Advice and support Regional Field Operations & Integrated Ministry Director in its leadership and engagement on matters related to HEA emergency response.
Support the Regional Leader and National Directors in leading complex humanitarian aid response in LACR, including all level 2 and 3 responses.
Advice and support National Offices on all aspects relating to HEA especially in determining appropriate assessment and response level and ensuring that all stakeholders are involved.
Work with the resource development unit and the Support offices to ensure effective resourcing of all aspects of disaster management, including innovative new funding opportunities with non-traditional donors.
Facilitate the establishment and functioning of emergency preparedness and response strategies for all National Offices and the region.
Contribute to the development of regional strategy.
Contribute to development of global HEA strategies, priorities and plans.
Support the National Offices in developing effective HEA strategies, priorities and plans.
Contribute to the development of global policies, guidelines and standards relating to HEA and provide leadership in contextualizing and mainstreaming these within the region.
Support capacity building of HEA units at National Office (NO) level, including technical staff and Learning Centres.
Facilitate organizational reflection and support during and after HEA emergency response implementation.
Engage in NO HEA staff hiring processes.
Assure that National Offices have a functioning National Emergency Preparedness and Response Fund (NEPRF) in place as per the NEPRF policy guidelines.
Ensure that the NOs, National and Community Disaster Preparedness Plans (DPPs) are updated as need.
Lead Regional HEA team’s annual HEA planning processes.
Lead and manage Regional HEA network.
Support National Offices in developing Disaster Mitigation preparedness programmes, HEA systems, policies and procedures.
Support NO in providing appropriate emergency response assessments through capacity building.
Support HEA Global Center in new initiatives to be implemented in LACR.
Monitor all LACRO HEA projects on a regular basis, noting policy implications, and offering appropriate support.
Capacity Building & Knowledge Management:
Coordinate assessment, development and implementation of an integrated regional capacity building plan based on regional HEA priorities and strategy.
Provide leadership to global/regional/multi country capacity building HEA projects/ initiatives in alignment with the regional and global capacity building framework and strategies.
Establish and develop the Regional Disaster Management Team (RDMT) and develop capacity development plans for the members along with capacity development plans for the HEA Point Persons in each National Office.
Liaise closely with Security and P&C in developing the Staff Care focus of HEA management and staff capacity building in Critical Incident Stress Management.
Promote continuous learning in the field of HEA at regional level and ensuring that NOs take up good practices. Share learning, innovations and better practices across the region.
At a strategic and policy level, represent WV with Government agencies, UN, INGO and Church bodies, in collaboration with National Offices (if present), dealing with macro and local issues regarding humanitarian principles including advocating on key issues which affect the most vulnerable.
Ensure HEA is contributing to Child Well-Being (CWB) reporting and breaking silos between development and relief.
KNOWLEDGE,SKILLS & ABILITIES:
Graduate degree qualification and/or Professional qualification in Management.
MBA or equivalent in Humanitarian affairs, Social Sciences or similar.
A mature and committed Christian.
Practice servant leadership and be a role model for the staff team, peers and others.
Strong empirical knowledge of Humanitarian Sector including Humanitarian charter, laws and standards
Ability to work with a reasonably level of comfort in high tension and high security risk situations.
A thorough understanding of all areas of HEA minimum standards including Child Rights.
Strong strategic, analytical, organizational, creative, facilitation and leadership skills
High level of awareness of global, regional socio-economic and political issues in Latin America & Caribbean
Strong skills in strategy development, prioritization and implementation.
Fluency in Spanish and English.
Strong ability and commitment in critical networking, relationship building, and partnerships, especially those outside of WV itself.
High degree of negotiation and persuasion skills.
Fitness for duty: able to work and travel extensively internationally up to 50% of the time.
At least 10 years experience in Program Management in complex, international organization preferably NGO context
At least 8 years experience in the humanitarian sector including humanitarian charters, laws and standards.
A proven record of developing people in a cross-cultural setting and initiating and implementing organizational change at leadership level
Significant senior level leadership experience in an international environment, preferably in LACR
Experience managing a virtual team with senior technical expertise.
Experience in budget management.
