Accounting Manager - WV Papua New Guinea

Job Description

PURPOSE OF POSITION:

Exercise management responsibility over WVPNG general accounting, including cash-flow management, disbursements and accounts payable, payroll operations/services, financial consolidations, internal and external reporting, compliance to government and donor requirements and accounting policies and procedures.

KEY RESPONSIBILITIES:

Strategic Financial Management:

  • Ensure financial and accounting policies, controls, systems and procedures with proper internal controls in accordance with WVI policies and ensure that they are effectively communicated.

Risk Management:

  • Maintain a strong control environment by ensuring compliance to WVI/WV PNG financial policies and government regulations

  • Facilitate improved Country Office internal audit results by resolving common audit findings.

Operational Management:

  • Manage national office cash flow.

  • Ensure availability of funds for national office departments, program management offices, programs/projects in coordination with functional managers.

  • Ensure full and appropriate control and security of WV cash and that cash balances are kept within Partnership standard.

  • Oversee the activities of accounts payable processes.

  • Facilitate timely and accurate payments to projects, partners, vendors, and staff.

  • Ensure timely processing and sending of Settlement Advice (SA).

  • Manage WVI partnership periodic financial reporting process.

  • Oversee the data processing and management to ensure financial transactions are properly maintained in Sun Systems.

  • Ensure monthly reconciliation of NO bank accounts, intercompany accounts and POGL accounts.

  • Ensure monthly ageing are prepared and all cash advances are monitored properly.

  • Oversee compensation and benefits computation in coordination with P&C and ensuring payments are timely accurate and compliant with WV policies and government regulations. Ensure timely recording of Expat payroll.

Accountability and Reporting:

  • Collaborate with Country Finance Manager in providing internal reports and analysis for various teams’ management decision making tool.

  • Manage organizational external audit process. Ensuring compliance to audit requirements, audit recommendations and timely submission audited financial reports government agencies and donors.

  • Ensure compliance on taxation requirements (i.e. EWT, final tax, compensation etc.)

Systems and Processes:

  • Ensure Country Program Office complies with WVI Finance Manual and that local policies and procedures are consistent with WVI Finance Manual.

  • Maintain and update WV PNG Finance Manual and provide facility for staff to access appropriate finance procedures to guide in business transactions.

  • Conduct regular review and update of policies, systems and procedures to simplify work processes and meet the needs of ministry.

Capacity Building:

  • Provide orientation to finance and non-finance staff to ensure understanding of WV financial policies and standards, internal controls, applicable government regulations and taxation requirements.

  • Support and counsel line managers on financial issues.

  • Build capacity in Sun Systems and other WV financial systems and applications in the Country Program Office.

  • Conduct capacity assessment to ensure that the department is strategically positioned to effectively deliver services and support Ministry.

Leadership:

  • Oversee accounting unit operations to facilitate working together for improved customer service, accountability and efficiency.

  • Provide advice and support to Country Finance Manager on financial implication of decisions.

  • Ensure direct reports’ performance objectives and appraisals are managed effectively.

  • Provide spiritual nurturing to direct reports.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor degree in Accounting / Finance and CPA. MBA, CFA, CMA preferred.

  • At least 5 years’ experience in leading finance and accounting operations.

  • Experience in establishing and enforcing common protocols and standards.

  • Grant management experience required.

  • Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls, financial systems, internal control, taxation, business process analysis and development. Requires management and administrative skills and ability to think creatively. Good communication and influence skills in both oral and written forms. High level of computer literacy and knowledge in spreadsheets, word processing and accounting software. Knowledge of Sun System and PMQA is mandatory. Working knowledge of the WV Partnership preferred.

Preferred Skills, Knowledge and Experience:

  • Knowledge of sunsystems and financial management standards in international humanitarian organizations operations.

Work Environment/Travel:

  • The position requires ability and willingness to travel domestically up to 15% of the time.
