PURPOSE OF POSITION:

To assist with community consultation activities and construction of water and sanitation systems for a project being implemented in the rural communities of Papua New Guinea (PNG).

To lead and develop a team in WVPNG that delineates strategy and trains staff and develops the capacity for WV-PNG staff to implement programs and communicate impact of WV’s work in different programming settings. Supports accountability to communities, management and donors and monitors that program goals are achieved according to donor and WV partnership defined standards reflecting WV’s core values, mission and strategic directions. Ensures the quality and effectiveness of Technical Program on Water and Sanitation and its outcomes and results contributes to the child wellbeing targets. To represent WV PNG to external donors, WV support offices and other stakeholders in the sectors (e.g. NGO’s, UN agencies, institutions) and to support that funding for the sector and related programs are secured.

KEY RESPONSIBILITIES:

Strategy & Alignment:

  • Ensure the strategic direction aligned with the WV Partnership strategic direction, standards, child well-being outcomes, WASH approach and internationally recognized WASH standards.

  • Work with stakeholders in developing/ updating/ implementing the 3-5 year WASH Strategy for WVPNG should focus to ensure that a consistent approach is taken throughout all WASH Projects within WVPNG and aligned to the PNG WASH Policy.

Program Implementation (Quality, Technical support, Integration and Learning):

  • Ensure documentation of best practices/learning and provide up to date technical knowledge of sector interventions.

  • Collaborate with Program Quality (PQ) staff and others, to ensure effective integration of Sectoral issues into organizational systems for design, monitoring, evaluation and learning.

  • Provide necessary support concerning WASH components for WASH projects throughout WVPNG.

  • Ensure WASH activities in WASH projects are using appropriate approaches to address community health issues.

  • Provide Project Management advice and assistance (not line-management) for project managers and team leaders.

  • Provide WASH related relief advice for emergency relief situations (HEA).

  • Develop innovate methodologies and pilot in area programmes with a view to expanding successful methodologies to all programme areas, this may require the securing of grants to complete such activities.

  • Monitor grant/non sponsorship projects/programs in WASH to achieve the above.

  • Manage systems for reporting from the counterparts to produce reports according to donor requirements and train project staff in the systems.

  • Adapt any new WASH related initiatives of GC or Region for effective implementation in WV PNG programs.

  • Provide advice to country programs and area programs on WASH program assessment, design, implementation, monitoring and evaluation.

  • Monitor the quality of WASH reports and ensure reports to donors are accurate and clearly written.

  • Prepare for periodic project evaluations with internal and external evaluators.

  • Develop relations with the Government and other stakeholders at new project locations to initiate project activities and establish systems and logistics for the project.

Staff Development and Capacity Building:

  • Create room for ongoing growth and learning, including the opportunity to make and learn from mistakes. Support staff professional and personal development through on the job coaching.

  • Provide mentoring tools for WASH staff to enable projects/ programmes staffs achieve their WASH project goal.

  • In consultation/liaison with the HR Department; develop relevant WASH training for World Vision staff and counterparts.

  • Conduct training needs assessment and determine resources.

  • Conduct and/or supervise training.

  • Monitor and evaluate the effectiveness of training.

Advocacy & Representation:

  • Represent WV PNG and help advocate on behalf of WV PNG on Sector related issues that can make a difference in creating short and long-term solutions in PNG.

  • Visit potential new project areas and assess the WASH status of the community.

  • Periodically develop concept papers to be used when potential funding possibilities develop.

  • Collect data from new and existing project sites and design projects for submission to donors.

  • Act as WASH liaison for WV PNG in generating relationships with NGOs, GOs, IOs, and UN bodies.

  • Assist project/programme teams and communities to access resources that will enable them to meet WASH needs.

  • Coordination of the WASH Cluster.

  • Work closely with the WASH Authorities.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor's degree or college qualifications in water engineering, civil engineering or environmental health.

  • 3-5 years experience in community development.

  • 3-5 years experience in construction in developing countries.

  • 3-5 years experience in technical civil and water engineering designs.

  • Experience in project design, implementation, monitoring, evaluation and report writing.

Preferred Skills, Knowledge and Experience:

  • Knowledge in multi-sectoral approaches.

  • Excellent English communication skills (oral and written).

  • Cross-cultural sensitivity, flexible worldview, emotional maturity.

  • Ability to work in and contribute to team building environment.

  • Excellent interpersonal skills.

  • At least 3 years work experience constructing water systems, sanitation hygiene in communities.
