Finance & Accounting Officer

Job Description

PURPOSE OF POSITION:

Support the GCMO Finance Manager in ensuring that internal and external financial information and reporting requirements are met in ccordance with applicable national laws, accepted accounting standards and policies and procedures, by managing an efficient finance team that enables clients to focus on their core responsibilities.

KEY RESPONSIBILITIES:

  • Ensure compliance of all disbursements, receipts and reports to applicable Philippine laws, General Accepted Accounting Practice (GAAP), WVI Finance Manual and policies and procedures to maintain adequate FSRC scores, and assure that all standard operating procedures including internal controls are followed to ensure cost-efficiencies and effectiveness.

  • Comply with global annual year end procedures.

  • Provide financial details and statistics to the FM and CSD in support of the annual budgeting process to adhere to global and regional standards, and meet the needs of the Global Center office.

  • Co-ordinate internal and annual external audits as required by WVI and Internal Revenue regulations to ensure local and national registration.

  • Ensure implementation of internal and external finance-related audit findings.

  • Update Levels of Authority as and when required to ensure that the schedule is reviewed regularly, signatories are empowered to effect payments, and all expenses follow the levels of authority.

  • Supervise direct reports and broader finance team and ensure efficient, capacitated and motivated staff that efficiently respond to clients’ needs, and the finance organizational structure, job descriptions and performance agreements, performance appraisals, capacity building plans and customer satisfaction surveys are conducted in time and reviewed and adapted where appropriately and regularly.

KNOWLEDGE, SKILLS & ABILITIES:

  • Bachelor’s degree in Accountancy.

  • Professional accountancy qualification preferred (e.g. Certified Public Accountant).

  • At least 3 - 5 years financial management experience, preferably in a non-profit environment.

  • At least 2 – 3 years’ experience in managing financial budgets.

  • Professional accountancy certification – Certified Public accountant.

  • Effective in written and verbal communication in English.

Preferred:

  • Computer aptitude and experience in accounting software (especially SunSystems), work processing, database management (especially Lotus Notes) and spreadsheet software (advanced knowledge of MicroSoft Excel, Vision Excel and Vision Executive).

  • Good interpersonal skills and experience in inter-relation with people in cross-cultural backgrounds.

  • Experience in a service environment and ability to respond to deadlines.

  • Field experience in finance is preferred but not required.

Work Environment/Travel:

  • Work environment: Office based

  • Travel: Not more than 5%

  • On call: 15%
