Finance & Controllership Manager

Quezon City

Position Title: Finance and Controllership Manager



Exercise management responsibility over WVDF corporate finance and general accounting, including cash-flow management, disbursements and accounts payable, payroll operations/services, financial consolidations, internal and external reporting, donations processing and compliance to government and donor requirements and accounting policies and procedures.


  1. Strategic Financial Management

  • Support the development of an overall financial plan in collaboration with Financial Planning OSM and other teams.

  • Develop department’s long term strategies, annual plans/targets and operating budget

  • Ensure financial and accounting policies, controls, systems and procedures with proper internal controls in accordance with WVI policies and ensure that they are effectively communicated.

  1. Risk Management

  • Maintain a strong control environment by ensuring compliance to WVI/WVDF financial policies and government regulations.

  • Facilitate improved National Office internal audit results by resolving common audit findings.

  • Operational Management

  1. Manage national office cash flow

  • Ensure availability of funds for national office departments, program management offices, programs/projects and local fundraising operations in coordination with functional managers

  • Ensure full and appropriate control and security of WV cash and that cash balances are kept within Partnership standard.

  • Administer restricted and reserve funds (e.g. Reserve, Land and Housing, Medical Fund,

Retirement Fund)

  1. Oversee the activities of accounts payable processes in coordination with Manila Shared Services and Supply Chain Management teams

  • Facilitate timely and accurate payments to projects, partners, vendors, and staff

  • Ensure timely processing and sending of Settlement Advice (SA).

  1. Oversee the activities of donations processing unit in coordination with Resource Development Operations and Resource Development Finance teams

  • Facilitate timely and accurate processing of donations and issuance of Certificate of Donations to donors

  • Implement efficient donations collections processes

  1. Manage WVI partnership periodic financial reporting process

  • Oversee the data processing and management to ensure financial transactions are properly maintained in Sun Systems and appropriate cost allocations (CAL) applied in collaboration with Manila Shared Services and Financial Reporting Services Center

  • Monitor and oversee all asset and liability accounts ensuring proper methodology, techniques and policies are adopted.

  • Ensure monthly reconciliation of NO bank accounts and intercompany accounts

  • Ensure appropriate fixed asset recording, monitoring and reporting.

  1. Oversee compensation and benefits computation in coordination with P&C and ensuring payments are timely accurate and compliant with WV policies and government regulations.

  • Accountability and Reporting

  • Provide monthly, quarterly, annual NO Financial Report Package as required by WV Partnership, including reports for Retirement Fund and other special/restricted funds.

  • Ensure financial report package are reviewed, issues identified and resolutions are recommended for management action.

  • Collaborate with Financial Planning, Reporting and Budget Management in providing internal reports and analysis for various teams’ management decision making tool.

  • Manage organizational external audit process. Ensuring compliance to audit requirements, audit recommendations and timely submission audited financial reports to SEC, BIR, DSWD, PCNC and other government agencies.

  • Ensure compliance on taxation requirements (i.e. EWT, final tax, compensation etc.)

  1. Systems and Processes

  • Ensure National Office complies with WVI Finance Manual and that local policies and procedures are consistent with WVI Finance Manual.

  • Maintain and update WVDF Finance Manual and provide facility for staff to access appropriate finance procedures to guide in business transactions.

  • Ensure National Office is aligned with WVI initiatives related to systems and processes (i.e. CAL, LDR, Settlement Advise, GEMS, ProVision, Vision/Q&A, Sun Systems upgrade, etc.)

  1. Conduct regular review and update of policies, systems and procedures to simplify work processes and meet the needs of ministry.

  2. Capacity Building

  • Provide orientation to finance and non-finance staff to ensure understanding of WV financial policies and standards, internal controls, applicable government regulations and taxation requirements.

  • Support and counsel line managers on financial issues.

  • Build capacity in Sun Systems and other WV financial systems and applications in the National Office.

  • Conduct capacity assessment to ensure that the department is strategically positioned to effectively deliver services and support Ministry.

  1. Strategic Networking

  • Develop and maintain good networks and coordination with appropriate WVI finance entities (SAP Regional Office, Global Centre, Manila Shared Services, Financial Reporting Services Center, Support Offices and other National Offices)

  • Build and strengthen relationships with relevant financial institutions and external partners and donors.

  • Network with local and national

  1. Leadership

  • Oversee department operations to facilitate working together for improved customer service, accountability and efficiency.

  • Provide advice and support to Finance Director and management team on financial implication of decisions.

  • Ensure direct reports’ performance objectives and appraisals are managed effectively.

  • Provide spiritual nurturing to direct reports.


  1. Bachelor degree in Accounting / Finance and CPA. MBA, CFA, CMA preferred.

  2. At least 5 years experience in leading finance and accounting operations.

  3. Experience in establishing and enforcing common protocols and standards

  4. Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls, financial systems, internal control, taxation, business process analysis and development. Requires management and administrative skills and ability to think creatively.

  5. Good communication and influence skills in both oral and written forms.

  6. High level of computer literacy and knowledge in spreadsheets, word processing and accounting software. Knowledge of Sun System preferred.

  7. Working knowledge of the WV Partnership preferred and ability to interface sensitively with people from various departments.

  8. Knowledge in sunsystems and financial management standards in international humanitarian organizaitons operations (preferred)
