Finance Officer – Education & Life Skills
PURPOSE OF POSITION:
This position is primarily responsible for supporting the budget and financial management requirements of the Education and Life Skills team including its projects.
Using financial and programming expertise, this position will provide advice, guidance and support to team colleagues as well as national offices in achieving integrated budgets that support education quality programming.
Education Transition National Office Programme Budgeting & Reporting:
Process and track all ETI funding and transfer requests.
Review, analyze and report on ETI and Core funding spend at NO, RO and GC levels, including funding SO allocations.
Work with NO and RO staff to ensure timely submission of financial reports.
National Office (NO) Repurposing of Funds:
Review and/or prepare financial reports for analysis regarding Education spend and repurposing of funding for ETI countries.
Monitor and report on Partnership sector expenditure.
Advise program teams and NO field staff on resource integration options, including repurposing of sponsorship, grants and other funding sources to ensure sustainability and integration of programming post Education Transition funding.
Review ETI NO budgets as needed.
READ Team Budgeting:
Assist in the development of the annual Rapid Education Assistance and Design (READ) Team operating budget and monitor actual performance against projections.
EdLS Team Budget Preparation, Monitoring & Reporting:
Develop the annual departmental budget.
Monitor, coordinate and ensure proper charging of expenses (monthly).
Analyze and prepare budget forecasts or projections (quarterly).
Consolidate and prepare the 6-month and year-end department budget report.
Reconcile, review and ensure accurate global ledgers and expenses (monthly).
Establishin PBAS accounts as necessary.
Planning and problem solving
Negotiate with GC Finance Planning & Analysis (FP&A), Finance and Accounting, as well as offices hosting team staff or projects, to adopt appropriate strategies for budget management and payments and to troubleshoot any problem.
Establish and manage the payments and settlement advices.
Assist in the development of yearly financial guidance and procedures to sustain WV Partnership efforts towards repurposing of education funding at NO level.
Project Model Costing:
Assist NO and EdLS staff with set up and analysis of project budgets to cost out education project models.
Perform other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES:
Bachelor's degree in accounting, finance or international business or equivalent work experience (eight years).
Has an extensive knowledge and experience in all areas of finance and accounting.
2-3 years of previous work experience with an international relief/development organization.
Excellent written and oral English communication skills.
1-2 years experience in budget preparation, monitoring and management.
A minimum of three years of work experience in finance and/or grants management experience.
At least 1 experience in working with people from different levels and functions in the organization.
At least 6 months experience working or supporting people and departments off-shore.
At least 6 months year experience working in a multi-cultural working environment.
Fluent in general and business English language - written and verbal.
Additional language ability in French or Spanish preferred.
Master's degree preferred.
Certified Public Accountant (CPA) or other professional accreditation preferred.
Familiarity with LEAP 3 programming guidance.
Proficiency using Microsoft Word, Excel, Acces, and Powerpoint; and the ability to quickly learn and use other software packages like OLAP, Monarch data extraction tool.
Skilled in preparing complex management reports on a timely basis
The position requires ability and willingness to travel domestically and internationally up to 20% of the time.
