JOB TITLE: CHIEF OF PARTY
PURPOSE OF POSITION
The Chief Of Party (COP) will have overall responsibility for management of all activity interventions and staff to achieve results. S/he will be responsible for managerial leadership and administrative oversight of the activity and will serve as the principal institutional liaison to USAID. S/he will manage a team of senior staff and sub-partners and guarantee quality, timeliness, and efficiency of all products and activities generated under the activity. S/he shall oversee operational procedures and policies, financial controls, and other management functions including management of sub awardees, the latter with the help of the component Team Leader.
The COP is expected to have the strategic vision, leadership qualities, depth and breadth of technical expertise in infectious disease and public health service programming and delivery, the professional reputation, management experience, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the Activity Description. S/he will have principal responsibility of representing the activity to USAID. S/he will also have experience interacting with other development projects, host country governments, and international agencies. Specific experience in one or more of the main technical components of the program is required.
Manage proactive and responsive relationship with grant donor in close collaboration with World Vision National Office staff.
Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.
Research new funding opportunities and develop and write funding proposals, if second phase of the grant or cost extension is planned.
Supervise a team of senior level international and national staff with skills across a diverse set of technical areas.
Ensure proper technical capacity of staff to manage complex donor-funded projects
Lead grant staff and short-term consultants.
Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements.
Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
Liaise with local government officials, local communities, donor representatives and other stakeholders as appropriate.
Consistently look for more effective and efficient implementation methods and opportunities to increase impact.
Participate and conduct on-going lessons learned with key staff and partners/sub-grantees.
Participate, lead NGO – donor forum to represent WV, the project, and seek cooperation for joint advocacy opportunities.
Escalate grant management issues early and openly; resolve grant management issues quickly and fully.
Provide spiritual leadership to the grants team. Attend and participate in weekly chapel services and daily devotional meetings.
Serve as primary liaison to USAID,, local and national governmental authorities, local NGOs, community organizations, Facilitate learning of best practices on program’s technical areas.and other donor organizations.
Provide vision and strategic technical leadership for the project.
Close cooperation with NO GAM lead for implementation of the GAM objectives as well as close collaboration within the NO GAM Unit on donor positioning, lessons learned, grant health and quality improvements.
Establish clear and frequent communication regarding program progress and oversight management with the donor.
KNOWLEDGE, SKILLS AND ABILITIES
An advanced degree (at least Master’s level) in medicine, public health, international development, public administration, economics, or in a closely related field is required.
Minimum 12 years of demonstrated experience designing, executing, managing and evaluating public health programs is required.
Minimum of 5 years of executive leadership experience implementing international (outside of the Philippines) public health -preferably infectious disease- projects or programs of a similar size and scope as “TB Platforms”.
Demonstrated experience with strategic planning and project implementation based on evidence-driven decision making.
Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders. Experience in interacting positively with co-workers, government agencies, host country governments and counterparts, and international donor agencies.
Additional minimum required work experience:
Demonstrated experience implementing health sector and health systems strengthening activities or programs
Experience with incorporating gender and vulnerable population needs into programming.
Strong organizational skills including people, task and time management.
Strong communication and presentation skills particularly to GPH officials and other key stakeholders.
Management experience with US government or other donor agency agreements is highly desirable.
Ability to effectively communicate in oral and written English is required.
Fluency in English and Filipino, as it is officially used in the country.
Professional licenses, as required in the field and by the donor
PREFERRED SKILLS, KNOWLEDGE AND EXPERIENCE:
Experience in managing inter-agency consortiums is preferred
This position will require frequent travel to implementation sites and regional, global meetings as required.
