Regional Finance Manager

World Vision International (Rwanda) is a child focused Christian humanitarian organization implementing development programs in 15 Districts of Rwanda.

World Vision seeks to hire a highly qualified, dedicated and experienced national for the position ofRegional Finance Manager. This position will be based at the Eastern Regional Office in Kabuga, and reporting to the Regional Finance Manager with matrix report to the Finance & Support Services Director.

Purpose of the position:

To provide overall management of the finance function in the region, by promoting financial stewardship, accountability, reliability and accuracy of financial information to be used by management for decision making.

In collaboration with Finance director, to develop and implement financial policies, ensuring compliance at both projects and regional levels, and to ensure effective resource utilization and safe guarding of assets according to WV approved policies and procedures

The major responsibilities:

Financial planning and management

  • Facilitate projects annual budgets and Cash flows reviews and provide relevant feedbacks to project managers on time.

  • Develop and institute budget monitoring tools which will support projects managers/coordinators in ensuring that projects are spending in line with approved budgets and timeline.

  • Provide technical support in the development of projects proposals with a view of advising on key strategic financial implications as per FFM and Donors requirements.

  • Monitor regional projects funds through myPBAS database and communicate changes to projects, operations and finance director as appropriate.

  • Create and update projects planned budgets & requests in myPBAS in line with program design, approved budgets and proposals.

  • Ensure that consolidated regional annual/quarterly cash flows and monthly cash funding requests are prepared and submitted to the head office as per regional needs and on timely manner.

Financial accountability and reporting

  • Ensure timely preparation and submission of all monthly, quarterly, bi- annual and annual projects financial reports to WVR head office, WV FFR database and SOs.

  • Review all project related financial transactions to ensure that they are within the approved scope of project activities and donor requirements and that they are in compliance with the financial procedures and FFM requirements.

  • Participate in the year-end closing processes including timely submission of year-end reports, appendices and carry-forward guideline requirements.

  • Ensure that regional finance office provides timely cash/cheque disbursement services to all internal and external projects/region clients including management of all bank accounts in the region.

  • Prepare monthly management reports to both regional manager and finance director.

  • Ensure that all LDRs for both regional and projects staff are properly prepared and filed at the regional office level.

Risk Management and Controls

  • Play the role of regional internal control systems custodian – this involve continuous review of existing financial and other internal control systems and advise and/or assist in setting up workable controls in line with the Financial Policies and procedures.

  • Ensure that appropriate financial systems and controls are in place to avoid significant audit risk ratings, both at the regional and project levels.

  • Ensure regional/projects adequate preparation for both internal and WVGC audits.

  • Develop tools and institute procedures which will facilitate regional management in monitoring and in the following up of audit recommendations implementation by projects management.

Cost efficiency and effectiveness

  • Ensure cost effectiveness through competitive bidding process and quality products/outputs at the regional level.

  • Contribute to the development of appropriate policies and procedures for procurement of goods and services.

Capacity building

  • Coordinate and conduct training in areas like accounting, SunSystem, risk management, grant compliance and other key financial areas to regional and projects finance staff.

  • Participate in the relevant Regional, National and partnership capacity building initiatives as directed by his/her supervisor.

  • Facilitate regional non-finance staff in understanding and interpretation of financial statements.

  • Appraise performance of Accountants and other supervisees to identify performance gaps and devise ways of up-grading their competences in line with HR manual.

  • Ensure partnership finance policies and procedures are understood by regional management team, operations/technical staff, and community staff.

  • Assessment, capacity building and monitoring of Implementing Partners and ensure timely submission of accurate financial accountability.

Asset management:

  • Ensure that regional balance sheet accounts are monthly and quarterly reviewed and analyzed to ensure their accuracy, timely follow up of outstanding balances and that they are properly reconciled and managed.

  • Provide administrative and financial oversight over the regional office assets and support services.


  • Participate in regional management team meetings and represent finance and administration department.

  • Actively participate in finance & admin. Division management meetings and decision making processes.

  • Provide leadership to the regional finance department and ensure smooth running and efficient delivery of services.

  • Adhere to WV key policy documents – mission, core values, and covenant of partnership.


  • Attend daily devotion and support spiritual development of his/her team.

  • Participate in National Office events.

Plus any other assignment given by line management or senior leadership

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Must have a university degree in Finance or Accounting or management.

  • Must have a proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and internal controls.

  • Require proven knowledge and experience in accounting packages especially sunsystem & vision executive, spreadsheet applications and an understanding of data processing concepts and systems.

  • Must have skills and ability to organize and conduct trainings.

  • Must have a minimum of 5 yearsexperience in financial accounting preferably with a large NGO

  • Must have people-management skill.

  • Must have good oral and written communication skills.
