POSITION: GRANT FINANCE MANAGER

Profile:

Purpose of the position:

The Grants Finance Manager is responsible for the financial management of Grants, Multilateral and Private Non-Sponsorship funded grants/ projects from start-up through close-out. S/he ensures proper financial management, accountability, planning, and reporting in alignment with the goals of the grants/projects, World Vision financial procedures, donor regulations, and the grant agreement. The Grants Finance Manager FM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Major Responsibilities :

Financial Management and reporting: Lead in the financial reporting for grants in a timely manner in compliance with World Vision policies and Donor Regulations. Lead in the financial aspect of grant development during design and startup phase in collaborations with GAM and SO. Provide financial analysis to grant management for timely decision making and, ensuring actual expenditures are in line with budget and aligned with WV minimum grants requirements and donor regulations.

Compliance with governments and WV policies: Ensure implementation of WV finance policies and procedures, donor rules and regulations and any local government regulations with regards to grants. Ensure implementation of adequate internal controls, assets monitoring and reconciliation of donor accounts, and adequate phase out documentations.

Provide the lead in all grants related audits and implementation of audit recommendations.

Liaison and Networking: Liaise with support office and grant donors as regards to financial reporting, grant/budgetary issues for timely funding and commitments of budget. Escalate issues as appropriate per the FFM policy.

Sub recipient Monitoring and Capacity Building: Perform financial management capacity assessment of sub recipients. Ensure existence of adequate internal controls and accounting systems by sub recipients. Pay regular field visits to ensure financial reports and management are in line with programmatic requirements. Provide regular training in grants management to both finance and non-finance staff.

Leadership and People Management: Provide quality leadership to grants finance coordinators/accountants. Ensure effective performance management and development in place for grants finance coordinators/accountants.

Other Competencies/Attributes:

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate/lead in daily devotions.

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Educational level requirement: University Degree in Accounting/Finance or professional accounting equivalent.

  • Technical Training qualifications required: Knowledge in Sun systems. Be familiar with USAID Grant Regulations and other major grant donors.

  • Experience- At least five years related experience preferably in NGO with 3 years on Supervisory role.

  • Other: Previous grant accounting knowledge and experience is preferred.

  • Requires good communication skills (oral and written)

Working Environment / Conditions:

Work environment: Office-based with frequent travel to the field

Travel: 20% Domestic travel is required.

On call: Not necessarily

Process of hiring

  • Phase 1 : writing test ;

  • Phase 2 : individual interview with a panel.
