Operations Manager - WV Solomon Islands

Job Description


The Operations Manager will provide leadership, support and oversight to all field operations in World Vision Solomon Island to ensure implementation is efficient and effective and meets the goals and objectives of World Vision, community partners and donors. The position is a member of the WV Solomon Island Senior Management Team and plays a central role in the implementation of country strategy and business planning.

The Operations Manager is accountable for:

  • Leadership

  • Monitoring of Area Programmes for effective implementation

  • Programme Management and Capacity Building

  • Strategic Thinking and Alignment

  • Representation and Networking


Strategic Leadership:

  • Provide leadership, support and coordination to field operations in WV Solomon Island to ensure implementation is efficient and effective and meets the goals and objectives of WV and community partners.

  • Develop and lead a team of competent national Area Managers with high quality professional skills and excellent team leadership skills as they manage they day-to-day operations.

  • Ensure the integration of all programs and projects such that a true holistic approach to transformational development is found in the design, implementation, monitoring and evaluation of the work of WV Solomon Island with communities.

  • Provide leadership in the development, review and monitoring of strategies and plans for the operations and programs in line with WV Solomon Island overall strategic plan.

Monitoring of Area Programme for effective Implementation:

  • Implementation of activities as per design, plan of action and DIP through putting quality monitoring system in place.

  • Management and regular review of all operations budgets, project funding, expenditures and accomplishment of ministry objectives. Programs/projects submit all required reports on time.

  • Identify, develop and maintain good relationships with existing and potential donors, incorporating donor engagement activities in project contracts/MOUs.

  • Provide information on community needs to donor relationship managers and donors. Where donors are interested in co-creation, develop project concepts and designs with the donor based on community needs and donor interest.

  • Build cooperation, team spirit, a supportive and learning environment in collaboration with all other departments.

  • Ensure operations activities and processes are in compliance with all relevant sections of the Field Financial Manual.

  • Ensure ‘green acceptable’ audit rating for all the projects/programmes and provide appropriate responses on all audit reports and findings. The audit reports and findings are distributed to programmes/projects managers for timely implementation of the recommendations of the reports.

  • Provide T6 log-frame financial report variance explanations on a monthly basis.

  • Pay frequent visits to Area Programme Offices and communities to monitor progress, support staff, resolve issues, meet partners (including community people).

Programme Management & Capacity Building:

  • Provide effective supervision to the Area Managers and support & mentor them for their work, including supporting them to build relationships with donor facing staff.

  • Participate in the recruitment, selection and development of operations and technical staff. Support the professional and personal development of these staff through on the job coaching, identification of learning and training needs and opportunities.

  • Ensure area and project managers are meeting high standards of grant management and are in compliance with all donors’ requirements.

  • Ensure that the communications and representation of WV Area Offices and Operations staff is of the highest quality and transparency.

  • Ensure the quality of programs and appropriate reporting back to donors and that reports meet WVI policies, LEAP and donor requirements.

Strategic Thinking and Alignment:

  • Ensure that Managers clearly understand strategic objectives for operations.

  • Ensure that guidelines, procedures and policies that will facilitate more effective field operations nationally are followed by the key staff.

  • Ensure integration of all projects and programmes bringing a true holistic approach to development.

  • Ensure alignment with country strategy & sectoral strategy, integration and alignment with WV Global framework/initiatives (e.g. CWBO, H&N approach, IPM etc.).

  • Bring creativeness and innovativeness into the projects/programme.

  • Bring end-to-end thinking to all operations, focusing on reciprocity of ministry to donors and communities.

  • Contribute to relationship management and income planning, bringing the knowledge of community need to the discussions with donor facing staff.

  • Encourage the full and appropriate expression of World Vision’s Christian identity. Participate in and lead devotional meetings, weekly chapel, annual staff retreat, annual Day of Prayer and other events.

Representation & Networking

  • Represent WV at Donor meetings, joint agency assessments and task forces.

  • Establish and maintain strong and effective relationships and networks with programming partners (e.g. churches, local NGOs) other local and INGOs, government, donor organisations, etc.


  • Bachelor’s degree in Social work, public health, economics, rural development, or similar field.

  • Strong planning, organizational and project management skills and ability to prioritize and handle multiple tasks.

  • Demonstrated ability to work well with national staff and a passion for capacity building, staff and organisational development.

  • Ability to analyse and solve problems, persuade, network and negotiate.

  • Strong relational skills, especially in a cross-cultural environment.

  • Strong planning, organisational and project management skills and ability to prioritise and handle multiple tasks.

  • Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.

  • Excellent written and verbal communication.

  • Experience in programme or project design, implementation, monitoring, evaluation and report writing, required.

  • Programming knowledge of a specific sector (Education, Water & Sanitation, Health, Agriculture and Social Work) an asset.

  • Fluency in English required.

Working Environment / Conditions:

  • The position requires ability and willingness to travel domestically and internationally up to 45% of the time.

  • Coordination of a geographically dispersed team.
