Protection & Education Technical Advisor

Job Description

Purpose of the position:

The Protection and Education Technical Advisor will provide leadership to the education and protection sectors in support of improving child well-being in Somalia.

The position-holder will spearhead program quality through the development of the education and protection sectors’ technical approaches in support of World Vision Somalia’s national office strategy. The position-holder will have strong grant-writing experience and will lead resource acquisition for the education and protection sectors. He or she will capture, articulate and disseminate learning to (i) improve education and protection technical approaches, (ii) promote thought leadership and (iii) to enhance funding base for the sectors.

In support of positioning and grants acquisition, the incumbent will actively promote external engagement to: (i) enhance the program’s profile in the education and protection sectors in both internal and external forums (ii) coordinate activities with other actors, (iii) seek out opportunities to collaborate with other NGOs and UN actors. He or she will lead in assessment and proposal development processes, ensuring new designs contain: (i) strong evidence-based; (ii) incorporate internal/external best-practice, (iii) promote innovative approaches, and (iv) align with industry standards. In addition, the Protection and Education Advisor will actively promote integration in support World Vision’s multi-sector area-based approach.

He/she will be the focal point for World Vision Child Protection compliance, taking a pro-active approach to the identification, documentation and reporting of incidents which effect children in the programs’ operational areas. In support of Child Protection compliance, the position-holder will lead training efforts to improve awareness with World Vision staff members and partners. Finally, the P&E TA will develop a collaborative working relationship with the World Vision Child Protection regional and global compliance teams.

Key Responsibilities;

Strengthened External Engagement for Improved Child Well Being

  • Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations

  • Actively engage with other regional organizations working in the sector. This would include research and academic organizations, NGOs and networks.

  • Work with other sectors to champion integrated programming contributing to child wellbeing

Develop & Implement Appropriate People Capabilities System

  • Provide support to regional field teams as required for timely and high-quality completion of CP Policies, staff and volunteer training materials, completion and training of CP Incident Preparedness Plans,Child Participation risk assessments, and other various required minimum tools and processes

  • Manage and monitor National office capacity (internal and external) across to ensure flexible and sufficient capacity is available to fulfill strategic objectives in the Education and protection Sector

  • Contribute cross-functionally to organizational change management, quality assurance and coordination processes

  • Provide technical oversight to major education initiatives in Somalia

Improved, Efficient & Effective Internal Business Process

  • WVS partners supported, through training and mentorship, to actively identify, report and follow up on CP incidents in communities (6.1.2)

  • Provide support to staff and partners as required for timely and high-quality completion of CP Policies, staff and volunteer training materials, completion and training of CP Incident Preparedness Plans,

  • Child Participation risk assessments, and other various required minimum tools and processes

  • Present region-wide (child safe organization)CSO risks and gaps, as well as progress and incident trends, to SLT along with recommended priorities to continuously improve WV’s status as a safe organization for children

Improved System For Donor Engagement & Resource Acquisition & Management

  • Understanding and practice of integration of CP issues in sectoral work enhanced among WVS and partners through orientation and training on CP policy and implementation of CRC in Somalia document.

  • Improved capacity to monitor and report incidents involving child abuses: (i) reporting mechanism identifies and channels incidents to CP network for proper response actions to take place; (ii) focal points supported through training and mentoring to promote reporting and action

  • Capacity of staff members and WV partners enhanced to manage issues related to risk and accountability associated with children.

  • Proactive engagement undertaken with Operations (Global Fund, SomReP and WV Classic) of risk issues related to children: reporting, and follow up of issues).

  • Explore potential funding sources for Education and Child Protection and work with PDU on these opportunities

Qualifications:

  • First degree in Education, Development studies or a related field.

  • Minimum of 5 years of experience in the field of Education and Protection programming. Experience in fragile context is preferred.

  • Demonstrate knowledge in Humanitarian standards (SPHERE), HAP; specific trainings on donor requirements e.g. DEC, USAID grant management training, Europe Aid training, CHF training.

  • Should have excellent proposals development/Grants acquisition skills

  • Should demonstrate excellent ability to network and lobby to position the organization for grant acquisition

  • Should have at least 2 year experience undertaking implementation through partners

  • Experience in the Theory of change and logical framework development including Multi-sectoral/integrated program design and implementation

  • Strong planning and organizational skills and ability to prioritize multiple activities

  • Demonstrates well-developed interpersonal skills, excellent English communication skills, both verbal and written, as well as very good negotiation skills
