Finance Officer III - Somaliland

Job Description

World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somaliland program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somaliland National to fill the following vacancy. The successful candidate will be based in  Hargeisa, Somaliland.

Purpose of the position:

The position holder will contribute to the implementation of effective and accountable financial and asset control systems. With the assistance of the Finance and Support Service Manager, the position holder will implement planning, tracking and reporting mechanisms which contribute to effective and accountable programs. The incumbent will provide technical backstopping to program teams, promoting adherence to World Vision’s Field Finance Manuel for a host of routine financial transactions.

Major Responsibilities:(please define in output format – 1-10 things of what you expect to see as a resultof this position)

  • Promote awareness of World Vision policy and procedure;

  • With the assistance of FSS Manager, facilitate day-to-day finance transactions;

  • Maintain and analyze various finance/assets tracking tools, providing updates to FSS Manager as required;

  • Providing technical back-stopping to programs teams in the preparation of various finance documents;

  • Support in the preparation and updating of various budget planning documents;

  • Analyze existing practice and advise on improvements.

Contribute to the implementation of effective and accountable financial and asset control systems:

  • With support from Finance Officer, contribute to the implementation of day-to-day activities for the finance department for various sub-regional locations:

  • Prepare daily cash analysis for projects;

  • Facilitate payment processes in accordance with Field Finance Manuel;

  • Prepare and manage petty cash at the sub regional level.

  • Analyze expense sheet.

  • Track staff advances, providing regular updates to FSS Manager to ensure they are settled within 7-days;

  • With support from Finance Officer, maintain accurate General Ledger Accounts, spearheading revisions and providing analysis are required;

  • Maintain stock control of stores;

  • Update Fixed Asset Register on a monthly basis;

  • Process cash transfers, ensuring supporting documentation is in place as per the World Vision Field Finance Manuel;

  • Support the procurement process at the sub regional level to ensure it is in conformity to FFM.

2. Contribute to the implementation of accountable, timely planning, tracking and reporting mechanisms:

  • With the guidance of Finance and Support Service Manager, prepare monthly, quarterly cash projections for project operational cost;

  • With the guidance of Finance and Support Service Manager, draft periodic financial reports;

  • With the guidance of Finance and Support Service Manager, draft basic budgets for sector activities for proposal development;

  • With the guidance of Finance and Support Service Manager prepare bank reconciliations and follow up on locally recoverable items;

  • Coordinate the implementation of LDR with field teams, providing technical back-stopping and tracking submissions, following up with staff to ensure timely monthly implementation;

3. Promote awareness of World Vision finance policy and procedure to ensure accountable implementation of World Vision programs:

  • Provide technical back-stopping to programs teams of financial documentation for routine office activities:

  • Vehicle hire;

  • Purchase of office supplies;

  • Staff advance management.

  • Facilitate in capacity building of staff members on finance policies and procedures;

  • Analyze existing/new processes and procedures and advise Finance and Support Service Manager on means to improve current practice;

Other Competencies/Attributes:

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills

  • Must promote Finance policy and procedure, must “walk the talk” in terms of accountability

  • Ensure a gender perspective in the scope of work

  • Perform other duties as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Educational level required: Secondary Education. Diploma of Accounting

  • Experience: 1 to 2 years of experience of Humantrainin organization with referent field

  • Ability to articulate in written and spoken English;

  • Ability to present financial data in a clear and coherent manner;

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 10% Domestic/international travel is required.

  • On call: Immediately
