The successful candidate will be based in WV Office, Garowe, Puntland.
Information & Reporting Officer- Garowe, Puntland.
To maintain accurate commodity accounting records of all food commodities, non-food items and cash movement including receipts, loans, inter warehouse transfers, dispatches, distributions and losses. This includes provision of technical support to commodity distribution field staff. To ensure LMMS/SCOPE web application is in place for set up of new distribution projects, and assist in consolidating and generating CTS reports. This position will also require delivering systems maintenance, testing new software development for field deployment, soliciting client user requirements, and assisting with new/upgraded system installations.
Commodity Reporting and Accountability:
Maintain and manage the CTS Database for World Vision Somalia and ensure that the monthly main CSR, LSR and RSR are generated.
Ensure correct data entry in the CTS; reflecting what transpired in the field: capturing all food deliveries with their correct unit weights, the right number of beneficiaries served, all food balances in the WV stores and the correct food distributions by commodity type.
Maintain a clear paper trail for all monthly commodity transactions; CSR, RSR, waybill summaries, waybill copies, consolidated CP, Physical inventories and Invoice. Ensure correctness, signed and on file.
From the CTS, generate accurate and reliable statistical data for Partners’ invoices (MT).
Review of Field distribution and CTS Reports
Ensure that all field distribution reports from all the different food aid project sites have been reviewed and that they tally with the beneficiary distribution list, and all the supporting documentation and reports (Food receipt certificate, Waybills, Food Monitors report etc) have been generated by field staff.
Ensure any Losses, physical inventories, return to store, etc have been properly accounted for in the original field reports and in the CTS system.
In case of errors in any documentation ensure that; a memo, sick waybill form has been generated to explain the error.
Conduct a thorough check of all field document and reports ensure that they are accurate and completely filled.
Ensure all field documents and reports have been sign by the person who generated them and reviewed and approved by the next level supervisors.
Generation of food aid project CSS and Invoices
Prepare a draft CSS reflecting actual quantities of food handled (food distributed) by WV Somalia for the specific food aid project(s) during the month.
Review CSS and ensure that they tally with the CSR and RSR for each given month and project.
Submit the draft CSS to Commodities Officer/Snr CARO for approval to WFP by the 10th of every month.
Prepare invoices reflecting actual quantities of food handled (food distributed) by WV Somalia for the specific food aid project(s) during the month.
Review Invoice and ensure that it tallies with the CSR and RSR for each given month and project.
Submit Invoice to WV and WFP Sub-Office staff for approval.
Share signed Invoice to Senior FAIRO for submission to WFP Logistic office in Nairobi by 15th of every month.
Beneficiary registration and cash/voucher transfers:
With support from WV/WFP field teams, ensure that all beneficiaries to be registered using the LMMS or SCOPE databases under Food Assistance are registered and issued with e-cards.
Ensure that the beneficiary data base is maintained.
Support all voucher/cash distributions under the FFA or other cash transfer models within Food Assistance.
Generate monthly activity reports on the cash transfers; timely share with Senior FAIRO/ Commodity Officer/donor.
Safe handling and custody of all SCOPE and/or LMMS equipment.
Coordination and collaboration
Work closely with the global LMMS Support personnel in all aspects of the technology readiness and rollout, in addition to providing feedback to and receiving technical instructions from; the FAIRO Coordinator on IT upgrades, maintenance and new developments.
Participate in a forum of IT support staff for LMMS/CTS for sharing common experiences and troubleshooting technical challenges.
Leads capacity development of field staff to ensure adequate LMMS/SCOPE coverage.
Support FAIRO Coordinator to provide training to Food Assistance staff.
Understanding of the Windows Mobile Platform desirable.
Strong analytical, problem solving and organizational skills with an attention to details
Exposure to mobile hardware technologies (Intermec or similar products including Motorola/Symbol) desirable.
Ability to learn new software systems and running rudimentary system upgrades.
Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
Must adhere to set security standards

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Educational level required: A minimum Bachelor’s Degree in Community development, Developmental studies, Business Administration, Economics, computer science, Information technology or any other related field.
Solid background in the Window Operating System – XP in particular. Comfortable invoking, stopping or restarting System Services, installing and uninstalling software, creating user groups and setting up user privileges.
Solid networking skills – able to set up, securing and administer wireless ad-hoc peer-to-peer networks. Ability to isolate and troubleshoot network connectivity difficulties accordingly and through running IP configuration tools, resetting wireless connections. Understands TCP/IP protocol.
Knowledgeable of Relational Database Management Systems – exposure to MySQL highly desirable, including the use of database management tools (such as MySQL Query Browser and Administrator).
Ability to troubleshoot IT problems – log, track and systematically troubleshoot IT problems.
Must demonstrate training in Commodities management and accountability.
Minimum 2 years of experience in similar position.
Ability to conduct document review and reconcile commodity reports.
Ability to use food data bases and commodities managements.
Very good communication skills.
Past experience working with WFP would be an added advantage.
Must be good at using statistical data to generate reports.
Very organized and good at filing systems.
Ready to support end-users.
Good written and oral communication skills
Good command of English language both written and oral.

Working Environment / Conditions:
Work environment: Office-based with frequent travel to the field
Travel: 30% Domestic with occasional international travel.
On call: on call to serve on emergency and crisis response
