Project Coordinator – Food Assistance/Commodities

For Somaliland Nationals Only

Purpose of the position:

To co-ordinate all Food and cash Assistance Programs in the target district(s) and ensure compliance to donor and World Vision requirements /guidelines

Major Responsibilities:

Coordinate all food and cash assistance programmes that are implemented in the region:

  • Distribution plans shared with stakeholders and distribution staff on monthly basis and in time;

  • All commodity receipts, dispatches and distributions (actual vs planned), monthly reports by district based commodity staff by site are reviewed on a monthly basis;

  • Reports on beneficiary data, and trends as well as on any best practices or lessons are shared;

  • Use of resources (human and material) allocated to the region supervised and accounted for.

  • Ensure all records are maintained as per CBTD, commodity manual and Cash transfer guidelines.

Co-ordinate with other relief and development agencies, local authorities and government stakeholder in the region in ensuring that food security and development intervention strategies are targeted appropriately and to the most vulnerable population:

  • Approved plans, monthly reports and figures shared with key stakeholders;

  • Information provision on types of interventions, beneficiaries, commodities being distributed, challenges, etc. are shared;

  • Set meetings on stakeholder coordination and feedback attended as requested;

  • Feedback minutes and reports shared with Commodities Coordinator and Technical Specialist (TS.)

  • Support management in advocacy and influencing of key stakeholders and donors at Somaliland and district levels on appropriate responses including making the case for cash and market-support.

To co-ordinate and foster relations with other World Vision Somalia Programs in the region as to ensure proper allocation and sharing of resources:

  • Approved plans, monthly reports and distribution figures shared with other departments as appropriate;

  • Information on types of interventions, beneficiaries, food security, security related issues, nutrition and health issues, challenges, etc. are shared with other WVS departments;

  • Implementation of the food component to support the Nutrition and Health components is carried out in close collaboration with the WV S Nutrition staff;

  • Joint monitoring and review meetings held.

Assist the Health/Nutrition/Commodities Technical Specialists/Managers, Operations Manager, Coordinators and district teams to plan, implement, monitor and evaluate approved activities as per programs design:

  • Monthly monitoring plans; monthly distribution plans; monthly dispatch plans submitted as per agreed schedule with WFP(or other donors if applicable) and sector Coordinator and TS;

  • Ensure the implementation of CFA/FFA activities is in line with the design and serves the needs of the community

  • Identified training needs, designing and implementation needs for district staff are provided to TS and Coordinators at beginning of programme and monthly, or as when identified;

  • Ensure proper training and develop capacity building for field monitors.

Ensure programme compliance to accountability standards:

  • All commodities and other materials earmarked to target populations are properly handled, stored, transported, distributed, tracked, fully accounted for and reported on according to World Vision standard procedures and donor policy;

  • Regular visits conducted to target communities to gauge perceptions and experience of programme implementation;

  • Review and submission of the Humanitarian Accountability reports, monthly CSS, bi-monthly PDM Reports, and other narrative reports to WFP and SOs conducted following the agreed protocol.

  • Promote integrated, gender and protection aware humanitarian responses which demonstrate accountability to beneficiaries and are consistent with WVI policies and international quality standards

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Educational level required: Degree in Social Studies, Agriculture, Community/Public Health, Nutrition, or Development Studies;

  • Technical Training qualifications required: Nutrition, Community Development /Public Health;

  • Professional technical skill desired: Excellent organizational, negotiation skills and strong interpersonal skills;

  • Experience: Minimum 2 years’ work experience in food assistance (including cash/voucher) transfers, Nutrition, Community Development and Public Health

  • Other:

    • Working knowledge of English, and local language;

    • Computer literacy.

    • Have good mathematical and analytical skills

    • Good understanding of sphere standards.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field

  • Travel: 75% Domestic, with some international travel, as required
