World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somalia program wishes to invite applications from highly competent dynamic, self driven and results oriented Somali National to fill the following vacancy. The successful candidate will be based in WV Office, Eyl, Puntland.

Project Officer (II) Education.

The Education Officer With technical guidance and mentoring from a Project Manager/Technical Specialist the incumbent will assist the project management team and guide/supervise partners in the field of education, ensuring high-quality, accountable, community-focused project design and implementation. With guidance and mentoring, the position-holder will lead in planning, implementation, monitoring and reporting for directly & indirectly WVI implemented project(s). The position-holder will drive project implementation, ensuring projects take place on-time, on-target and within budget. He/she will provide support for the development of community driven and integrated programming through participation in assessments, design, monitoring, evaluation

Major Responsibilities:

Facilitate timely, accountable project planning, and implementation:

  • Play a pivotal role in coordinating and implementing education and related activities and make sure quality and appropriate documentation is produced, collected and shared timely.

  • Lead educationpartners and learning facilities in appropriately organizing and carrying out education activities

  • With guidance from PM/TS develop project planning tools:

  • DIPs, Cash Flows; ITT, Issues Logs, MWRAP, , Procurement Plans;

  • Develop and carry work-plans for education intervention including logistic planning for project supplies/materials, monitoring /training schedules

  • Prepare up cash request and requisitions to facilitate project implementation, keeping accurate records for accountability purposes;

  • Coordinate community engagement for planning and implementation of accountable project activities:

  • Promote awareness of project deliverables for accountability purposes;

  • Guide site selection and beneficiary selection processes, promoting gender sensitivity conflict sensitivity and vulnerability sensitivity allocation of resources;

  • Coordinate and monitorEducation activities and distribution of project supplies, promoting transparency and accountability;

  • Develop and monitor weekly action plans for education program activities in coordination with the PM/TS.

Undertake capacity building and mentoring of communities and partners:

  • Prepare plans enhancing the capacity of education facilities in general and the teachers/trainers, school management and Community Education Committee (CECs) in particular and follow up the implementation of the plans.

  • Contextualize trainings to community and partner needs (translations, pictorial design, etc.);

  • Monitor, measure and report uptake of new skills and abilities with communities and partners;

  • Identify training and development needs of partners/ community members and make recommendations to TS/PM.

Ensure quality, timely reporting, assessment and baselines;

  • Contribute to complete, accurate and timely reporting; to project monitoring reports; progressive up-dates for MMR and 4Ws and Quarterly Review Meeting updates;

  • Conduct regular field visits to project site and update PM/TS with the progress of project activities in the field

  • With guidance from PM/TS carry out carry assessments and baselines in support community driven design project;

  • Coordinate field requirement (logistic, supplies, facilitators, etc.); spearhead community engagement; contextualize tools; participate in development of TORs for consultants and service providers

  • Supervise WV engaged contractors/consultants and assist in the assessments of construction works of education assets in collaboration with the Infrastructure Engineer and ensure upon successful completion the issuance of verification report.

  • Organize and carry out project review meetings with communities and education stakeholders, and document operational/technical and management constraints, challenges, gaps and needs as well as best practice and lessons learnt and ensure that they are reported.

Foster external engagement to promote awareness of the program, support fund-raising efforts, and facilitate coordination:

  • Participate in external engagement with the government, community, and coordination mechanisms: participate in cluster coordination mechanisms; update cluster reporting tools on a regular basis (e.g. 4Ws); coordinate organization’s participation in education cluster/government organized assessments; and take leadership roles when possible.

  • Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. education cluster meetings).

  • With the assistance of Communications department, develop marketing and promotional materials to increase awareness of field level programs for fund-raising and profile enhancing purposes;

  • Participate in education project steering committee meetings with the District Education Officer and partners organizations and share the minutes.

  • Participate in relevant forums in the field (education sector and cluster meetings, etc.) and report to the Education manager

  • Liaise with relevant stakeholders (including implementing and funding agencies) in the field to allow coordination and synergies as well as to avoid duplication

Promote accountability, compliance and good stewardship

  • Promote awareness and implementation of WV policies and procedures to staff members and partners;

  • Promote awareness and monitor compliance with donor and support office requirements;

  • Ensure value for money in regards to all transaction involving World Vision resources

  • Ensure quality workmanship by contractors and consultants engaged by WV

  • Responsible for interpretation of Information provision pamphlets and training materials into local language

Other Competencies/Attributes:

  • Project Officer must have good time management, multitasking skills

  • Good team work and leadership skills are essential in order to motivate different groups of people to fulfill their responsibilities within a given time frame.

  • Able to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.

  • Basic to Intermediate English language and fluency in local languages spoken in the working area.

  • A person of high moral and ethical standards

  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills;

  • Must demonstrate a willingness to mentor and teach others;

  • Excellent analytical skills, particularly in the realm of grant management;

  • Must promote Finance policy and procedure, must “walk the talk” in terms of accountability;

  • Ensure a gender perspective in the scope of work;

  • Perform other duties as required

Qualifications: Education/Knowledge/Technical Skills and Experience

  • The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Educational level preferred: University Degree in Education, Development studies and any other relevant discipline with minimum 2 years’ experience in education sector is required.

  • Technical Training qualifications required: Professional technical skill desired- especially in the realms of community engagement and project-cycle management

  • Proven experience in technical surveying, project designing, implementation

  • Good knowledge of SPHERE standards.

  • Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages.

  • Experience in community based participatory development approaches strongly desired

  • Financial management (Non-Finance mangers.)

  • Experience: 2 years of experience in Relief and Development work, preferably education sector projects.

  • Fluency in English; knowledge of Somali will be an asset.

Working Environment / Conditions:

  • Work environment: 100 % Field -based with frequent travel to the other project sites

  • Travel: 10% Domestic/international travel is required.
